After the Pledge of Allegiance and roll call, the Board Secretary read the following statement:

In accordance with the provisions of the New Jersey Open Public Meetings Law, the Monroe Township Board of Education has caused notice of this meeting to be published by having the date, time and place thereof posted May 6, 2011:

ELECTION RESULTS

1. Mr. Gorski announced that the candidates that won a position on the Board of Education were Ms. Amy Antelis, Mr. Ken Chiarella, and Ms. Kathy Kolupanowich A computer printout of the 2011/12 Annual School Election results is attached to the official set of minutes.

STATUTORY OATH

Mr. Gorski, Board Secretary/Business Administrator administered the statutory oath to the following elected Board of Education Members: 1. Ms. Amy Antelis, 2. Mr. Ken Chiarella, 3. Ms. Kathy Kolupanowich, and 4. Ms. Patrice Faraone.

ELECTION OF BOARD PRESIDENT AND VICE PRESIDENT –

Mr. Gorski announced that nominations were in order for the election of Board President.

Mr. Klein nominated Ms. Kolupanowich for the position of Board President. Mr. Kaufman seconded the motion.

Mr. Kaufman moved that nominations for the position of Board President be closed. The motion was seconded by Mr. Mr. Tessler. Motion Carried. Mr. Gorski proceeded with a roll call vote for Ms. Kolupanowich to serve as the President of the Board of Education.

Motion Carried Unanimously. Mr. Gorski announced that Ms. Kolupanowich was elected President of the Monroe Township Board of Education. Ms. Kolupanowich took her seat as President of the Monroe Township Board of Education. Ms. Kolupanowich thanked the Board for the opportunity to lead and promised to do the job to best of her ability. Congratulated Mr. Chiarella for his re-election to the Board and congratulated Ms. Antelis for once again being elected to the Board. Next, Ms. Kolupanowich acknowledged Kathy Leonard for her fifteen years of service to the Board and her advocacy of special education. Lastly, Ms. Kolupanowich thanked Lew Kaufman for his leadership over the past year.

Ms. Kolupanowich announced that nominations were now in order for the election of Vice President for the Board of Education.

A motion was made by Mr. Masters and seconded by Mr. Klein to nominate Mr. Chiarella as Vice President.

A motion was made by Ms. Kolupanowich and seconded by Mr. Kaufman to close the nominations for Vice President.

Mr. Gorski announced that Mr. Chiarella was elected Vice President of the Monroe Township Board of Education.

CLOSED SESSION – RESOLUTION

Mr. Kaufman moved, seconded by Mr. Tessler the adoption of the following resolution:

Be It Resolved, that the Board of Education of the Township of Monroe hereby moves to go into closed session, in accordance with Sunshine Law, Chapter 231 of the Public Laws of 1975 (N.J.S.A. 10:4-6 through 10:4-21), to discuss the following subjects:

ORGANIZATIONAL ITEMS

MEETING DATES

A motion was made by Mr. Chiarella and seconded by Mr. Tessler to recommend that members of the Board of Education adopt the Board Meeting Schedule at which time formal action may be taken. Motion Carried Unanimously for the presented Board Meeting Schedule.

POLICY

A motion was made by Mr. Klein and seconded by Mr. Leary to recommend that all policies of the previous Board are hereby adopted until such time as the Board decides to revise, or otherwise alter policies. Motion Carried Unanimously.

DESIGNATION OF BANKS OR DEPOSITORIES

A motion was made by Mr. Chiarella and seconded by Mr. Klein to recommend that the Board of Education designate the following banks or depositories for school district funds:

TD Bank Commerce Bank PNC BANK The Depository Trust Company State of New Jersey Cash Management Fund Wells Fargo* (previously Wachovia) New Jersey Asset & Rebate Management Provident Bank JPMorgan Chase

* Provides most of the banking services.

Be It Further Resolved that the Business Administrator is authorized to establish accounts, and wire transfer funds among the accounts as needed, and approve the payment of bills between Board Meetings. Motion Carried Unanimously.

NEWSPAPERS FOR LEGAL ADVERTISEMENT

A motion was made by Mr. Leary and seconded by Mr. Tessler to recommend that the Board of Education designate the Cranbury Press, Home News Tribune, or the Asbury Park Press all of which circulate in the school district, as official newspapers for legal advertisement. Motion Carried Unanimously.

DATA REVIEW PRESENTATION

Dr. Hamilton introduced Dr. Jeff Gorman who made a presentation reviewing the data in relation to the extended year school program, Saturday Academy and its success in meeting the scope and goals of the program which is to increase levels of proficiency in Math and Language. Dr. Gorman introduced Scott Madreperla, as the High School Coordinator for the Saturday Academy and Jim Higgins as the coordinator for the elementary and middle school. It was further stated that the Saturday Academy is a volunteer program with currently 352 students participating and that it is funded through an ARRA grant.

TEACHER RECOGNITION AWARDS

Dr. Hamilton and Ms. Kolupanowich acknowledged the following “Teachers of the Year” and presented each teacher with a plaque:

CHAMPIONS OF EDUCATION PRESENTATION

Dr. Hamilton presented Sean Doyle a member of the High School golf team with a Champions of Education Award for his heroic acts by providing a prompt and successful response in helping a senior citizen who was choking in their yard across from the golf course by doing the Heimlich maneuver and waiting for the paramedics to arrive.

STUDENT BOARD MEMBER REPORTS

Jonathan Kim spoke about the following events: the Applegarth Middle School Spring Concert, Barclay Brook Elementary School PTA Blood Drive, Brookside Elementary School PTA meeting, District Art Show at Oak Tree Elementary School, Brookside Elementary School Talented and Gifted Night, and Mill Lake Elementary School 2nd & 3rd grade Career Day

Reena Dholokia spoke about the following events: Woodland Elementary School advanced band attending the CJMDA music festival, Oak Tree Elementary School PTA meeting, Oak Tree Elementary School Cultural Fair and the Multi-cultural fair at the Monroe Township High School.

DEFEATED 2011/12 SCHOOL BUDGET

A motion was made by Mr. Leary and seconded by Mr. Chiarella that recommended that members of the Monroe Township Board of Education formally accept “Resolution No. R-5-2011-129 of the Monroe Township Council adopting the School Budget of the Board of Education”. (referred to as “Attachment A”.

Furthermore, it recommended that members of the Monroe Township Board of Education adopt the revised 2011/12 Budget in accordance with the provisions of “Attachment A” and further added:

Now be it resolved by the Monroe Township Board of Education that the 2011/12 General Fund Budget be adopted in the amount of $90,535,829, and a General Fund local tax levy in the amount of $80,061,747., and a Special Revenue Fund in the amount of $878,116. and a Debt Service Budget in the amount of $10,471,757., and a Debt Service local tax levy in the amount of $9,643,475. Whereby, the 2011/12 Budget totals $101,885,702; and

Now, let it be further resolved that the Superintendent and the School Business Administrator/Board Secretary file the required documents with the Executive County Superintendent of Schools.

Mr. Klein added that there are other safety issues that need to be addressed in the coming year.

TAX PAYMENT SCHEDULE

A motion was made by Mr. Kaufman and seconded by Ms. Antelis to approve the tax payment schedule for the 2011-2012 school year.

PUBLIC FORUM

Alan Auffenberg - 21 Steven Drive asked if any thought has been given to opening the K-Wrap program at Oak Tree Elementary School and Dr. Hamilton stated now that the budget has been approved the issue could be addressed. Next Mr. Auffenberg asked if any consideration has been given to a pay full time program and Dr. Hamilton stated it had not.

Doug Poye – 4 Tamarack Road asked who will be paying for the electricity charges for the lights at Oak Tree Elementary School which will be used by the Recreation Department and Mr. Gorski stated that the Board of Education is the responsible party. Next Mr. Poye asked the status of improving the lighting for the crossing at the corner of the High School and Mr. Gorski stated that fencing will be going up which will help the flow in those crossing to have to go to the corner where the traffic light is located. Finally, Mr. Poye stated that some of the trees and shrubs in front of the New High School have died and asked when they will be replaced and Mr. Gorski said that the replacement will come at no cost to the Board of Education.

Kathy Slomin – 71 Mayberry Ave. asked about the elimination of zero period transportation and Mr. Gorski explained the reasons for this being done. Ms. Slomin asked if the impact of the elimination of

A motion was made by Mr. Chiarella and seconded by Mr. Masters to approve the minutes for the Public Board of Education Meeting held on March 3, 2011. Motion Carried with Ms. Antelis abstaining.

A motion was made by Mr. Chiarella and seconded by Mr. Tessler to approve the minutes for the Closed Session Meeting held on March 3, 2011. Motion Carried with Ms. Antelis abstaining.

A motion was made by Mr. Chiarella and seconded by Mr. Tessler to approve the minutes for the March 15, 2011 Special Public Board of Education meeting. Motion carried with Ms. Antelis, Ms. Faraone and Ms. Kolupanowich abstaining

A motion was made by Mr. Chiarella and seconded by Mr. Tessler to approve the minutes for the Public Board of Education Meeting held on March 23, 2011. Motion Carried with Ms. Antelis, Ms. Faraone and Mr. Braverman abstaining.

A motion was made by Mr. Tessler and seconded by Mr. Chiarella to approve the minutes for the Closed Session Meeting held on March 23, 201. Motion Carried with Ms. Antelis, Ms. Faraone and Mr. Braverman abstaining.

SUPERINTENDENT’S REPORT/RECOMMENDATIONS

Dr. Hamilton expressed appreciation to Mayor Pucci and members of Town Council for their assistance throughout the defeated 2010/11 budget process.

A motion was made by Mr. Braverman and seconded by Mr. Klein nominating Ms. Antelis as Middlesex Regional Educational Services Commission Representative to replace Mr. Braverman who resigned due to personal reasons. Roll Call 10 – 0. Motion Carried.

BUSINESS ADMINISTRATOR’S REPORT/RECOMMENDATIONS

A motion was made by Mr. Kaufman and seconded by Ms. Antelis that Board Action items (A – H) as listed in the Business Administrator’s Report be approved by consent. Mr. Braverman, Mr. Masters and Mr. Klein asked questions regarding items on the report and Mr. Gorski responded appropriately. Roll Call – 10 – 0. Motion Carried. BOARD PRESIDENT’S REPORT – Ms. Kolupanowich stated that committee preference forms will be going out to all Board members and committee assignments will be done upon return of the forms. Ms. Kolupanowich also stated that the Board will be continuing their fight for equality as related to receiving State funding.

COMMITTEE REPORTS - NONE

OTHER BOARD OF EDUCATION BUSINESS

Mr. Klein gave an update on the meeting of the Township Planning Board. The Board voted down Hovnanian’s request to convert age restricted homes to family homes.

A motion was made by Mr. Klein and seconded by Mr. Leary that recommended that the Board of Education approve the previously submitted Settlement Agreement and General Release in the matter entitled Monroe Township Board of Education, Middlesex County v. Steven Pepi, Sr. and Michele Pepi, Superior Court of New Jersey, Law Division, Special Civil Part, Middlesex County, Docket No. DC-028421-10. The Board President, the Business Administrator/Board Secretary and the Board Attorney are hereby authorized and directed to take all necessary steps to implement the aforesaid Settlement Agreement. Roll Call 9-0-1 with Ms. Antelis abstaining

PUBLIC FORUM

George Gunkelman – 5 Kelly Court asked for clarification as to the approval of legal ads being advertised in which papers. Mr. Gorski responded that the third paper is only used for legal ads if ad cannot make the weekly paper.

Bob Roche – 18 Yorkfield Blvd. asked a question regarding enrollment and Dr. Hamilton explained the difference in Monroe students and Jamesburg students as listed on the enrollment report and why children are being placed out of district. It was also clarified that Jamesburg pays for its own students to go out of district.

A. It is recommended that the Board accept the resignation, due to retirement, of Ms. Barbara S. Cogliandro, teacher of grade 2 at Barclay Brook School, effective June 30, 2011.

B. It is recommended the Board approve a medical leave of absence to Ms. Ingrid Reitano, Director of Transportation, retroactive to May 9, 2011 pending further action of the Board. It is further recommended that this leave shall be without pay except to the extent of any sick days Ms. Reitano may have available.

C. It is recommended that the Board approve a medical leave of absence to Mr. Kevin Fadden, custodian at Applegarth School, effective April 26, 2011 through May 6, 2011. It is further recommended that this leave shall be without pay except to the extent of any sick days Mr. Fadden may have available.

D. It is recommended that the Board approve a medical leave of absence to Ms. Dori Alvich, Principal of Brookside School, retroactive to April 6, 2011 through April 15, 2011. It is further recommended that this leave shall be without pay except to the extent of any sick days Ms. Alvich may have available.

E. It is recommended that the Board approve a medical leave of absence to Ms. Laura Schreuders, teacher of grade 6 at Woodland School, effective April 26, 2011 through May 6, 2011. F. It is recommended that the Board approve a medical leave of absence to Ms. Lisa Nelson, paraprofessional at Oak Tree School, effective May 6, 2011 pending further action of the Board (for a period of approximately two to four weeks). It is further recommended that this leave shall be without pay except to the extent of any sick days Ms. Nelson may have available.

G. It is recommended that the Board approve an unpaid medical leave of absence to Ms. Brigette Cheer, teacher of Grade 2 at Oak Tree School, effective April 29, 2011 through May 4, 2011.

H. It is recommended that the Board approve an unpaid leave of absence under the FMLA and the NJFLA to Ms. Susan Rosati, teacher of Family and Consumer Science at the High School, retroactive to May 2, 2011 through June 8, 2011. Ms. Rosati’s unpaid days will be counted against

her entitlement to unpaid leave pursuant to the Family and Medical Leave Act of 1993, 29 U.S.C.U

§2601U U et seq. U and the New Jersey Family Leave Act, N.J.S.A.U U 34:11B-1 etU seq.,U as appropriate.

I. K. It is recommended that the Board approve a return to work date for Mr. Robert Learn, Driver in the Transportation Department effective May 2, 2011.

L. It is recommended that the Board approve a change in the hours of the following bus drivers due to an additional midday run retroactive to May 1, 2011 through June 30, 2011:

Michele Britt from 6 hours per day to 7 hours per day Susan Zelickovics from 7 hours per day to 8 hours per day

M. It is recommended that the Board approve a correction in the instructional rate for the following clubs and advisors (pending enrollment) at Applegarth School for the Spring 2011 session. The clubs were previously approved at the non-instructional rate of $44.85 per hour and it should read the instructional rate of $53.87 per hour:

V. Board Action

A. It is recommended that the Board approve the attached list of requests for Staff Professional Development.

B. It is recommended that the Board approve the attached list of request for Field Trips.

C. It is recommended that the Board approve the attached list of Student Teacher Placements.

D. It is recommended that the Board approve the attached list of Student Suspensions for the month of April 2011.

E. It is recommended that the Board approve the abolishment of the position of elementary keyboarding.

F. It is recommended that the Board approve Sue A. Golman from NJ Coalition of Inclusive Education to provide a workshop on May 13, 2011 for the speech therapists for a fee of $1000 to be paid through the ARRA grant funds (20-252-200-300).

G. It is recommended that the Board approve Dr. Russell Kormann to provide multiple training sessions on Managing Behavior in the Classroom. The total fee will not exceed $3500.00 and will be paid through the ARRA grant funds (20-252-200-300).

H. It is recommended that the board approve Ann Holmes from the Eden Family of Services, Outreach, and Support Services to provide staff training for IPAD & Augmentative devices and programming for communication skills – best strategies on multiple dates. Her fee will be $200.00 per hour and will be paid through the ARRA grant funds (20-252-200- 300).

I. It is recommended that the Board approve the submission of the Carol M. White Physical Education Program grant application in the amount of $660,330.00.

A. CODE OF ETHICS

It is recommended that members of the Monroe Township Board of Education acknowledge receipt of and acceptance of the New Jersey School Boards Association Code of Ethics.

B. CONTRACT – NATIONAL SAFETY COMPLIANCE, INC.

It is recommended that members of the Board of Education approve the attached contract between National Safety Compliance, Inc. and the Monroe Township Board of Education for the purpose of compliance with Federal Motor Carrier Safety Regulations (“FMCSR”) regarding driver substance abuse/alcohol misuse testing.

C. PROFESSIONAL APPOINTMENTS

1. It is recommended that members of the Board of Education approve Kathy Ferejohn to sign at the High School graduation for a fee of $275.

2. It is recommended that members of the Board of Education approve Frank Watson to provide bagpipe music at the High School graduation for a fee of $175.

D. AWARD OF BID – MOVING SERVICES FOR NEW HIGH SCHOOL

It is recommended that members of the Board of Education award the bid for Moving Services, Furniture, Equipment, and Supplies for the New Monroe Township High School to ACE Worldwide Moving and Storage for the amount listed on the bid analysis which is enclosed for supplemental information.
