In response to the Governor’s Stay Home Order due to the COVID 19 health pandemic, this meeting will be conducted via ZOOM. All members of the Board, staff and public will participate remotely. Also in attendance were Kathy Bandish, Plymouth Township Council Liaison, and Michael Drossner, Whitemarsh Township Board of Supervisors Liaison. 1. CALL TO ORDER: The meeting was called to order at 8:38 AM. 2. ANNOUNCEMENTS & CORRESPONDENCE: • Jerry Rafter will update the Board at a future meeting in regards to the Whitemarsh Township Zoning Update Steering Committee. 3. APPROVAL OF MINUTES: March 10, 2021 – approved. 4. OLD BUSINESS: None. 5. NEW BUSINESS: • 105 Black Walnut Lane, Whitemarsh Township – Matthew Clark, property owner, shared his plans for a proposed 4’x4’ chicken coop in the rear of the property. It was noted that no roosters will be present and that a 9’x8’ hard wire mesh fence (3’ high) would surround the chicken coop. Sydelle Zove, from Harts Ridge Road in Whitemarsh, voiced her support for the application, but also questioned whether the Board had enough members for a quorum. Motion to recommend the governing body approve a Certificate of Appropriateness was seconded and approved by a vote of 4-0. 6. PUBLIC COMMENTS (NON-AGENDA ITEMS ONLY): None. 7. Respectfully submitted, David Conroy, Plymouth Township Zoning Officer 1 Plymouth & Whitemarsh Townships Historical Architectural Review Board Meeting Minutes – May 12, 2021 The following HARB members participated via ZOOM telecommunication technology: David Conroy, Plymouth Township Zoning Officer, Karen Coyne, John Von Essen, Ken Parsons, Jerry Rafter, Jamina Clay, and Robert Sztubinski, Whitemarsh Township Director of Building & Codes. Also in attendance were Charlie Guttenplan, Whitemarsh Township Director of Planning & Zoning and Kathy Bandish, Plymouth Township Council Liaison. 1. CALL TO ORDER: The meeting was called to order at 8:32 AM. 2. ANNOUNCEMENTS & CORRESPONDENCE: • Jerry Rafter updated the Board that the Whitemarsh Township Zoning Update Steering Committee held an introductory meeting. Mr. Rafter stated that the Whitemarsh Township Planning Commission and Zoning Hearing Board are trying to come up with a vision on how Whitemarsh Township will look in future years. 3. APPROVAL OF MINUTES: April 21, 2021 – table until June meeting. 4. OLD BUSINESS: None. 5. NEW BUSINESS: • 2 Catherine Lane, Whitemarsh Township – Neil Best, contractor for the property owner, shared his plans for a proposed composite 570 square foot deck, of which 16’x25’ is covered by a roof. The exact location of the roof arch will be determined by the window placement on the house. Bob Sztubinski mentioned that there could be possible drainage issues with this proposed deck. Motion to recommend the governing body approve a Certificate of Appropriateness was seconded and approved by a vote of 7-0. • 129 Black Walnut Lane, Whitemarsh Township – Tom McMullen, homeowner, shared his plans for a proposed 420 square foot wooden deck on rear of house. The proposed deck will have gray planks, white railings, and will match the overall aesthetics of the house. Motion to recommend the governing body approve a Certificate of Appropriateness was seconded and approved by a vote of 7-0. 6. PUBLIC COMMENTS (NON-AGENDA ITEMS ONLY): None. 7. HARB MEMBER COMMENTS: • It was noted that Whitemarsh Township is contemplating revising some ambiguities within their historic district ordinance. Ken Parsons updated the Board on a presentation to the Whitemarsh Township Board of Supervisors on proposed new HARB procedures. 8. ADJOURNMENT: The meeting adjourned at 9:01 AM. Respectfully submitted, David Conroy, Plymouth Township Zoning Officer 1 Background Information on Feasibility Study for Cross County Trail Bridge Crossing of Germantown Pike • The Montgomery County Planning Commission is working in partnership with a consultant team led by Gilmore & Associates and joined by Campbell Thomas & Co. to carry out this feasibility study. It is being funded by a Regional Trails Program grant from Delaware Valley Regional Planning Commission (DVRPC). • A 2015 feasibility study prepared by Campbell Thomas & Co. for Plymouth Township recommended that the safest means of continuing the Cross County Trail across the intersection of Chemical Road and Germantown Pike (where it currently ends) would be to construct a trail bridge. • This study aims to come up with a preferred alignment for the trail bridge with conceptual level plans and a preliminary cost estimate. • When complete, the Cross County Trail will be about 17 miles long and stretch from the western side of the county to the eastern side. It is a primary trail in the county-wide trail system and will provide a connection between the Schuylkill River Trail and the Pennypack Trail. It is also a part of the regional Circuit Trails network, which now covers 300 miles and will cover 800 miles eventually. • A 3-mile section of the Cross County Trail between the Schuylkill River Trail and the intersection of Chemical Road and Germantown Pike is complete. Segments in Upper Dublin are complete. Currently the county is also studying the section from Upper Dublin through Upper Moreland to Pennypack Trail. Sections through Erdenheim Farm are nearing construction.
