Budaya kecemerlangan dan berfikir jauh ke hadapan merupakan teras kepada kelangsungan Jabatan ini untuk sentiasa berada di hadapan mendepani arus perubahan dan kehendak pelanggan yang dinamik. Jabatan sentiasa prihatin mengenai kepentingan menjalankan pemeriksaan terhadap aset dan jentera bagi meminimumkan kadar kemalangan yang berlaku di tempat kerja. Sehubungan itu, secara keseluruhan, Jabatan telah menerima peruntukan berjumlah RM5.4 juta pada tahun 2015. Sebahagian besar merupakan peruntukan bagi membiayai kerja-kerja berkaitan Operasi dan Pemeriksaan Berkanun. Dalam mengemudi gelombang masyarakat bermaklumat yang mendominasi lanskap global masa kini, pelbagai inisiatif telah dilaksanakan oleh Jabatan untuk meningkatkan kesedaran pelanggan dan masyarakat mengenai peranan dan tanggungjawab mereka dalam aspek keselamatan dan kesihatan pekerjaan melalui 1632 program outreach bersama pihak industri, media dan masyarakat awam di seluruh negara. Usaha-usaha ini bermatlamat untuk memperkasa pihak industri dan masyarakat serta menyedarkan peranan dan tanggungjawab mereka. Jabatan juga berusaha melonjakkan kutipan balik bayaran Akaun Belum Terima (ABT) melalui pemantauan pengeluaran surat peringatan sebanyak tiga (3) kali seminggu, mesyuarat pemantauan setiap minggu dan juga program turun padang dan sesi libat urus yang dikenali sebagai ‘Door2Door’. Langkah-langkah yang diambil sebegini telah dapat meningkatkan hasil Kerajaan sekaligus meningkatkan pematuhan pihak industri terhadap peraturan dan perundangan Kerajaan. Buat julung-julung kalinya juga Jabatan menganjurkan Sambutan Hari Inovasi Kementerian Sumber Manusia Tahun 2015 Peringkat Negeri Terengganu yang menggabungkan dan menghimpunkan warga Kementerian di negeri Terengganu. Program yang berlangsung dengan meriah dan penuh semangat kekeluargaan ini merupakan aspirasi pendekatan sehati sejiwa dan menjadi titik tolak kepada pelbagai program bersama antara jabatan yang akan diadakan pada tahun mendatang. Pelaksanaan Skim Pemeriksaan Khas atau nama singkatannya ‘SSI’ oleh Jabatan dilihat mampu memberikan nilai tambah bukan sahaja kepada pihak Jabatan malah industri. Seperti kelaziman, industri terpaksa menutup operasi untuk tempoh beberapa hari mahupun beberapa minggu, bagi membolehkan pemeriksaan jentera dilakukan. Namun, melalui SSI ini, pihak industri sendiri boleh menentukan integriti sesuatu jentera sama ada selamat atau ‘fit for service’ untuk dijalankan. Pemeriksaan statutori oleh Jabatan hanya dibuat setelah industri mengenal pasti dan mengkelaskan risiko, mengira jangka hayat jentera dan seterusnya menyediakan pelan pemeriksaan. Dengan pendekatan yang diambil ini, Jabatan dapat mengoptimumkan sumber bagi setiap pemeriksaan yang dilakukan manakala pihak industri tidak lagi menanggung kos yang besar saban tahun dek kerana penutupan operasi. Tahun 2015 merupakan tahun terakhir pelaksanaan Pelan Induk Keselamatan dan Kesihatan Pekerjaan ke-Dua (OSHMP) bagi tempoh 2011-2015. Ini bermakna tahun berikutnya akan bermulalah pelaksanaan OSHMP 2016-2020 untuk tempoh lima (5) tahun seterusnya. Pendekatan yang dibawa melalui OSHMP 2016-2020 ini menekankan aspek budaya pencegahan di mana sepanjang fasa ini, kesedaran terhadap keselamatan dan kesihatan pekerjaan (KKP) dalam kalangan masyarakat umum akan dipertingkatkan. Dalam tempoh ini juga akan menyaksikan masyarakat dan pihak industri mengamalkan peraturan kendiri. Sesungguhnya tahun 2015 telah menyaksikan kejayaan dan perkembangan positif dan membanggakan berjaya dicatatkan oleh Jabatan dan adalah menjadi hasrat Jabatan agar semua pihak berkepentingan khususnya pihak industri, warga kerja dan masyarakat secara keseluruhannya mendapat manfaat secara maksima daripada inisiatif-inisiatif yang dilaksanakan oleh Jabatan. IR. HAJI DASUKI BIN MOHD HEAK TERENGGANU KITE… “Negeri cantik, budaya menarik”, itulah gambaran yang dapat dijelaskan mengenai negeri Terengganu Darul Iman yang terletak di Pantai Timur Semenanjung Malaysia bersempadan dengan negeri Kelantan di bahagian utara dan barat lautnya manakala bersempadan dengan negeri Pahang di bahagian selatan dan barat dayanya. Keluasan negeri Terengganu sekarang kira-kira 1,295,638.3 hektar / 1,295,512.1 hektar. Jaluran pantainya menganjur sejauh 225 kilometer dari Utara ( Besut ) ke selatan ( Kemaman ). Sebelum tahun 1947 terdapat sembilan daerah di Terengganu; Kuala Terengganu, Kemaman, Kemasik, Paka, Dungun, Marang, Hulu Terengganu, Besut dan Setiu. Daerah dalam negeri Terengganu dikurangkan kepada enam: Kuala Terengganu, Kemaman, Dungun, Marang, Hulu Terengganu dan Besut. Kemudiannya pada 1 Januari 1985, sebuah daerah baru iaitu Setiu telah dibentuk dan menjadikan daerah ketujuh di Negeri Terengganu. Setiap daerah ini ditadbir oleh Pegawai Daerah, dan keluasan daerah-daerah tersebut adalah seperti berikut; Kuala Terengganu 60,654.3 hektar; Kemaman, 253,559.9 hektar; Dungun, 273,503.1 hektar; Marang, 66,654.3 hektar; Hulu Terengganu, 387,463.6 hektar, Setiu, 130,436.3 dan Besut, 123,367.8 hektar. Bandar- bandar utama di Terengganu adalah Bandaraya Kuala Terengganu (ibu negeri), Chukai, Dungun dan Jerteh. Sultan Negeri Terengganu merupakan Ketua Perlembagaan Negeri. Di bawah perlembagaan negeri, kuasa perundangan dipunyai oleh Dewan Undangan Negeri. Dewan ini melantikkan ahli Dewan untuk membentukkan Majlis Mesyuarat Kerajaan Negeri Terengganu (EXCO), yang diketuai oleh Menteri Besar, memegang kuasa eksekutif dan merupakan badan yang membuat dasar kerajaan negeri. Menteri Besar yang dilantik oleh Sultan adalah daripada parti politik yang memenangi kerusi yang terbanyak di dalam Dewan Kegiatan utama negeri Terengganu ialah perikanan yang merupakan kegiatan tradisi rakyat Terengganu disebabkan kedudukannya yang terletak berhampiran Laut China Selatan. Pun begitu, semenjak terjumpanya petroleum, sumber minyak merupakan penyumbang terbesar kepada hasil pendapatan negeri Terengganu. Ekonomi negeri Terengganu sekarang ini semakin berkembang. Dengan adanya ECER, tahap kemiskinan di Terengganu telah banyak berkurang. Pelancong asing yang berkunjung ke Terengganu juga semakin bertambah. Pusat tumpuan pelancong apabila datang ke negeri ini ialah Taman Tamadun Islam serta Masjid Kristal di Pulau Wan Man, Pasar Kedai Payang, Kampung Cina, Istana Maziah, Muzium Negeri, Pulau Duyong, Kompleks Kraf Noor Arfa Batik, lokasi spesis penyu iaitu Rantau Abang serta keindahan semula jadi pulau-pulaunya seperti Pulau Kapas, Pulau Redang, Pulau Perhentian dan Pulau Tenggol yang sering kali menggamit pelancong untuk berkunjung ke Terengganu. Masyarakat Melayu di Terengganu sememangnya kaya dengan budaya dan adat. Di Terengganu, terdapat beberapa jenis teater tradisional Melayu yang dikenali sebagai Rodat, Teater Nur Sakti dan Tarian Pulai. Juga Tarian Ulek Mayang yang biasa dimainkan di tepi pantai sewaktu pesta pantai yang biasa diadakan pada hujung tahun bagi tujuan untuk mengubati penyakit, namun tarian ini sekarang hanya sekadar persembahan budaya semata-mata. Terengganu juga kaya dengan makanan tradisional dan berlainan dengan makanan Melayu di negeri lain. Di antara makanan tradisional masyarakat Melayu Terengganu yang berkhasiat dan sedap dikenali sebagai Keropok Lekor (orang Terengganu sebut keppok gongdee / panjang / batang). Selain itu budu juga salah satu makanan yang popular di Negeri Terengganu. Sekarang masyarakat makin mengenali budu dan semakin tahu khasiat budu yang dikenali dengan nama "sos bilis". Di samping itu Nasi Dagang adalah nasi jenama masyarakat Terengganu , hanya masyarakat Terengganu yang dapat menghasilkan Nasi Dagang yang sedap dan asli. Terdapat pelbagai makanan tradisional yang sedap dan berkhasiat di negeri Terengganu antaranya Tahi Itik, Akok, Nganang, Brolok Sagu, Sagong, Bikee Nyor, Blebab Ubi, Nek Bak, Tok Aji Serbang, Ketupat Sotong, Beekang, Buah Bung Sambal, Kuih Kapur Nyor, Apam Dewa, Apam Kuah dan banyak lagi. This paper presents wind characteristics of the study site in Terengganu. The daily, monthly and annual wind speed values have been studied together with their prevailing direction. The monthly average wind speed and yearly mean wind speed for Kuala Terengganu ranged from 2.0–5.2 m/s and 2.9 m/s respectively. Northeast monsoon season (November to March) mean wind speed was 3.9 m/s for the same period.

In 2007, the Government of Malaysia launched the East Coast Economic Region (ECER) covering the States of Kelantan, Terengganu and Pahang, and the District of Mersing in Johor. ECER is one of the three economic development regions (i.e. Iskandar Malaysia and NCER) in Peninsular Malaysia, established to ensure equitable distribution of wealth across the country. This was done to ensure that the 3-7 Statement of Need nation’s aspirations to become a high-income developed nation is fulfilled. Between 2008 to 2017, a total of RM 111.6 billion of committed private investments were secured that generated 149,400 job opportunities and 31,700 entrepreneurs and business opportunities. As a way forward, in 2019, the ECER Master Plan 2.0 was launched as a reference point to steer the next phase of ECER’s socioeconomic development until year 2025 and beyond. Six strategic initiatives were identified (Figure 3.7) Figure 3.7 Strategic initiatives under ECER Master Plan 2.0 Seven Key Development Areas (KDAs) were identified within ECER (Figure 3.8). Node 3 (Kuala Terengganu Growth Area), which covers the KTCC-Kenyir-Dungun area, is to link with the Lumut-Gua Musang-Kuala Terengganu Sub-Corridor. Although not earmarked in the ECER Masterplan, the Sunrise City project does have a significant contribution to the entire development as it is in close proximity to the KTCC, an 8,000-ha area earmarked as a Tourism Gateway.

Permanence 2 Temporary impact until the completion of reclamation and dredging Reversibility 2 Reversible Cumulative 3 Cumulative Environmental Score -7 Description -A Slight negative impact Loss of Habitat due to Capital Dredging Approximately 178 ha of subtidal benthic habitat will be affected by capital dredging along the navigation channel and basin. The macrobenthic fauna can be affected by the dredging operations through direct removal of the habitat and associated benthos, as well as potential changes in the bottom conditions after the cessation of dredging. However, in general, effects of the dredging are not expected to be permanent as benthic communities will be able to recolonise the area on a time scale of months to a few years post dredging /94,95/. As mentioned, the site is presently dominated by polychaetes. The relative immobility of polychaetes /96/ makes them susceptible to physical disturbances around them, however they are also an opportunistic species that have been found to account for a large part of the increase in macrobenthic abundance following dredging. Polychaetes show great diversity in reproductive traits /97/ which is beneficial in terms of recovery and colonization of new areas. Thus, the impact is considered to be minimal. Impact Evaluation Based on the RIAM, the impact is considered to be a slight negative impact.
