Thank you for attending the Club‗s Induction and Turnover Ceremony last week via ZOOM. Hope you liked the baked Salmon with truffle rice, Rico‘s Cebu lechon and the JWB. Congratulations to Rotarian of the Year Past President Peter John Javier and the rest of the awardees! Thanks and congratulations to IPP Renato Carlos ―RJ‖ Ermita Jr.! August is Membership and New Club Development month for Rotary! Membership Committee Chairman Adolf Aran and his team will now buckle up to work. We are now 97 members strong and will be back to the 100 member mark before Christmas. ―Each one bring one‖ is the initiative of our RI President Shekhar Metha. Let us be the catalyst of growing Rotary in our District 3800. I would like to thank Rtn Chony Gimenez in awarding the 10 Most Outstanding Policemen of Pasig City. Under the leadership of Rtn Bart Ronquillo of Pangkat 3, they will review 20-30 names from the Pasig Chief of Police. This year, I like to challenge our club to be 100% Paul Harris Fellow Club. Thank you PRID Raffy Garcia for offering to give $500 to match the $500 given by our Rotarians who are not yet Paul Harris Fellows. You can become Paul Harris Fellow for just $500 instead of $1,000. This is known as the Raffy Garcia Challenge which he had used to already make 1,500 Rotarians Paul Harris Fellows. With the successful call for donation initiated by HOF/PP Conrad ROTARY CLUB OF PASIG Tinig Newsletter July 29, 2021 Pres. Garrick Ang Continuation 1. Cuesta to help the victims and evacuees of typhoon Fabian in Pasig, we have now a total of P86,000 with P51,000 collected and P35,000 in pledges. Coordination with the Barangays and the Pasig Disaster Response Group were done by Dir Sonny Rivera and Rtn Arnel Condicion. Almost all of the evacuees have already returned home. Thanks to our good Mayor and Rtn Vico Sotto for managing the calamity relief very well. We will keep the donations and pledges in our calamity fund and we will be ready to help as the need arises in the coming months. Thank you fellow Pasig Rotarians on the remarkable 50th year! De Guzman With a very impressive turnover ceremony and with one of the strongest Board ever, CLP Garrick formally took over on Wednesday night. The special food and hard drink came to me before noon and it took time before I realized it was for the induction that evening. RI President Shekhar Mehta urged all Rotarians just to bring one new member each. This is the easiest challenge being hurdled by an RI president and very easy for all our members. Imagine if the request is to bring in one lady member each. I am sure PPs Rel and Topax will ask right away to bring the ladies where? Why don't we start with our strong Board and have each one bring back a past president. With the very rich background of Pres Garrick, he can lead us to new unique projects that will surely stand out. CLP Garrick started the bringing in of oldtimers with very dependable Amang Jose. Timely to come in with the exit of the late PP Jing Jose. They are not related though. Speaking of the wake and inurnment of PP Jing, even with the pandemic, the nightly masses and novenas were well attended thru zoom. The ingenuity and dedication of Jing showed in the birth of the company he then nurtured from planning to monumental growth. And what a better day for inurnment than on the 9th day of masses and novenas and on his 87th birthday. Jing's children have been prepared by the very organized Jing. As many are aware, Jing's spouse Mila predeceased him by less than three years. IPP RJ gave 19 Citation Awards for his term. Super active Adolf is following in his footstep excelling in all his assigned tasks Based on the success of a very small project in a small religious community, I suggested to CLP Garrick to ask the Board to consider a new committee to handle a service corner in our Tinig that may be a good source of fund raising. PRID Raffy maintains if funds are needed, call for members to contribute and our club never ever failed to respond. This one is unique as it may help the business of a member who, after placing his classification is silent on what he can be of service. Like Dir Adolf's many outlets on food. He can give pointers on catering or give weekly specials for members. A member giving up a condo, as the scholar is over the scholarship, both buyer and seller give to the fund which the present leadership will decide where to use. A spouse wants to change her jewelry and a willing taker at special rates can close the deal. There was a member of our community who had a nice office and after only three months had to close shop. In a day, all office dividers, tables, chairs and office equipment were sold. This is very small compared to the reach of our members. Mechanics can be decided by the committee. Zafra ROTARY 2022 INTERNATIONAL CONVENTION TO BE HELD IN HOUSTON The event will bring more than 20,000 participants from around the world and deliver $30 million in local economic impact HOUSTON (July 22, 2021) – During a joint news conference held at George R. Brown Convention Center today, Rotary and Houston First Corporation representatives announced that more than 20,000 service-minded people from around the world will gather in Houston for Rotary‘s 113th annual international convention on June 4-8, 2022. The coveted international event is returning to Houston for the third time, marking the 50th anniversary of the 1972 international convention. The Bayou City also hosted the 5th Rotary convention in 1914. The event is expected to deliver $30 million in economic impact for the city‘s hotels, restaurants, retailers and attractions.

Capunob† aAsian Development Bank bUniversity of the Philippines Abstract Unlike in previous crises, the COVID-19 pandemic has wrought a crisis affecting all population groups, all economic sectors and all jurisdictions in the Philippines, as elsewhere. The impact of the COVID-19 vary across localities, however, partly due to differences in local government responses to the pandemic. Our objective is to examine the patterns in the types and timing of local responses among neighboring local government units (cities) for evidence of one- upmanship among their incumbent leaders (mayors). We assembled data for 25 selected cities and then grouped them into 28 neighborhood clusters. Using three indicators, we measure the immediacy, primacy and distinctiveness of the local responses within each cluster over the period March 2020-March 2021. Of the 28 clusters, we find in 19 (67.9 percent) evidence of one- upmanship consistent with the view that the type and timing of local responses are driven by mayors who wish to signal their talents and abilities.

    CenPEG Political Situationer No. 07 10 July 2019 THE MAY 2019 MID-TERM ELECTIONS: Outcomes, Process, Policy Implications Introduction The May 2019 mid-term elections took place amidst the now familiar problems of compromised voting transparency and accuracy linked with the automated election system (AES). Moreover, martial law was still in place in Mindanao making it difficult for opposition candidates to campaign freely. Towards election time, the systematic red-tagging and harassment of militant opposition candidates and civil society organizations further contributed to an environment of fear and impunity. In this context, the Duterte administration’s official candidates and allies won most of the contested seats nationally and locally but how this outcome impacts on the remaining three years of the administration is open to question. This early, the partisan realignments and negotiations for key positions in both the House and the Senate and the maneuverings for the 2022 presidential elections are already in place. Such actions are bound to deepen more opportunistic behavior by political allies and families and affect the political capital of the presidency as it faces new challenges and problems in its final three years in office. The Senate Elections: “Duterte Magic?” In an electoral process marred by persistent transparency and accuracy problems embedded in the automated election system, the administration candidates and allies dominated the elections. This victory has been attributed to the so-called “Duterte magic” but a careful analysis of the winning 12 candidates for the Senate shows a more nuanced reading of the results. At best, President Duterte and the administration can claim full credit for the victory of four senators: Christopher “Bong” Go, Ronald “Bato” de la Rosa, Francis Tolentino, and Aquilino “Koko” Pimentel III.

    The COVID-19 Pandemic, the “War on Drugs,” and Duterte’s Brute Force Governance in the Philippines Mark R. Thompson INTRODUCTION Philippine President Rodrigo R. Duterte’s response to the COVID-19 virus has been in line with his “macho populism,” similar to Donald Trump’s in the US and Jair Bolsonaro’s in Brazil. Like these illiberal leaders, a lockdown of Metro Manila and most of the rest of the Philippines since mid-March was implemented only after Duterte’s initial “denialism,” “bravado” and “masculinity contests” in the face of the growing threat from the rapidly spreading virus.1 Once Duterte did finally act, it was in a haphazard and highly militarised fashion due to the lack of planning and heavy reliance on the military and police. After the shutdown, many health workers had no way to get to work. When one enterprising mayor, Vico Sotto of Pasig, organised transportation for them to hospitals, he received a summon from the Philippine National Bureau of Investigation for violating the lockdown for his efforts. Often lacking adequate protective gear and sufficient test kits, by mid-May 2020, 35 healthcare workers had died and over two thousand sickened during the crisis, amounting to nearly 20% of the total cases at the time.
