    Independents in Federal Parliament: A new challenge or a passing phase? Jennifer Curtin1 Politics Program, School of Political and Social Inquiry Monash University, Melbourne, Australia. [email protected] “Politics just is the game played out by rival parties, and anyone who tries to play politics in some way entirely independent of parties consigns herself to irrelevance.” (Brennan, 1996: xv). The total dominance of Australia’s rival parties has altered since Brennan made this statement. By the time of the 2001 federal election, 29 registered political parties contested seats and while only the three traditional parties secured representation in the House of Representatives (Liberals, Nationals and Labor) three independents were also elected. So could we argue that the “game” has changed? While it is true that government in Australia, both federally and in the states and territories, almost always alternates between the Labor Party and the Liberal Party (the latter more often than not in coalition with the National Party), independent members have been a feature of the parliaments for many years, particularly at the state level (Costar and Curtin, 2004; Moon,1995). Over the last decade or so independents have often been key political players: for a time, they have held the balance of power in New South Wales, Victoria, Queensland, South Australia, Tasmania and the Australian Capital Territory. More generally, since 1980 an unprecedented 56 independents have served in Australian parliaments. In 2003, 25 of them were still there. This is more than six times the number of independents elected in the 1970s. New South Wales has been the most productive jurisdiction during that time, with fourteen independent members, and Tasmania the least, with only one.

    Widespread unease, opposition as Indonesian government executes Bali bombers By Patrick O'Connor Region: Oceania Global Research, November 13, 2008 Theme: Terrorism World Socialist Web Site 12 November 2008 News of Indonesia’s execution early last Sunday of three men convicted of the 2002 Bali bombings has been met around the world with widespread expressions of unease, concern, and open opposition, including from many family members of the 202 people killed. In Australia, there was a generally thoughtful and critical response on the part of ordinary people. This stood in marked contrast to the political and media establishment’s long record of utilising the Bali bombings to bolster the so-called war on terror by inciting the basest political sentiments and denying the legitimacy of any examination of the social and historical roots of the terrorist attacks. The state killing of the three bombers was a barbaric act. Amrozi Nurhasyim, Ali Ghufron (Mukhlas), and Imam Samudra were executed by firing squad 15 minutes after midnight on Sunday morning in Nusakambangan’s Batu prison on the Indonesian island of Java. With hoods over their heads, they were taken from their cells, driven for 30 minutes to the execution site, and tied to three posts five metres apart. All three reportedly refused to wear blindfolds and shouted “Allah Akbar” (God is great) as they faced their executioners. Many family members of those killed in the terrorist atrocity six years ago courageously spoke out against the death penalty after the executions. Adelaide magistrate Brian Deegan, whose 22-year-old son Josh was killed in the blast, has long been an outspoken opponent of capital punishment.

Research of this kind has become more prolific, particularly with the birth of the field of studies known as Critical Terrorism Studies; however an in-depth study of the ‘war on terror’ discourse in Australia remains outstanding. The thesis seeks to redress this gap. The question being addressed in this thesis is divided into two interrelated parts. Firstly: how has Australia’s ‘war on terror’ discourse been shaped? And secondly: under what circumstances did challenges to the dominant discourse occur? In order to shed light on these questions the thesis uses a genealogical approach combined with the analysis of public discourse using the critical discourse analysis method. The language of then Prime Minister Howard will be the primary focus in this analysis, given that Australia’s involvement in the ‘war on terror’ was very much an elite-led project. Attention will also be paid to the language of key ministers, political opponents and other prominent actors.

Over the course of the year since polling day, the Committee has held public hearings in rural and regional areas of both Queensland and New South Wales and in major metropolitan areas across Australia. This report confirms that Australia has a very good electoral system – but it is one which can, and should, be further improved. The 56 recommendations in this report outline issues that the Committee believes should be dealt with immediately, as well as longer term reform issues for consideration into the future. There are a number of issues that require immediate attention. The Committee examined the problems with postal voting at the election. These problems should not have occurred. All stakeholders in the electoral process have the right to expect better service than was provided in respect of postal voting. The Committee makes a series of recommendations designed to ensure those problems are not repeated. Present requirements for electoral enrolment result in an unacceptable level of inaccuracy in the electoral roll. The Committee recommends the adoption of two significant enrolment reforms designed to improve integrity and to prevent electoral fraud occurring.
