Research of this kind has become more prolific, particularly with the birth of the field of studies known as Critical Terrorism Studies; however an in-depth study of the ‘war on terror’ discourse in Australia remains outstanding. The thesis seeks to redress this gap. The question being addressed in this thesis is divided into two interrelated parts. Firstly: how has Australia’s ‘war on terror’ discourse been shaped? And secondly: under what circumstances did challenges to the dominant discourse occur? In order to shed light on these questions the thesis uses a genealogical approach combined with the analysis of public discourse using the critical discourse analysis method. The language of then Prime Minister Howard will be the primary focus in this analysis, given that Australia’s involvement in the ‘war on terror’ was very much an elite-led project. Attention will also be paid to the language of key ministers, political opponents and other prominent actors. The voices of those who challenged the dominant discourse will also be subject to analysis in order to shed light on the ways in which discourses are destabilized. The focus of the study will be the time period 2001 until the end of the Howard Government in November 2007. In keeping with the genealogical method, however, consideration is also given to periods of Australia’s history deemed relevant to the discourse. The thesis has three key findings: that the ‘war on terror’ discourse was so dominant because Howard successfully invoked narratives of identity and sovereignty that resonated with his audience. Secondly, that despite this dominance many actors voiced dissent and did so most successfully when they capitalised on inconsistencies within the discourse. This in turn shows that normatively progressive change is possible in difficult circumstances. Finally, the thesis revealed that John Howard used the ‘war on terror’ discourse as a vehicle for the promotion of his reworked narrative of Australia. At the core of this story is a political puzzle: Why did a largely successful policy that mostly stripped Iraq of its unconventional weapons lose support in American politics to the point that the policy itself became less effective? I argue that, within intellectual and policymaking circles, a claim steadily emerged that the only solution to the Iraqi threat was regime change and democratization. While this “regime change consensus” was not part of the original containment policy, a cohort of intellectuals and policymakers assembled political support for the idea that Saddam’s personality and the totalitarian nature of the Baathist regime made Iraq uniquely immune to “management” strategies like containment. The entrenchment of this consensus before 9/11 helps explain why so many politicians, policymakers, and intellectuals rejected containment after 9/11 and embraced regime change and invasion.

[email protected] “Politics just is the game played out by rival parties, and anyone who tries to play politics in some way entirely independent of parties consigns herself to irrelevance.” (Brennan, 1996: xv). The total dominance of Australia’s rival parties has altered since Brennan made this statement. By the time of the 2001 federal election, 29 registered political parties contested seats and while only the three traditional parties secured representation in the House of Representatives (Liberals, Nationals and Labor) three independents were also elected. So could we argue that the “game” has changed? While it is true that government in Australia, both federally and in the states and territories, almost always alternates between the Labor Party and the Liberal Party (the latter more often than not in coalition with the National Party), independent members have been a feature of the parliaments for many years, particularly at the state level (Costar and Curtin, 2004; Moon,1995). Over the last decade or so independents have often been key political players: for a time, they have held the balance of power in New South Wales, Victoria, Queensland, South Australia, Tasmania and the Australian Capital Territory. More generally, since 1980 an unprecedented 56 independents have served in Australian parliaments. In 2003, 25 of them were still there. This is more than six times the number of independents elected in the 1970s. New South Wales has been the most productive jurisdiction during that time, with fourteen independent members, and Tasmania the least, with only one.

Premised on the notion that mediated politics is now understood “in new ways by new voices” (Jones, 2005: 4), and appropriating what McNair (2003) calls a “chaos theory” of journalism sociology, this thesis explores how two different contemporary Australian political television programs (Sunrise and The Chaser’s War on Everything) are viewed, understood, and used by audiences. In analysing these programs from textual, industry and audience perspectives, this thesis argues that journalism has been largely thought about in overly simplistic binary terms which have failed to reflect the reality of audiences’ news consumption patterns. The findings of this thesis suggest that both ‘soft’ infotainment (Sunrise) and ‘frivolous’ satire (The Chaser’s War on Everything) are used by audiences in intricate ways as sources of political information, and thus these TV programs (and those like them) should be seen as legitimate and valuable forms of public knowledge production.

Graham was honoured for his outstanding lifetime achievement and contribution to the radio broadcasting industry at a gala ceremony, attended by 1300 of his industry peers at the Sydney Convention and Exhibition Centre in Sydney. Most recently General Manager of Fairfax Radio Network, Graham began his radio career as a talk radio panel operator at 2GB in 1969. He went on to hold many positions at talk and music stations over the next 42 years including program producer, production manager, operations manager, music director, program director and general manager. He worked at a variety of radio stations including 2SM, 2GB, 3AW, 2WS and 2UW.. Graham was also a Commercial Radio Australia Board member for many years as well as Chairing the industry Research Committee at various times. Married with four children, Graham and his wife live in Melbourne. Graham was honoured by some of the industry’s biggest names at tonight’s ACRAS including Neil Mitchell, Derryn Hinch and Ross Stevenson. Commercial Radio Australia chief executive officer, Joan Warner said: “Graham Mott has been a staunch supporter of commercial radio for many years and has contributed greatly to its growth and development on many levels.” The Hall of Fame recipients are nominated by industry peers and are selected by a high level judging committee.
