Independents in Federal Parliament: A new challenge or a passing phase? Jennifer Curtin1 Politics Program, School of Political and Social Inquiry Monash University, Melbourne, Australia. [email protected] “Politics just is the game played out by rival parties, and anyone who tries to play politics in some way entirely independent of parties consigns herself to irrelevance.” (Brennan, 1996: xv). The total dominance of Australia’s rival parties has altered since Brennan made this statement. By the time of the 2001 federal election, 29 registered political parties contested seats and while only the three traditional parties secured representation in the House of Representatives (Liberals, Nationals and Labor) three independents were also elected. So could we argue that the “game” has changed? While it is true that government in Australia, both federally and in the states and territories, almost always alternates between the Labor Party and the Liberal Party (the latter more often than not in coalition with the National Party), independent members have been a feature of the parliaments for many years, particularly at the state level (Costar and Curtin, 2004; Moon,1995). Over the last decade or so independents have often been key political players: for a time, they have held the balance of power in New South Wales, Victoria, Queensland, South Australia, Tasmania and the Australian Capital Territory. More generally, since 1980 an unprecedented 56 independents have served in Australian parliaments. In 2003, 25 of them were still there. This is more than six times the number of independents elected in the 1970s. New South Wales has been the most productive jurisdiction during that time, with fourteen independent members, and Tasmania the least, with only one. -

The Electoral Act requires this report to be tabled in the Legislative Assembly within three sittings days after its receipt. Additional copies have been provided for this purpose. Bill Shepheard Electoral Commissioner 24 April 2014 ELECTORAL COMMISSIONER’S FOREWORD The 2012 Legislative Assembly General Elections (LAGE) were the third general elections to be conducted under the NT Electoral Act 2004 (NTEA). The 2012 LAGE was also conducted under the substantially revised NTEA which had a significant impact on operational processes and planning arrangements. Set term elections were provided for in 2009, along with a one-day extension to the election timeframe. Further amendments with operational implications received assent in December 2011 and were in place for the August 2012 elections. A number of these changes were prescribed for both the local government and parliamentary electoral framework and, to some extent, brought the legislation into a more contemporary operating context and also aligned its features with those of other jurisdictions. The NTEC workload before the 2012 LAGE was particularly challenging. It was the second major electoral event conducted by the NTEC within the space of a few months. Local government general elections for five municipalities and ten shire councils were conducted on 24 March 2012, the first time their elections had all been held on the same day. -

Over the course of the year since polling day, the Committee has held public hearings in rural and regional areas of both Queensland and New South Wales and in major metropolitan areas across Australia. This report confirms that Australia has a very good electoral system – but it is one which can, and should, be further improved. The 56 recommendations in this report outline issues that the Committee believes should be dealt with immediately, as well as longer term reform issues for consideration into the future. There are a number of issues that require immediate attention. The Committee examined the problems with postal voting at the election. These problems should not have occurred. All stakeholders in the electoral process have the right to expect better service than was provided in respect of postal voting. The Committee makes a series of recommendations designed to ensure those problems are not repeated. Present requirements for electoral enrolment result in an unacceptable level of inaccuracy in the electoral roll. The Committee recommends the adoption of two significant enrolment reforms designed to improve integrity and to prevent electoral fraud occurring. -

The Parliament of the Commonwealth of Australia Report on the conduct of the 2007 federal election and matters related thereto Joint Standing Committee on Electoral Matters June 2009 Canberra © Commonwealth of Australia 2009 ISBN 978-0-642-79156-6 (Printed version) ISBN 978-0-642-79157-3 (HTML version) Chair’s foreword The publication of this report into the conduct of the 2007 federal election marks 25 years since the implementation of major reforms to the Commonwealth Electoral Act 1918 which were implemented by the Commonwealth Electoral Legislation Act 1983 and came into effect for the 1984 federal election. These reforms included changes to redistribution processes, the implementation of public funding of election campaigns and the establishment of the Australian Electoral Commission (AEC). This report continues the tradition of examining and reporting on the conduct of federal elections and relevant legislation which has been carried out by the Joint Standing Committee on Electoral Matters and its predecessor, the Joint Select Committee on Electoral Reform. Federal elections in Australia are remarkably complex logistical events. The 2007 election was the largest electoral event undertaken in Australia’s history, with 13,646,539 electors on the electoral roll, to whom 13,364,359 sets of ballot papers were issued, with some 12,930,814 actually being counted in House of Representatives Elections. Australian citizens enjoy a fundamental right to vote which has its basis in sections 7 and 24 of the Constitution. It is evident, however, that at least 466,794 electors were unable to exercise the franchise correctly at the 2007 election, either because they were not on the electoral roll, or they were on the roll with incomplete or incorrect details. -

Lagoon Street, Sandgate Mr Nuttall from 119 petitioners, requesting the House to prevent the closure of Lagoon Street, Sandgate for the purpose of a private development.
