This Invitation For Bid follows the General Procurement Notice for this Project that appeared in Development Business on 9th March, 2017 2. The Government of India has received financing from the World Bank toward the cost of the National Hydrology Project, and intends to apply part of the proceeds for this consulting service. 3. Ministry of Water Resources, River Development and Ganga Rejuvenation, Government of India is implementing the National Hydrology Project (NHP) in almost entire India with the active technical and financial support of World Bank. Irrigation & Waterways Department, Government of West Bengal is the Implementing Agency responsible for development of Surface Water components in the state. The State Project Management Unit (SPMU) of I&W Department implementing the NHP project as Implementing Agency – Bengal(SW) is the agency requiring the Consultancy services for Establishment of inflow forecast, flood forecast and warning system in West Bengal for Kangsabati-Keliaghai-Shilabati and Dwarakeswar sub basins. 4. The consultancy services for Establishment of inflow forecast, flood forecast and warning system in West Bengal for Kangsabati-Keliaghai-Shilabati and Dwarakeswar sub basins under National Hydrology Project broadly consist of the following: i. Develop, calibrate and operate comprehensive model/ suite of models for real time flood forecasting (level/ inflow/inundation/ peak water velocity/ time of peak flow maps) using hydro-meteorological data, meteorological forecast and other data with desired accuracy. This would include rainfall runoff modeling as well as 2D/ coupled 1D-2D hydrodynamic modeling. Integrate cross sections with DEM to improve model efficiency. To start with, the DEM would be free domain DEM as chosen by the consultant in consultation with the Department. Within 04 years the model may have to be upgraded by incorporating finer resolution DEM (DEM with 10 m / 1 m resolution prepared using ortho images or 0.5 m LiDAR DEM) for selected areas. While the DEM will be made available to the agency for free from the Department. ii. Integrate all processes for data management, forecast models and dissemination methodology etc., in a single system to run models and generate forecast in fully automatic mode for short term period (3 days or more) with desired accuracy. iii. Create Inundation map library for various return periods of rainfall events/ flood events including different scenarios of embankment breach at identified vulnerable locations. iv. Develop web based Integrated Flood Warning System with GIS tools for dissemination of forecast, inundation map, to the departmental officers through secured departmental website with flexibility to disseminate such information to other stakeholders as per decision of the department. v. To develop a GUI-based dashboard for customizing model runs for the rainfall runoff and hydrodynamic models, viewing and analysis of model results. vi. To develop web based and mobile based system for disseminating flood warnings, based on the envisaged extent of flooding vii. Provide support for flood prediction and warning for a specified period after acceptance of the model. viii. Training and Capacity Building ix. The duration of the consultancy period will be for a period of 5.5 years with 1.5 years for development and acceptance of the system and 4 years for maintenance and support after acceptance. x. A brief Draft Terms of Reference (ToR) is attached. 5. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits& Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”) revised Jul 2014, setting forth the World Bank’s policy on conflict of interest. 6. The Executive Engineer Burdwan Investigation & Planning Division I&W Department Govt. of West Bengal now invites eligible consultants to indicate their interest in providing the above required consultancy. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) 7. Consultants may associate with other firms/ consultants to meet the necessary qualification criteria or enhance their capability. The EOI submitted by consultants in association should clearly indicate the nature of the association if it is a joint venture or a sub-consultancy. In case of Joint venture, the name of the lead firm should be clearly stated and the JV should not have more than three members including the lead. 8. A consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) procedures set out in the World Bank’s “Guidelines: Selection and Employment of Consultants Under IBRD Loans and IDA Credits & Grants by World Bank Borrowers- Jan 2011, modified July 2014”. The Guidelines are available at www.worldbank.org/procure 9. The criteria for short listing of the Consulting firms shall be as follows: 1. The firm should have been in consulting business in water resource / flood management sector for at least 5 years having experience of substantially completed (at least 70% complete) of one similar assignment (inflow forecast &/or flood forecast) in India/abroad of value 200 lakhs or two similar assignments each of value 125 lakhs or three similar assignments each of value 75 lakhs in the last five years. (The consultant should provide a brief description of the organization including ownership details date and place of incorporation of the firm, objective of the firm, and details of relevant/ similar assignments executed with customer name & address, contact details, order value and performance certificates) Total point under this criterion is 30 (Thirty), the firm with experience of completion of maximum no of projects will get full marks, while marks of other firms will be assigned on pro-rata basis. 2. The firm shall be financially sound with an average annual turnover of more than INR 200.00 Lakhs during any two years in the last five years i.e. 2014-15, 2015-16, 2016-17, 2017-18 and 2018-19. Total point under this criterion is 15 (Fifteen), and the firm with highest turnover will get full marks, while marks of other firms will be assigned on pro-rata basis. 3. The firm should have prior experience in development of different modeling assignments. Total point for this criterion is 30 (Thirty) . The number of points to be assigned to the firm shall be determined considering the following sub criteria and relevant percentage weights (The consultant should provide details of relevant modeling work assignments executed with customer name & address, contact details, order value and performance certificates) a) Development of hydrology model for runoff computation (33.3%) b) Development of hydraulic model of rivers / canals (33.3%) c) Development of terrain model for flood inundation mapping (33.3%) 4. Availability of adequate key professionals having relevant advanced academic degree and experience in a) Team leader- Hydrology, Hydraulic and / or Water Resources engineering person with more than 18 yrs experience b) Hydrology/Hydraulic modeler with more than 10 yrs experience Total points for this criterion is 25 (Twenty five). The number of points to be assigned to the firm shall be determined considering the following sub criteria and relevant percentage weights a. For Team Leader - (60%) – Firm having TL with maximum years of experience shall be given max marks, while marks of other firms will be assigned on pro-rata basis. b) For Hydrology/Hydraulic modeler - (40%) - Firm having modeler with maximum years of experience shall be given max marks, while marks of other firms will be assigned on pro-rata basis Total points for the four criteria : 100 The minimum score required to pass is : 70 10. Accepted 8 September, 2011 Spatial information technology that is, remote sensing (RS) coupled with geographical information system (GIS) has come out as an efficient tool in delineating drainage pattern and water resource management and its planning. GIS and Image Processing techniques have been adopted for the identification of morphological features and analyzing their properties in Dwarakeswar River Basin area in Purulia and Bankura districts of West Bengal, India. The basin morphometric parameters such as linear and aerial aspects of the river basin have been determined. The parameters worked out include both linear aspects [Stream order (Nu), Bifurcation ratio(Rb), Stream length(Lu), Stream frequency] and aerial aspects [Form factor (Rf), Circulatory Ratio (Rc), Elongation Ratio (Re) and Drainage Density]. The study reveals that the area is characterized by fine drainage texture and lower drainage density indicating the basin is characterized by highly resistant permeable material with low relief. The overall drainage pattern of the Dwarkeswar watershed reflects a dendritic pattern. Dendritic pattern, in general, is considered as a group of resequent streams within homogeneous lithology and gently sloping topography. This study would help the local people to utilize the resources for sustainable development of the basin area.

    182 Indian Birds VOL. 15 NO. 6 (PUBL. 15 JUNE 2020) collected by S. D. Ripley in Nagaland on 03 December 1950 (Yale Peabody Museum 2017), and the other (UMMZ birds #178643) collected by Walter Koelz in Karong, Manipur, on 23 November 1950 (University of Michigan Museum of Zoology 2019). A search of images posted on www.orientalbirdimages.org and specimens collected on portal.vertnet.org indicate that while dabryii has been recorded in China and Thailand, isolata has been recorded in Myanmar, and Meghalaya, Manipur, Nagaland, Chowdhury Roy Soumen and Mizoram in India. Therefore, it seems that during its winter/ seasonal movements, the distribution of dabryii may be limited to an area where it meets isolata: south of the Brahmaputra in India on the west, and Myanmar to the east.     CHAPTER VI CHALCOLITHIC PERIOD ^ ' I MIDDLE GANGA VALLEY In the Middle Ganga Valley a total of 134 Chalcolithic sites have been discovered (Table 82, Fig. 31). Of these, 110 (82.09%) are located in Uttar Pradesh (U.P.) and 24 (17.91%) in Bihar. In U.P. one site each is located in Allahabad, Deoria, Jaunpur, and Sultanpur, eight in Ballia, 13 in Basti, 18 in Ghazipur, 27 in Gorakhpur, 16 in Pratapgarh and 24 in Varanasi districts. The location of sites in Bihar is as follows : one each in Bhojpur and Vaisali, two each in Patna and Saran, four in Bhagalpur, five in Gaya and nine in Rohtas districts. Of these, 89 (66.42%) sites are located in the Ganga plain north and 45 (33.58%) in the Ganga plain south. In the Ganga plain north 45 sites are located in the Ganga-Ghaghra Doab, 43 in the Saryupar Plain and one in the Mithila Plain. In the Ganga plain south 34 sites are located in the Ganga-Son Divide and remaining 11 in the Anga-Magadh Plain. All sites are located on river banks but precise location is known only for 31— one each on the Gomati, Rapti, Chandraprabha, Karmnasa, Son and Jamunai, two each on the Durgawati and Manorama, four each on the Ganga, Ghaghra, Kudra and Phalgu and five on the Kuwano. Distribution of sites in the region suggests that the nature of Chalcolithic sett 1ement-pattern depended largely upon topographic situation. Sites are found below 90 m contour line and are located on higher Bhangar land which is above the flood level.

A descriptive review was done after compiling historical perspectives, geographical features, and Folk art & culture of Bankura district, West Bengal, India. Interestingly, it was found that cultural activities and Folk art are closely depending upon historical and geographical features of Bankura district. Moreover, tribals are the most important population where traditional knowledge is transferred to craft technology and they enjoy for producing the craft and paintings with the help of local resources. This review may help the academicians, researchers, media personnel and Government authorities to encourage their technology for their household industrial development. Further research is suggested for the socio-economic benefit related to these folk, festivals, culture, and crafts productions through proper trading. In Indian perspective, still various districts of West Bengal are potential for folk music, dance or art which canbe evocative to the rich Indian culture.     Chapter 4 The Reservoired Lower Damodar River: A Hydro-Geomorphic Perspective Abstract Rivers respond to anthropogenic activities through morphological and hydrological adjustments in the channel. This chapter addresses the hydromorpho- logical consequences of the control structures on the Damodar River. Dams have altered the flow regime, channel characteristics and the sediment supply of the river. Under natural flow conditions, on an average, 12 days per year experienced a flow above 2,265.6 m3/s. This has decreased to 4 days under artificial condi- tions. Monsoon streamflow has been reduced, but non-monsoon flow has increased albeit with a very high variability in the post-dam period. The R.I. of the bank- full stage, a flow of 7,080 m3/s in the pre-dam period, increased from 2 to 14 years in the post-dam period. The magnitude of the design flood from Maithon and Panchet reservoirs has been reduced by about 56%. During the non-monsoon period canal discharge in most cases exceeds the river discharge. The low volume of water released downstream during dry months virtually transforms this section into a sandy waste whereas the high discharge released during monsoon months con- verts the section to a vigorous flowing channel. Although some sediment is trapped in the reservoirs, a million tons of sediment nevertheless pours into the river from the uncontrolled stretch. Capacity of the river to transport this sediment has been reduced due to the reduction of flood peaks. A chain of sandbars has emerged within the riverbed below the control structures. The channel deposits in the study area sup- port agriculture and most of the channel bars have been settled and are now used as a resource base, mostly by Bangladeshi refugees.
