BRIEFER OPLAN LIGTAS BIYAHE: UNDAS 2013 DOTC will launch OPLAN Ligtas Biyahe: Undas 2013 on 25 October 2013 to ensure travelers will have access to convenient, affordable, reliable, efficient, safe and secure (C.A.R.E.S.) transportation during the period covering the All Saints’/Souls’ Day (Undas) holidays, as well as the 2013 Barangay Elections (28 October 2013). The program will run from 25 October 2013 (Friday) to 04 November 2013 (Monday). The Department is expecting an influx of passengers traveling to their hometowns or to holiday destinations as early as the Friday/weekend before the elections, considering that 28 October 2013 (Monday) has been declared a special non-working holiday. This is in addition to 01-02 November 2013 (Friday- Saturday), which are also non-working days. Furthermore, it is noted that, historically, employers declare half-day work suspensions on the 31st of October. The DOTC has mandated all agencies to implement 24/7 operations for their action/operations centers, in coordination with the DOTC Action Center. AIR SECTOR Passenger Volume Trends Below are some passenger volume predictions for major airports in the Philippines: o The figures for OPLAN Undas 2013 may be affected by the recent suspension of Air Asia flights to Davao, Kalibo, Taipei and Hong Kong from Clark International Airport effective 09 October 2013. o In addition to the Ninoy Aquino International Airport, and the Clark and Mactan-Cebu Airports, high passenger volumes are also expected for the following airports: Davao (Francisco Bangoy), Kalibo, Laoag, Puerto Princesa, General Santos (Tambler), Zamboanga, Bacolod-Silay, Busuanga, Cagayan de Oro (Laguindingan), Iloilo, Tacloban (Daniel Romualdez), and Tagbilaran. o Based on the Undas 2012 figures (see Table 1), this 2013, a rise in passenger volume is expected at Philippine airports on the following dates: . October 25 (Friday) . October 26-27 (Saturday-Sunday) - Peak . October 30-31 (Wed-Thurs) . November 3 (Sunday) – Peak . Plans for OPLAN Undas 2013 Airport authorities will be strengthening security measures against unlawful acts, terrorist attacks, or any other disruptions/disturbances to airport operations. Further, they will be coordinating with local police/government units and the Office for Transportation Security (OTS) to augment existing security personnel. Airport authorities will also be adjusting the shifting of security, public affairs, operations, maintenance/janitorial services, etc. personnel, and deploying additional manpower as necessary, to better serve/assist air passengers. The Civil Aeronautics Board (CAB) will conduct monitoring activities at all four (4) NAIA Terminals. The CAB Documentation and Ground Assistance roving teams will handle/entertain passenger questions and concerns, and randomly check the statuses of flights on airport flight monitors and verify these with airlines’ station managers. Help desks will be set up by CAB and Airport Operations/Public Assistance personnel at airports for passenger assistance. o CAB will have help desks at all four (4) NAIA Terminals to receive complaints and assist passengers regarding their rights. o In the past months, CAB has conducted Air Passenger Bill of Rights (APBR) seminars and exhibits within Metro Manila. o CAB has also conducted APBR briefings in several airports outside Metro Manila (Davao, Mactan-Cebu, Clark and Caticlan) to equip airport authorities’ personnel with the knowledge/skills to handle air passenger questions or complaints against airlines and/or regarding the APBR. CAB intends to conduct APBR briefings in all other airports outside Metro Manila, starting with Iloilo, Bohol and Leyte. The Civil Aviation Authority of the Philippines (CAAP) will be providing additional seats in and around airport terminal buildings to ensure passenger convenience, as needed, and, as much as possible, charging stations for air passengers’ electronic gadgets. 2 CAAP will also be coordinating with the Office for Transportation Security (OTS) to ensure x-ray machines for security screening at airports are subject to maintenance check-ups prior to the monitored period. Furthermore, CAAP will be increasing the frequency of airworthiness inspections nationwide of general aviation aircraft, as well as the frequency of random drug and alcohol testing of flight crew nationwide for general aviation aircraft before and during the monitored period. Reminders for Air Passengers Certain airports, particularly the Caticlan, Busuanga and Naga Airports, are subject to Sunset Limitation. This means aircraft may only take off from and land at these airports after (official) sunrise and before (official) sunset. Balanacan 1,352.8 Higher than normal passenger traffic is expected for the whole monitored period. However, rather than a steady growth in passenger traffic leading to November 1, numbers are expected to peak during the weekend before the 2013 Barangay Elections. The public may expect another peak in passenger traffic during the weekend after the Undas holidays. Plans for OPLAN Undas 2013 Passenger Assistance Centers, which will serve as information/help/complaint/ medical/first aid booths for passengers at seaports nationwide, will be activated during the monitored period. 4 Mandatory Pre-Departure Inspection of ships will be conducted and recorded through video cameras to ensure that operators abide by the appropriate capacity of their vessels, and that vessels are equipped with an adequate number of lifesaving equipment and other facilities/appliances for the safety and security of the vessel and riding public. All operating and major support units of the Philippine Coast Guard (PCG) shall implement 24/7 operations. Port Authorities will ensure the proper processing of passengers at seaport terminal buildings. Passengers who do not go through the passenger terminal building security screening procedures will be prevented from boarding the vessels. Amenities/facilities for passenger comfort and convenience, such as drinking water and extra tents and chairs, will be provided at seaports. Heightened security inside and in the immediate vicinity of seaport premises will be implemented through the presence of additional port security officers, the maximization of port security equipment, such as x-ray machines and walk- through screening equipment, and the conduct of security checks for cargo and land vehicles. Fast lanes will be designated at seaports’ security screening areas for passengers carrying minimal belongings/baggage. Reminders for Maritime Passengers During high passenger volume seasons, there is a significant rise in petty crime incidents, most commonly estafa and ticket-selling scams, at seaports. In this light, maritime passengers are reminded to make sure: o To buy tickets only from authorized personnel (Huwag po magpauto sa mga “scalpers.). o That they are not made to pay for any extra charges that are not found in their [official] receipts issued (e.g. insurance, unofficial terminal fees). o To transact only with officials/personnel in proper uniform AND with proper identification
