NDRF rescuers launched evacuation operations with the local R ailw ay...... 7 administration and evacuated more than 1400 persons and provided medical aid to needy people in the affected areas. Police Medal for Gallantry (Posthumously) During the process of rescue and relief work in the aftermath of Uttrakhand disaster, 09 Brave hearts of NDRF, including Sh. Nityanand Gupta, 2 I/C 08 Bn NDRF, laid the supreme sacrifice, when the chopper carrying them crashed near Gaurikund on 25-6-2013. On the occasion of Republic Day 2015, these Brave hearts were awarded with Police Medal for Gallantry (Posthumously).

2 Disaster Response

NDRF Response During Cyclonic Storm “Hudhud”

In the morning of 6th Oct, 2014, Hudhud developed from a low pressure area which lay over the north Andaman sea and further intensified into a very severe cyclonic storm in the afternoon of 10th October and continued to intensify while moving north-westwards and reached maximum intensity in the early morning of 12th Oct with a wind speed of 170-180 kmph over the Bay of Bengal of Andhra Pradesh Coast. After landfall, it continued to move north-westwards for some time and weakened into a depression in the evening of 13th Oct. It caused heavy rainfall over North Andhra Pradesh and South Odisha and strong wind leading to the large scale structural damage over North Andhra Pradesh and adjoining district of South Odisha. NDRF as a part of proactive measures deployed 42 search & rescue teams in coastal parts of Andhra Pradesh and Odisha. The teams of NDRF did commendable job by rescuing more than 14,000 persons from various cyclone affected parts of Andhra Pradesh and Odisha. Cleared approx. 1175 Km road by removing uprooted trees and electric pole and distributed 50 quintals of relief materials to the affected people. NDRF teams also established medical camp to provide medical attention for victims in which 270 patients were attended. In Odisha, teams rescued more thanl400 flood/cyclone affected persons, cleared 218 Km road and distributed 07 quintals of relief materials to the affected people.

3 Disaster Response

Cyclonic Storm Nilofar

As a part of proactive deployment 16 teams of NDRF were deployed in Koteshwar, , Naliya, Veeraval, , , , Mandvi, Mangrol and Una in Gujarat and Barmer and Jalore in Rajasthan State from 28.10.2014 to 02.11.2014 to assist State administration in rescue and relief work during Cyclone “Nilofar”. The teams of NDRF evacuated 1475 cyclone affected persons to safe places in Gujarat. Apart from this, NDRF established medical camp in affected areas and distributed medicine among 333 villagers.

Evacuation & Relief Work is in Progress CBRN Response On 28/11/2014, at about 0700hrs, an information received from local administration, Talegaon that a LPG gas tanker bearing no.MH46-3416 side turned on Pune-Mumbai Highway near GC CRPF Camp Talegaon Pune and requested to send a team to shield the tanker. On receipt of information, one CBRN team immediately rushed to site from NDRF base Talegaon, Pune and started shielding operation. Further, one more team despatched from B HQ for quick response. NDRF team displayed their professionalism and ability in the field of CBRN disaster and shielded the LPG gas Tanker without any leakage/damage and safely despatched it to HP Gas Plant, M alange,Pune.

4 Disaster Response

Rail Accident On 14/10/2014, a rail accident occurred at Rail Yantrik Karkhana, Gorakhpur in which 05 persons were trapped, on requisition of DM Gorakhpur, one NDRF USAR team immediately rushed to the spot, carried out operation and evacuated 02 persons.

NDRF Rescuers are trying to make access to the Victims C h h at P u ja An ancient Hindu festival dedicated to the Hindu Sun God, Surya and Chhathi Maiya was performed in order to thank Surya for sustaining life on earth and to request the granting of certain wishes. The Sun, considered as the god of energy and of the life-force, is worshiped during the Chhath festival to promote well-being, prosperity and progress. The festival is celebrated on the sixth day of the month Kartika of the Hindu lunar calendar. This year this festival was celebrated from 27-30th Oct, 2014 in various parts of Bihar, Assam and other parts of the country. NDRF teams stationed at Assam and Bihar provided cover and assisted local administration in smooth conducting of this pious festival. NDRF deployed one team at Kachari Ghat/ Sukleshwar Ghat, Guwahati, Distt-Kamrup (M) in Assam and 09 teams were deployed at Gai Ghat, Gandhi Ghat & Digha Ghat, Koilavar (Distt-Aara) & Ram RekhaGhat (Buxar) , Didarganj,Patna/ Aungari Dhai Ekangarsarai distt. Nalanda in Bihar. Besides, NDRF established medical camps at various locations and provided medical aid to needy.

5 Disaster Response

Sabarimala Festival Sabarimala the largest annual pilgrimage in the world situated on a hill top surrounded by mountains and dense forests. Temples exist in each of the hills surrounding Sabarimala. The temple is opened for worship only during the days of Mandalapooja (17 November to 27 December and from 31st December to 20th January), Makaravilakku (14 January- "Makar Sankranti ") and Maha Vishu (14 April), and the first five days of each Malayalam month.

On this occasion huge crowd gather to fulfil their desire in this holy place. On receipt of request from local administration, 02 teams of NDRF were deployed w.e.f. 13/11/2014 to 21/01/2015 at Pampa & Sannidhanam, Distt-Pathanamthitla to respond in case of any emergency during the festival. NDRF teams provided pre­ hospital treatment to 357 pilgrims and shifted them to hospital for further treatment.

Helping Hand of NDRF Kartik Poornima Snan On 06/11/2014, during the occasion of Kartik Poornima Snan. One team of NDRF was deployed with boats at various ghats of river Ganga in Patna and saved life of 05 devotees from Lai B ag, Bhata Ghat, Mahavir Ghat and Ali Ghat.

Railways

To enhance the capabilities to deal with rail disaster scenarios, a joint mock exercise with Indian Railways was conducted by NDRF with Flowrah Division of Eastern railways at goods yard Howrah on 05/12/2014. 106 personnels of NDRF, personnel of RPF, West Bengal Police, Medical team of Eastern Railway of Howrah, GRPF, Co-operative Research Center (CRC) for rail Howrah Division, Indian Railway Institute of Civil Engeneering Forum (PW I) and St. Johns Ambulance Howrah participated in the mock execise.

A co-ordination meeting followed by Mock Exercise with Indian Railways was held at Anand Railway Station (Gujarat) on 16/10/2014. During the exercise accident scenarios was depicted and rescue operation was launched to save the passengers from the affected bogies. NDRF demonstrated its professionalism with the help of hi-tech equipment to make access to victims. 35 NDRF personnel and 123 personnel from Railway Department (including RPF) participated in mock exercise.

To develop co-ordination between NDRF & Railways during rescue and relief operation in case of Rail accident a joint mock exercise was organised on 21/11/2014 at Hatia in Ranchi division (Jharkhand) in which 99 Personnel of NDRF and Disaster Management group of Railway, Ranchi Division participated in the Mock Exercise.

7 Mock Exercises

Flood Rescue On 28/11/2014 NDRF along with SDRF Rajasthan organised a joint mock exercise on flood rescue at Kishor Sagar Talab, Barahdari, distt- Kota, Rajasthan and displayed various rescue techniques during such disasters. In this exercise 35 army personnel, 50 RAC personnel, 50 NDRF personnel, 60 Fire Fighter, 90 civil defence personnel, 100 school students and 200 civilians total 585 personnel participated.

CSSR Operation To enhance our capabilities in Collapse Structure Search and Rescue Operation a joint mock exercise on “High Rise Rescue of Collapsed Building” with SDRF team was organised by NDRF at Teshil Seva Sadan Savli, district (Gujarat) on 18/12/2014. About 580 personnel from Municipal Corp, Local Police Personnel, Fire Brigade Jawan, 108 Emergency Service, S.R.P.F Vadodara and Media Personnel participated in mock exercise and benefited.

CBRN Response On 24/12/2014, a Mock drill on CBRN attack was conducted by NDRF at INMAS, New Delhi. During the exercise, NDRF rescuers displayed their capabilities to respond in case of CBRN emergency. The exercise was attended by 70 SPG personnel

On 18th November, 2014, NDRF along with NDMA organised an exhibition on disaster response equipments and show at IITF in which NDRF demonstrated on quick response on earthquake and high rise building rescue also to provide pre-hospital care to the victims. The show and demonstrations have generated public awareness on disaster management which was witnessed by school children’s of Delhi & NCR, personnel from CAPFs, stakeholders from various govt, department and general public. Flon’ble Home Minister, Sh. Rajnath Singh graced the occasion as chief guest and applauded NDRF for their commendable performance in various rescue and relief operations across the country and announced “Disaster Response Medal” for NDRF personnel.

NDRF Raising Day-2015

On 21 st January, 2015,10th Raising Day of NDRF was celebrated at Kothari Auditorium, DRDO Bhawan, New Delhi. Hon’ble Union Home Minister Sh. Rajnath Singh graced the occasion as chief guest and applauded NDRF for its commendable performance during numerous calamities throughout the year. Dr. P K Mishra, Additional Principal Secretary, PMO delivered a lecture on “Disaster Preparedness and Response: Some Insights.” During this occasion, 07 NDRF personnel were awarded with Presidents Police Medal for Distinguished/Meritorious Service. To create awareness among masses, a live demonstration on simulated earthquake scenario followed by an exhibition on DM equipment was organised at Pragati Maidan, New Delhi. Shri. Kiren Rijiju, Hon’ble Minister of State (Home), was the chief guest during this event. Hon’ble Minister also applauded NDRF for making India a disaster resilient nation. Hon’ble Secretary NDMA Shri. RK Jain, Head of CAPFs, officials from SDMA/SDRF/CD, Media, students and other dignitaries etc were present to grace occasion. All dignitaries and public witnessed these out-reach programmes appreciated and enlighten from the demonstration and exhibition.

13 Boat Capsize Incidents

1. On requisition of Director (DM) Govt.of Arunchal Pradesh regarding drowning of 03 NHPC Staff due to boat capsized incident at Dibang Multipurpose Project, Roing, Distt-Distt-Lower Dibang (AP),Nizam Ghat in river Dibang; One team consisting S0s-05,ORs-30 along with 03 boats conducted search operation w.e.f. 04/11/14 to 06/11/2014 & retrieved 01 deadbody at 080555 hrs.

2. On requisition of DM,Distt-Rai Bareli(UP) regarding a boat capsize incident in river Ganga near Lalgang,Distt-Rai Bareli & missing of about 08 persons, One party consisting GOs-Ol ,Ors-22 conducted SAR ops w.e.f. 08/11 /2014 to 11 / 11 /2014 and retrieved 05 dead bodies.

1. NDRF imparted 02 week DM training to 150 staff members of Mata Veshno Devi Shrine Board Katra (J&K) w.ef01-15/ll/2014. 2. NDRF imparted DM training to SDRF personnel ofArunachal Pradesh and Mizoram w.e.f 10/11/14 to 08/12/14 at N D R F base Guwahati. 3. NDRF imparted DM training to the volunteers of different organisation at NDRF base Guwahati w.e.f 24/11/2014.
