Capunob† aAsian Development Bank bUniversity of the Philippines Abstract Unlike in previous crises, the COVID-19 pandemic has wrought a crisis affecting all population groups, all economic sectors and all jurisdictions in the Philippines, as elsewhere. The impact of the COVID-19 vary across localities, however, partly due to differences in local government responses to the pandemic. Our objective is to examine the patterns in the types and timing of local responses among neighboring local government units (cities) for evidence of one- upmanship among their incumbent leaders (mayors). We assembled data for 25 selected cities and then grouped them into 28 neighborhood clusters. Using three indicators, we measure the immediacy, primacy and distinctiveness of the local responses within each cluster over the period March 2020-March 2021. Of the 28 clusters, we find in 19 (67.9 percent) evidence of one- upmanship consistent with the view that the type and timing of local responses are driven by mayors who wish to signal their talents and abilities. -

Email: [email protected] This paper investigates whether and how patronage networks affect the progress of socio-political reforms at the local level in Ukraine. It contributes in three ways to the study of networks and transitions of socio-political orders: first, it provides rich empirical study using primary (interview) and secondary data; second, it focuses on the local rather than national level and analyses three understudied cases of networks (Kharkiv, Mykolaiv, and Ivano-Frankivsk); third, theoretically it relates the studies of patronage networks in post-communist setting to a broader framework of limited access orders. Our findings show that although multiplicity of networks might be a necessary condition for the opening of access to political and economic resources, it is not a sufficient one. Also, the presence of multiple networks is not necessary for high level of citizen satisfaction with public goods provision—a single dominant network might achieve a relatively high level of citizen satisfaction too. 4) SURVIVOR TESTIMONIES, MEMOIRS, DIARIES, AND LETTERS Introduction The fourth section of the Reader consists of testimonies, memoirs, and letters by famine victims. Most are by ordinary folk and are usually of a personal nature. At the same time, they provide a plethora of oftentimes painful and gut-wrenching details about the fate of family members and particular villages. Interestingly, several testimonies emphasize the limitation of the famine to Ukraine, noting that conditions just across the border in Russia were significantly better. A letter from German settlers in southern Ukraine to their relatives in North Dakota illustrates the fate of the German minority in Ukraine during the famine. Some testimonies were given before U.S. government-sponsored investigative bodies. Some, such as those published in The Black Deeds of the Kremlin, were collected and published by Ukrainian émigrés and Holodomor survivors at the height of the Cold War. This made it easy for those holding pro-Soviet views to dismiss them as anticommunist propaganda. A noteworthy personal account is that of Maria Zuk, who emigrated from southern Ukraine to western Canada to join her husband in the late summer of 1933, when she gave her interview to journalists working for a Ukrainian- language newspaper in Winnipeg. Another is Miron Dolot’s Execution by Hunger, published by a major American press in 1985. This section also contains materials from non-peasants: Fedir Pigido- Pravoberezhny, who worked as an engineer in Ukraine; Yurij Lawrynenko and Mykola Prychodko, both literary scholars; and Vladimir Keis, an urban worker at the time of the famine who retained strong ties with the Ukrainian village. -

This publication represents a shortened version of the Razumkov Centre’s report, which examines the fundamental stages of the party system formation in 1990-2017, including intra-party processes, institutional legal and socio-political conditions for their activities and inter-party relations.1 1. STUDY METHODOLOGY The Razumkov Centre’s study uses an approach that combines elements of quantitative and qualitative approaches to the analysis of party system dynamics and takes into account changes of the three following components that define party system and/or affect it. -

After all, the oblast consists of 9 single-member districts that translate in 9 seats at the national parliament. When compared with 17 seats allocated to Dnipropetrovsk oblast, 13 – to Kharkiv, 12 to Donetsk, or Lviv oblast, and 11 to Odessa oblast, this does not look impressive. The power struggle in Kyiv oblast might seem of limited strategic importance. Such a conclusion is, however, erroneous as Kyiv oblast has several distinctive features, which makes it central in power competition and power distribution after each election. Firstly, the oblast is adjacent to the ultimate powerhouse of national politics, the city of Kyiv. The nine above-mentioned electoral districts comprise regional town areas which encircle the capital, set its administrative boundaries, contain its growth, limit the city’s capabilities to manage logistics and to provide infrastructural services. In fact, the lack of capacities forced the mayor of Kyiv to initiate the program to create a “Kyiv metropolitan area” which should bring closer housing, transportation, and administration across the city of Kyiv and the oblast emulating the Metropolis of Greater Paris.
