Introduction Mariupol is a port city located in the southern part of the government-controlled area (GCA) of Donetsk region, on the coast of the Sea of Azov. Because of its proximity to the line of contact, Mariupol and the surrounding area, including some areas of Zaporizka Oblast accommodate a significant number of internally displaced people (IDPs). The total number of registered IDPs in the southern parts of Donetsk and Zaporizka Oblasts reached 303,469 persons. The eastern suburbs of Mariupol have been subjected to shelling due to their close proximity to the line of contact resulting in some displacement within the city and beyond. Some 145 settlements along the ‘line of contact’ have been affected by the fighting in the GCA of South-Donetsk region. The UNHCR Field Office in Mariupol was established in August 2014 and currently consists of ten staff. Protection Cluster • Cluster participated in technical review of the projects submitted to UHF. Out 35 projects submitted there were 6 protection projects and 17 with protection component. Out of the 12 preliminary approved 7 projects have protection component (4 for NGCA and 3 for GCA). Those projects include IPA, assistance for children with disabilities and other protection activities. Following files have been prioritized: homecare, in-kind assistance, walking aid and other support to elderly and people with disabilities. • Protection cluster shared the guidance note on collecting data on the people with disabilities in the light on HPC, which was elaborated with Health cluster and age and disability working group. Since 2018, ACTED voluntarily co-chairs the CWG facilitating coordination. The communities were carefully selected in line with the project’s objectives and applications received from local authorities. Preference was given to the communities in close proximity to the “contact line” and to exit and entry checkpoints (EECPs), as well as large districts with a significant proportion of rural residents. Last but not least, the interest of communities in working and closely cooperating with the programme was assessed so as to ensure the sustainability of subsequent results. As a result, the following communities were selected to participate in the “Mobile Service Delivery for Conflict-Affected Populations in Eastern Ukraine” Project: Kurakhove, Mariinka, Mariupol, Siversk and Vuhledar in Donetsk Oblast, and Novoaidar, Popasna, Shchastia, Sievierodonetsk and Stanytsia Luhanska in Luhansk Oblast (see Figure 1).

    General Coordination Meeting – Mariupol, Ukraine 1 June 2018 Discussion Action points/Decisions Update on the humanitarian situation and humanitarian needs A representative of Donetsk Oblast State Administration provided the following update to the partners: - The development of healthcare in rural areas is ongoing in Donetsk oblast. In 2018-2019, it is planned to create new ambulatory points (101 mil UAH), purchase equipment (6 mil UAH), special transport (4,8 mil UAH), arrange digital infrastructure (7,3 mil UAH); - Also, the programs of co-financing are available in the region: 10% from the local budget and 90% from the regional budget. However, not all local administrations are engaged in the development of healthcare, even via co-financing mechanisms; - The region significantly lacks doctors specialised in rehabilitation; - Some 473,000 people in the region have already signed e-declaration with family doctors under ongoing health reform (5th place in Ukraine among other regions); - Assistance to so-called veterans of "Anti-Terrorist Operation" remains an acute problem in Donetsk oblast. 9,621 veterans are registered in Donetsk oblast, among which 3% require physical rehabilitation and 100% need psychosocial support. United Nations Office for the Coordination of Humanitarian Affairs (OCHA) provided partners with the following update: - The security situation has considerably deteriorated during the last month in terms of the number of incidents and humanitarian consequences for the civilian population. Civilian casualties were reported in Marinka and damages of civilian houses were reported in Chermalyk and Bohdanivka. EECP “Marinka" on one occasion suspended its operation for three hours due to the tense situation; - Some incidents affected the operation of water infrastructure.

Until very recently, Yenakiieve was a fully integrated Ukrainian steel company operating within the Metinvest Group. Yenakiieve Steel produced a wide range of metal products including billets, angles, channels, beams, wire rod, and rebar. 3. I refer you to the map we have provided. The Yenakiieve and Makiivka steel works are located in the Donetsk region of Eastern Ukraine. Since 2014, the Donbas region of Ukraine, including the cities of Yenakiieve and Makiivka, has become a war zone, as separatist groups, backed by Russia, seized the region through military action. Political and security control of the region has been taken away from the Ukrainian Government and seized by the separatists. 4. The resulting conflict has claimed the lives of many thousands of innocent civilians and Ukrainian soldiers. It has also had a profound negative impact on manufacturing industries in the region. Critical infrastructure has been damaged or destroyed, including 1 separatist also began a systematic inventory of the plants, their equipment, and stores.
