Introduction 1.1 Background of the Project The Kingdom of Thailand approved the Enhancement and Conservation of National Environmental Quality Act in 1992. Based on the Act, the Office of National Resources and Environmental Policy and Planning (ONEP) formulated the National Environmental Quality Management Plan (NEQMP) as a framework in managing the environmental quality and was expected to be adopted by the regional, provincial and local levels. The achievement of Environmental Quality Management Goals and Objectives outline in the respective Environmental Quality Management Plans centered on the capacities and competencies of the organization and its staff. Although financial resources are important, they are not enough to promote sustainable human development. Without supportive policies, strategies and well-functioning organization and skilled people, the basic foundation to plan, implement and review the respective EQMPs will be limited. Hence, it is envisioned that the “Project for Strengthening Environmental Management and Linkages among Central, Regional, Provincial and Local Levels in the Kingdom of Thailand” are able to enhance this foundation through collaboration with counterpart agencies in implementing the project. In the light of the above, capacity assessment was designed in order to provide understanding of the current level of capacity, clarify the level of relationship at the national, regional, provincial and local levels. Figure 1 presents the framework used in the capacity development process used by the United Nations Development Program (UNDP) and is adopted as the guiding principle in the implementation of capacity development processes by this Project. Source: UNDP Figure 1 Capacity Development Process 1 The Project for Strengthening Environmental Management and Linkages among Capacity Assessment Report Central, Regional, Provincial and Local Levels in the Kingdom of Thailand 1.2 Objective of Capacity Assessment The general objective of the capacity assessment is to clarify and determine the level of capacity and clarify the gaps between the required capacity and the existing capacity of ONEP, REO8 and the five PONREs in areas of planning, implementation, monitoring and evaluation of an environmental quality management plan. Specifically, the capacity assessment aims: To clarify and identify capacity issues capacity constraints; To determine the needs to address capacity constraints During the project period, three major capacity assessment activities surveys were held as indicated below. Results of the each capacity assessment activity were compiled and submitted to counterpart agencies for consideration. Schedule Objectives March 2013 Assess the level of capacity of the counterpart agencies, focusing on counterpart staff Determine ideal capacity and capacity gaps November 2014 Follow up first capacity assessment and determine areas needing further interventions Understand PAO’s role and capacity in environmental management November 2015 To clarify the results, effects and impact of the project to the capacity development in REO8 jurisdiction 1.3 Scope of Capacity Assessment Considering the purpose, the scope of the capacity assessment covers the following aspects: Systemic level, capacity to include: o Legal mandate, policy and regulatory framework in relation to the Regional Environmental Quality Management Plan (REQMP) and Provincial Natural Resources and Environmental Management (PNREMP) as well as the Provincial Action Plan o Linkage and communication between national, regional,

The inherent complexity of agricultural systems and the different regional and country contexts can enable countries, policy makers and stakeholders to identify barriers that impede the growth of agriculture, experience sharing and strategies developing to improve the policy in local contexts. (World Bank, 2017) In Thailand, agriculture has played an important role in the country from the beginning. Although its sharing sector in the Gross Domestic Product (GDP) has gradually declined since the First National Economic and Social Development Plan (NESDP) was launched in 1961, agriculture still accounts for one third of total export revenue and workforce. Consequently, Thai agriculture is coming towards a crossroad. Its development can no longer depend on area expansion and burgeoning markets. Future development must be based on innovative technology and multidisciplinary fields (Chomchalow, 1993). This requires the participation of many sectors of society, especially farmers who are targeted and directly affected by the development policy. According to the Department of Agriculture Promotion report, the promotion of agricultural voluntary policy is important to community development practice. Therefore, the regulation of Thai agricultural volunteers’ management 2017 was issued by the Ministry of Agriculture and Cooperatives.

A cross sectional survey of Enterobius vermicularis was carried out in 808 children in the Bangkok metropolis and nearby provinces. This was accomplished in a mobile health clinic from Huachiew Chalermprakiet University provided for communities in the areas during April 1999 to May 2000. Children 5-10 years of age were investigated for infestation of Enterobius vermicularis. Diagnosis was done by means of the transparent tape swab technique to recover eggs in the perianal region for examination under a light microscope. The average infection rate in children was 21.91% . The highest infection rate (38.59 %) was found in Ang Thong Province, while the lowest one (11.66 %) was found in Chonburi Province. The rate of infection seemed to relate to household environmental factors. The infection rate was significantly higher (p<0.05) in agricultural areas and areas farthest from urban Bangkok. Industrial and urban areas had the lower rates of infection. There was no significant difference (p>0.05) in the incidence of infection between males and females. Despite the high sensitivity of existing molecular tools such as quantitative real-time PCR (qPCR), these techniques are not suitable for use in many countries because of equipment costs and difficulties in implementing them for field diagnostics. Therefore, we developed a simplified technique, loop-mediated isothermal amplification (LAMP), for the rapid visual detection of N. caninum. Methods: LAMP specificity was evaluated using a panel containing DNA from a range of different organisms. Sensitivity was evaluated by preparing 10-fold serial dilutions of N. caninum tachyzoites and comparing the results with those obtained using qPCR. Assessment of the LAMP results was determined by recognition of a colour change after amplification. The usefulness of the LAMP assay in the field was tested on 396 blood and 115 faecal samples from dogs, and one placenta from a heifer collected in Lopburi, Nakhon Pathom, Sa Kaeo, and Ratchaburi provinces, Thailand. Results: Specificity of the LAMP technique was shown by its inability to amplify DNA from non-target pathogens or healthy dogs. The detection limit was the equivalent of one genome for both LAMP and qPCR.

When the Chinese people are grouped together as a community, they often build shrines and vegetarian cafeterias. This is the cultural phenomenon that often occurs alongside. Chinese people in Ratchaburi are similar to other groups of Chinese people elsewhere in Thailand in term of gods and ancestral spirits worshiping. At the same time, they also make merit in Buddhist’s ways. Another belief that Chinese people practice is Confucianism. Basically, the concepts of Confucianism are about cultural practice, honesty, loyalty, proper respect for the seniors and family relationship, ancient rituals, as well as pursuit of knowledge. In Chinese New Year's Day or Chinese Midyear Remembrance Ceremony Day, Chinese people still remain to practice these beliefs. The Chinese community may be compared as "Chinatown of Ratchaburi" such as Chinese communities in Ratchaburi city, Ban Pong Municipality, and Photharam Municipality. In addition, there are some centers organized to run activities according to their beliefs. The centers are considered as their traditions such as the shrines of Guan Yu (Guan Kong) in Photharam District and Ratchaburi city, the shrines of Chao Mae Tuptim in Ratchaburi city, Ban Pong District, Damnoen Saduak District and Photharam District etc. 4.2 Famous Damnoen Saduak Canal was made by Chinese People According to the history, Damnoen Saduak canal was ordered to be built in 1866. Most of the workers who dug the canal were Chinese immigrants. They came to Siam at the end of the reign of King Rama IV (King Mongkut passed way in 1868).

The purpose of this paper is to correlate and predict between community health and related factors and delineate phenomenon of MP in Thammasen, Ratchaburi province, Thailand. Design/methodology/approach – A mixed-methods sequential explanatory design was applied in this research. The quantitative survey was conducted by using an interview questionnaire. The 400 respondents were selected by simple random sampling from 11 villages. For the qualitative study, in-depth interviews were conducted with 37 key informants from selected health professionals, folk healers and local leaders. Findings – The respondents were 56.5 percent female with a mean age of 53.8 years. The factors relating to community health included: health care behaviors, perceived health status, attitudes toward health care and access to health services. This research aimed: 1) to study the Tai-Yuan history and Tai-Yuan local wisdom on Pha Jok in Ratchaburi; 2) to study the problems and the ways to develop Tai-Yuan Pha Jok products; and 3) to develop Tai-Yuan Pha Jok products in Ratchaburi for creative economy. Data were collected by observation forms, interview forms, group discussion notes and workshop form on the field study. A data triangulation analysis technique was used to analyze the result of the research. The research results revealed that Tai-Yuan people are an ethnic group. Because of the war they moved from Chaingsaen to Bangkok then relocated into Ratchaburi during the reign of King Rama 1 in 1804. The Tai-Yuan Pha Dheen Jok in Ratchaburi is accepted as valuable and splendid handicraft. The problems of Tai-Yuan Pha Jok are decreasing of weavers and lack of successors. To solve the problems by supporting them revolving fund and encouraging the families awareness raising on weaving Pha Jok textiles in the families. The problems of Tai-Yuan Pha Jok products are production, producers and marketing. To solve the problems by making them be cultural applicants as household products in creative economy for value added.

    1. History of Karen in Thailand The Karen is the first tribe that migrated into Thailand. The Karen is the largest tribe in numbers. They spread living 16 provinces, namely Chiangrai, Chiangmai, Maehongson, Lampang, Lamphoon, Phrae, Sukhothai, Tak, Kamphaengphet, Uthaithani, Suphanburi, Kanchanaburi, Ratchaburi, Phetchaburi, Prachuapkhirikhan, and Ranong. The Karen is divided into four main groups based on their languages, cultures and walk of life. (Fine Arts Department 1991: 194-195) 1. "Sakauw" or "Pagageyauw" In the north, people call them "Yangkaw" "Yangdoi" "Yangkalur". In the central, people call them "Ga rang". They live on the mountains and can be mostly found in the north. 2. "Po" or "Pwo" They call themselves Phlow , Phlong , Pholuangchut. Thai people call them Yangpiang or Yangnamchut. Burmese people call them Kariangtaleng. They live along in the plains in the western region, especially in Saunphueng and Baanka Sub-district, Ratchaburi. 3. "Bawae" or "Bew" Northern people call them Yangdaeng. They mostly live in Kayah or Gareni State, Myanmar. In Thailand, they live in Tak, Mae Hong Son and Chiang Mai. 4. "Tong Tu" Thai people call them “Tong Su”. The Burmese call them “Pa-ao”. They are mostly seen in Myanmar. They may be seen in Mae Hong Son, Thailand. Karen people’s original habitation was in the east of Tibet, and later immigrated to settle in China approximately over 3,000 years ago. In B.E. 207, the Karen were assailed by the king of Qin Dynasty, causing them to flee down along the Mekong River to the Salawin River in Myanmar and scattered living along the Ayeyarwady mountain ranges, the northernmost border of Myanmar from “Tong yee” to the southernmost, area of Kra Isthmus (Khokhodkra).

The sample of this research was a group of 30 Phoenix Oyster Mushroom cultivators at Pak Chong sub-district, Chom Bueng district, Ratchaburi province. An in-depth interview was used to collect data for this qualitative research. The respondents’ opinions towards the Phoenix Oyster Mushroom cultivation were analyzed and synthesized using the content analysis statistics in relevant with the facts of the key issues. The results revealed that the respondents included 20 female and 10 male with an average age of 45 years old. The respondents have been engaging in the Phoenix Oyster Mushroom cultivation business between two to thirteen years. Hungarian and Bhutanese Phoenix Oyster Mushroom were the major types that the respondents cultivated and that of they produced their own mushroom compost. The mushroom cultivation period from the beginning stage until harvesting last around one month or forty-five days.
