These approaches include government initiatives, such as the governments' commitment to primary education and more recently to secondary education. In addition, community colleges have been established, and citizens also have access to undergraduate and graduate education at the University of the West Indies with campuses in Jamaica, Trinidad, and Barbados. The governments have provided scholarships to higher education and access to training programs for youths who are not going to college. The European Union's Initiative is also designed to assist in the recovery of the Windward Islands' banana industry, as well as to upgrade teaching staff and evaluate and improve training programs. The United States Agency for International Development has worked in the islands to develop a program for academic and technical and vocational training, in both short- and long-term formats. For the Windward Islands' work force to remain competitive in any of the emerging sectors (such as tourism, information processing, banking), retraining must be conducted through a common vision. Planning is required for the year 2010 and beyond. It gives a cursory description of the region generally and the Windward Islands in particular. It also presents a review of the initiatives undertaken by the National Governments alone or in collaboration with Non-governmental Organisations (NG0s) and bilateral arrangements witIi other regional and international governments. Further, it reviews the initiatives of the United States Agency for International Development (USMD) and the European Union (EU) with respect to the Windward Islands. Workforce Development for Communities in Crisis and Transition: A Case Study of the Windward Islands The Anglophone Caribbean The Anglophone Caribbean region consists of 18 territories:an archipelago of 15 islands (Anguilla, Antigua & Barbuda, The Bahamas, Barbados, British Virgin Islands, Cayman Islands, Dominica, Grenada & Carriacou, Jamaica, Montserrat, St. Kitts & Nevis, St. Lucia, St. Vincent& the Grenadines, Trinidad & Tobago, Turks & Caicos) stretching from Florida in North America to Venezuela in South America; Bermuda, an island northeast of Florida; and two (2) countries Belize in Central America and Guyana in South America (see Appendix 1). The Anglophone Caribbean has an area of 99,700 sq. miles (258,379 sq. kilometers). The largest territory (Guyana, 83,000 sq. miles) is about half the size of Zimbabwe and, with the exception ofJamaica and Trinidad and Tobago which would fit into Zimbabwe 38 and 80 times respectively,most of the others would fit in about 1,600 times (see Table 1). This would giveyou an appreciation of the small size of the individual territories. INSERT TABLE 1 ABOUT HERE The Anglophone Caribbean, named after the aboriginal Carib Indians, hasa population of approximately six million (see Table 2) which is about three quarters that of Zimbabwe's estimated 1983 population of 8.4 million. It has a mean annual rate of growth of 1.56, with the lowest being 0.06 (Grenada) and the highest 4.8 (Anguilla). Until the early 1960s, the Territories were British colonies. Now, most of the Territories are independent countries of the British Commonwealth: only Montserrat, the British Virgin Islands, Bermuda, the Turks and Caicos Islands, and the Cayman Islands are British dependencies. INSERT TABLE 2 ABOUT HERE The indigenous population of the Caribbean was the Carib and Arawak Indians. The Arawak Indians disappeared long ago. However, there are some Carib Indians in Dominica and St. Vincent and the Grenadines. The Caribs and Arawaks were replaced rapidlyas the Europeans settled in the islands. Later, the Europeans introduced African slaves to work on thesugar plantations. During 1842-1962 about 36,000 free Africans came to the Caribbean: 14,000 to British Guiana (now Guyana), 10,000 to Jamaica, 8,000 to Trinidad, and the remainder to Grenada, St. Vincent, St. Lucia, St. Kitts and Barbados.The descendants of these slaves have remained to claim most of the region. Besides the Europeans and their descendants, other racial minorities can be found in the Anglophone Caribbean. After the abolition of slavery in the West Indies, labourerswere brought under contract of five (5) to ten (10) years from other parts of the world, especially China and Workforce Development for Crisis Communities 2 India. During 1852-1893 about 20,000 Chinese were brought to the Caribbean: 12,000 to British Guiana (now Guyana), 5,000 to Jamaica, and 2,000 to Trinidad. The Chinese were imported to build roads and later to cut canes. However, they left the rural areas and moved to the urban towns where they started small businesses. The East Indians, hard working and more adaptable than the Chinese to the Caribbean climate, were brought in thousands from what is now India and Pakistan. During 1844-1917,416,000 East Indian were brought to the Caribbean: 239,000 to British Guiana (now Guyana), 134,000 to Trinidad, 33,000 to Jamaica, and 10,000 to St. Lucia, Grenada, St. Vincent and St. Kitts. The East Indians were imported to work on the sugar plantations. Their descendants can be found in Jamaica, Guyana, Trinidad and, to a lesser extent, in St. Vincent, Grenada and St. Lucia. In Trinidad, out of an estimated population of 1.3 million, more than one third (42.0%) is of East Indian origin, and in Guyana the Indians outnumber the Blacks. The climate of the region is tropical all year. During the months December to February the temperature falls at night to 19-21°C (66-70°F), but during the day it rises to about29°C (85°F). The hottest months of the year are July through September, but the trade winds keep the islands cool at about 32°C (90°F). In addition, the rains also help to keep the temperature down during these months. In these month and October and November, hurricanes may occur. The islands and countries of the Caribbean do not have an abundance of mineral resources, the notable exceptions being Trinidad, Jamaica and Guyana. Petroleum is found in Trinidad, bauxite, from which aluminum is extracted, in Jamaica, and bauxite and gold in Guyana. However, the fertile alluvial plains, abundant rain (except the dry season, March to June), and an ideal climate seems to combine to make the region a tropical haven forproduction of agricultural crops and exotic tropical plants and flowers. Historically, the economies of the Caribbean region have been agriculturally driven, with sugar cane being the chief crop. Other crops grown in the regionincluded banana, coffee, tobacco, tropical fruits and spices. While this continues to be true for most of the islands, tourism in particular, and industry and commerce are beginning to dominate. Since the early 1960's, through tourism, commerce, and industry to a lesser extent, the Caribbean has enjoyed a certain degree of prosperity. The average per capita income has risen and consequently the standard of living. The Caribbean region has a very high degree of literacy, ranging from 76% to 99%, with a mean of 92.2% (see Appendix 1). This has been achieved through universal access to basic (primary) education.     The Application of GIS to the Reconstruction of the Slave-Plantation Economy of St. Croix, Danish West Indies Daniel Hopkins, Philip Morgan, and Justin Roberts he project of developing a historical-geographical understanding of slavery and the economic and social systems that supported it requires the exploration of primary data sources that have otherwise notT received significant attention. This paper focuses on a remarkable se- ries of maps, cadastral records, and censuses of the island of St. Croix, in the Danish West Indies (now the United States Virgin Islands) which provide uniquely rich materials for the analysis of the workings of an eighteenth-century slave-plantation society. These Danish records are so susceptible to demographic, economic, and cultural analysis, and the information they convey can be so precisely placed within the mapped physical realities of the landscapes of St. Croix, that they may represent a be nchmark for studies of the geography of New World plantation society in general. Atlantic slavery dominated huge agricultural areas, and its profits permeated the European, African, and American economies, to say noth- ing of its cultural implications,1 and research on this tremendously impor- tant subject has proliferated enormously. Most of this work has been published by historians,2 but the dividing line between history—and es- pecially economic history—and geography can of course not be very sharply drawn in the case of the slave-plantation system. Some very solid historical geography of plantation slavery in the Caribbean has been writ- ten, but the field remains quite open.3 The source material is widely scat- tered and by no means uniform or easy to handle, and a great deal of the fundamental record of the geography of slavery doubtless remains to be re- constructed and interpreted.

Debbie Mohammed I. INTRODUCTION On January 30, 2006 heads of government of six1 Caribbean Community (CARICOM) countries signed the protocol for implementation of the Caribbean Single Market (CSM). The realization of this seamless regional market, which facilitates the free movement of goods, services, capital and labour, has been heralded as the first tangible step towards a fully functioning Caribbean Single Market and Economy (CSME) in 2008. What makes this move so critical is the significance, perhaps even urgency attached to the CSME as the potential driver of economic growth, competitiveness and overall development of the region’s countries. Indeed, the sentiment in many quarters is that the regional pooling of resources and markets and the harmonization of economic and related policies is the only real option available to CARICOM countries, most of which are facing severe economic crisis. Barbados Prime Minister Owen Arthur (2004) warned: “…Some domestic economies are relatively less prosperous than they were 30 years ago. Others, faced with the loss of trade preferences teeter on the brink of collapse. Many are compelled to deal with basic, urgent issues relating to economic survival and solvency.” Arguably, most CARICOM countries have been unable to adjust to a global economic system now premised on trade liberalisation and driven by new determinants of international competitiveness. At a time when constant innovation and knowledge inputs are key to adding value to goods and services in creating a competitive edge in higher-end activities, most of the region continues to rely on low value exports that will no longer enjoy preferential access to secure markets.

Box 9515 2300 RA Leiden The Netherlands [email protected] Abstract The islands of Trinidad and Tobago formed separate sociopolitical, economic, and cultural entities throughout most of their colonial history. This situation was prefigured by the two islands’ prehistoric past following the Saladoid epoch of pan-Caribbean cultural unity. The Saladoid convergence disintegrated rapidly after the establishment of the Arauquinoid series in Trinidad by about AD 700/800 as simultaneously Tobago appears to have been drawn into the Troumassoid interaction sphere of the Windward Islands and Barbados. This paper discusses the patterns of Amerindian interaction and communication across the Galleons’ Passage between Trinidad and Tobago during Ceramic times and attempts to appreciate the post-Saladoid cultural realignment of the two islands and its consequences. Résumé Durant la majeure partie de leur histoire coloniale, les îles de la Trinité et de Tobago ont formé des entités sociopolitiques, économiques et culturelles séparées. Le passé préhistori- que de ces deux îles, après la période d’unité culturelle saladoïde de l’espace caribéen, pré- figurait déjà cette distinction. L’unité culturelle saladoïde s’est rapidement désagrégée après l’émergence de la série arauquinoïde à la Trinité vers 700-800 ap. J.-C., au moment même où Tobago semble avoir été tirée dans la sphère d’interaction troumassoïde des Îles du Vent et de la Barbade. Richardsonà Department of Physical Oceanography, MS 29, Woods Hole Oceanographic Institution, 360 Woods Hole Road, Woods Hole, MA 02543, USA Received 19 December 2003; accepted 29 November 2004 Abstract Recent satellite-tracked surface drifter trajectories were analyzed to describe the mean currents and eddies in the 1 Caribbean Sea. The structure of the Caribbean Current and its variabilitywere determined from high-resolution 2- degree maps of the mean velocityand eddykinetic energy.Looping drifter trajectories were used to identifydiscrete cyclones and anticyclones, and their characteristics were described and related to the structure of the mean flow. The translation rate of eddies in different areas was found to be similar to the mean velocityof the local background flow fields, suggesting that the eddies were largelyadvected bythe background flow. Ten energetic anticyclonestranslated westward at 13 cm/s in the Venezuela and Colombia Basins. These anticyclones tended to lie in two bands, centered near 151N and 171N, coinciding with two jets of the Caribbean Current. The northern weaker jet contains water primarilyfrom the North Atlantic; the southern stronger jet contains water from the tropical and South Atlantic. The anticyclones are thought to have formed in the eastern Caribbean from the anticyclonic vorticity derived from North Brazil Current rings. The ring vorticityenters the eastern Caribbean through island passages and is probablyamplified by the anticyclonic shear on the northern side of the jets. Southwest of Cuba a cyclone–anticyclone pair was observed to translate slowly( 2 cm/s) westward into the Yucatan Current.

Gomez February 2007 Abstract For nearly three decades Belize benefited from preferential trade in particular commodities under the Lomé Agreements. The Cotonou Agreement came into effect in 2000, and while temporarily extended those preferences through the end of 2007 at the same time it committed the ACP and EU to move towards establishing trading arrangements which offered reciprocal preferences and were WTO compatible. The proposed Economic Partnership Agreements (EPAs) which are expected to succeed the Cotonou Agreement are also expected to have economic impact effects on the economies of the ACP countries party to the negotiating. In the case of Belize, a small preference dependent developing economy which is negotiating as part of the CARIFORUM (CARICOM + Dominican Republic) EPA regional grouping there are likely to be effects arising from reciprocity and regional integration.
