GEDO Sub‐national Nutrition Cluster Meeting Minutes Wednesday, 18th October 2017, 10:00 am CEDA Hall, Dollow District,

1. Welcome and Introductions:

The meeting officially opened at 10.15 A.M on 18th October 2017 by Chairman Ahmed Mohamed at CEDA Meeting hall in Dolow Somalia, the meetings was opened with a word of prayer from Mr. Hussein from Trocaire, followed by round self‐introduction, after the introduction the chairman took the participant through the agendas of the meeting

2. Review and endorsement of the last cluster meeting minutes and follow up on the action points:

Partners’ reviewed the previous meeting minutes on ‐20th September 2017 and the all the participants agreed and endorsed the docs of the previous minute as a true record.

The newly elected chairman appreciated and welcomed the nutrition cluster members who attended the meeting on their punctuality and requested the members to maintain the nutrition coordination meetings and always send a representative who can be able to share exactly what the organization is doing at the field, has a good concept on the general situation of the region and who is doing what and where so that we all have on the same page.

The previous action point was closed because there was no any pending action.

3. Key Nutrition Services and Situation Highlights;

The clusters members reported that the general situation in the region is stable, security of the accessible areas remain quite stable, no incidents has been reported so far which hindered the day to day running for the nutrition programs and other related activities.

CEDA; Currently implementing OTP in 21 sites 17 mobile and 4 static including KABASA and QANSAHLAY IDPs CEDA also implementing TSFP/BSFP in the KABASA IDP will get opportunity to opened a pilot fixed TSFP site at Kabasa IDP camp to integrate the two programs. They also run TSFP and BSFP programs. Ceda under their own budget and initiative of the community have developed a mechanism to support the migrants IDP who are dropout from neighbouring regions i.e Bay, and .

CEDA opened mother baby area, a conducive area appropriate when conducting IYCF/NHHP session as the caregivers wait to be served this was initial by CEDA.

CEDA with the support of WFP started scope registration for the PLWs so far registered 889 PLWs in Kabasa and Qansaxley IDPs, out of the 889 PLWs 872 received their ratio cards, these beneficiaries are entitled to receive 14.1 USD for a period of 9 months as vegetable while they also receive 7.5kg of CBW and 0.75 kg of oil as in‐kind.

CEDA has integrated its nutrition services on nine Basic Nutrition service package in all the sites and triggered all outreach sites on how to do open defecation free

IYCF counselling was one of the sessions that contribute high on behavioural change to all mothers attending the sessions

CEDA implements TSFP / BSFP in 10 Food Distribution Points (FDPs) in Dolow Districts and now ongoing a monthly routine screening in all sites

CEDA with WVI gives additional support to all normal pregnant mothers who get delivered in the MCHN Program and gives 50 kg of Sorghum, 10 Pulses 10kg of CSB, 5.2 litres of Oil and 14 dollars cash for vegetables so as to encourage mothers to deliver in the MCH.

Under MCHN we also support pregnant mothers who are in the second trimester and we provide different ration than the delivers mothers in the MCH which is 7.5kg of CSB, O.75 litres of Oil.

Lactating mothers from zero month receive an appropriate services until they fulfil the discharge criteria which is 6 month time, while we Discharge pregnant mothers the day they

deliver from the Antenatal care to postnatal care in which they also receive an equivalent of 14 dollars money for vegetables.

SRDA; Currently Implementing OTP program supported by UNICEF in 7 Sites (2 fixed and 5 mobile sites), the agency also implements TSFP/BSFP programs supported by WFP/WVI 12 sites at , the services offered at the facilities including ,EPI, Mother support group, NHHP, health and hygiene promotion sessions, IYCF‐Emergency.

Under the OTP program the agency is also supporting the main hospital of Bohol Garas Village, where we offer our OTP and EPI services, pregnant mothers is being given systematic treatments, including MMNs, EPI and counselling, regarding IYCF and NHHP.

The TSFP‐as program is funded by WFP/WVI in 12 FDPs in luuq district targeting U5 MAM children to receive Plum sup (28 Pieces) 7 sachets for the out‐going/Cured children,

For the preventive measures SRDA admitted 7990 U3 children across 12 FDPs where every U3 child receives 30 sachets of BSFP on monthly basis.

SRDA also admits and supports the Pregnant and Lactating women who are malnourished by giving Oil (0.75 kg) and CSB (7.5 Kg),

Along site the Nutrition Program SRDA trained Community Based Workers based at the outreach villages who are doing active case findings, Social mobilization and hygiene sessions and behavioural changes to the communities.

Trocaire; Trocaire is implementing health and nutrition services in Gedo region. Due to the current emergency Trocaire have scaled up nutrition services ongoing in the three districts of Belethawa, Dollow and Luuq where six outreach teams have been organized to work in hard to reach remote areas identify and treat malnourished children and mothers. nutrition program and due to increased needs in IDPs Trocaire is providing the vulnerable families in Kansaxley IDPs with food basket to help them meet their dietary needs.

In terms of program performance, some slight decrease in the admission trends have been noticed in the months of August and September, this could be due to timely and active case findings and treatment done by the implementing partners supported by the donors and low IDP influx from neighbouring regions of Somalia (Bay and Bagol).

Trocaire is expanding the stabilization ward in Dollow through partnership with MSF. The new building will have 30 bed capacity. It was proposed that MSF with partnership with local health and nutrition partners in Dolow and will engage the community health worker who will be doing screening, case finding and referral of sick children from Kabasa and Qansahley IDPs in Dollow.

In response to the emergency drought situation Trocaire introduced monthly Food Basket for vulnerable households with food entitlements of 25 kg of rice, 25 kg of wheat, and 7kg of beans 3L cooking oil 3 Kg sugar. So far targeted 200 HH in Qansaxley IDP. The beneficiary selection was done in collaboration with district drought and disaster committee and Trocaire field officers and registration and food distribution for October is ongoing.

Challenges.

Beneficiaries selling the CSB+ that was given as family protection ration to minimize sharing of other therapeutic food items for children with SAM.

The routine health and nutrition services of OTP/TSFP/SCs are ongoing in all MCHs and outreach sites. The nutrition supplies are adequately available and preplaced in all our stores in Dolow, Gedweyne, Luuq and Belethawa.

AMA/DA; is currently running TSFP, BSFP and MCHN in partnership with WVI Somalia, the program is funded by WFP through WVI international Somalia program.

dietary intake and routine treatment, reduce excess mortality among those at‐risk of malnutrition and to reduce excess morbidity among those at‐risk of malnutrition.

8189 under three beneficiaries were entitled 1.5 kg of plumpy Doz which is equivalent to 4.5 pcs of plumpy doz

TSFP

Targeted supplementary feeding program supported by WFP through world vision Somalia and implemented by AMA DA continued in the 15 FDPs in Beled‐Hawa district in Gedo Region Somalia, The target beneficiaries were Pregnant Lactating Women and children under five years who received RUSF and CSB and oil respectively while Community Nutrition Workers (CNWS) role is to carry out systematic screening and referral of all the malnourished children. They refer slips and tally sheets.

TSFP New Admission

During the month of October 2017 a total of 383 Cu5 fresh screening of U5children and 77 PLW new beneficiaries were admitted to the AMA’s TSFP in the 15 FDPs. The admissions were achieved through active case finding and referrals by community nutrition workers at the 15 FDPs in Beled‐Hawa district.36% of the beneficiaries in the program are new admission, where the new admission of last month 26%, due to drought and some other factors related to diseases and poor dietary at the HH level.

Discharges

During the reporting month a total of 223 under five children and 56 PLW were exited from the program from all the FDPs in Beled‐Hawa District, and below is the exit breakdown for the month of October 2017.

Cured: Total 223 children and 56 PLW were exited as cured accounting for 100% of the total exit.

Transfers: Total 6 beneficiaries were transferred to Outpatient therapeutic program run by Trocaire: Male 2 and Female 4

Non‐response: a total of 0 beneficiaries exited as Non‐response, the total exit.

Defaulter: A total of 11 beneficiaries defaulted from the program,2 PLWS and 9 Under children

MCHN

A total of 1100 pregnant and lactating mothers were issued CSB and Vegetable oil on October 2017, each beneficiary received 7.5 kg of CSB and 0.75 kg of vegetable oil.

EDRO; Is implementing OTP program integrated with Resilience program Funded by UNICEF, through provision of nutrition services to the children U5 in 3 fixed and 7 mobile OTP sites. EDRO Have CBWs well trained and working on IYCF conducting on daily routine, as well as also implementing prevention services like deworming, counselling and promotion of IYCF, community mobilization and micronutrient supplementation For PLWs.

In the month of September 17 IYCF promoters were trained for IYCF and NHHP promotions.

4. MOH District Nutrition Focal Point

On behalf of the Gedo MoH , Dolow Focal points attended the meetings and shared the cluster that MoH in collaboration and Partnership with WVI started jointly implementation of Health and Nutrition projects in Bohol Garas Village, The health project started August 2017 , the project support the main hospital of the village, the nutrition project is targeting MAM cases in the villages and its yet to start , so far the recruitment of the technical staff is done Comprising MoH Nutrition Focal points, Screeners, registers and Auxiliary nurses done.

The MoH focal point emphasized the need to involve the MOH in all steps prior before signing a contract, selecting the operation areas by doing so we will have an environment where we can serve without much Complication, Duplication and gaps.

MOH as well requested the partner to the monthly reports for their monitoring and data analysis

HIRDA; The agency have active PCA in Balet‐hawa and Bardhere targeting SAM cases, Pregnant and lactating mothers in a total of 26 OTP sites in which 4 are fixed while the other

IYCF and NHHP activities are also going on in both districts.

HIRDA do not have Registration books so we use normal books which we bought from book shops and have requested from UNICEF several times and not yet respond

With the support of WFP HIRDA also signed an FLA (TSFP project) directly funded by WFP in targeting MAM cases both U5 and PLW. The project is 1 year starting from September 2017, Supply is already delivered through air on 24th September 2017.

Having received the supply on 24th September, we have screened and registered children U5 and PLWs in two FDPs in Bardere town. Therefore, we started actually started the distribution on 1st of October and have not yet sent the monthly report to WFP, we will give you all the updates and screening/registration activities next month.

On 1st October HIRDA started screening of U5 beneficiaries and so far Admitted 251 U5 and PLW 149 in two fixed sites as the 1st initial utilization of the project, Community Nutrition Workers is yet to be selected from the communities but on process as the HIRDA representatives and WFP representatives.

CHALLENGES

Double registration‐ most of the mothers who their children in OTP program use tricks to register their children different sites so that to get more Plumpy nut and sell so that to get money to manage their daily activities, and that cause children to lose weight every week.

SOVA; Has carried out 8 nutrition education sessions and counselling to pregnant and lactating mothers or care‐takers in 12 different villages in Bardera district Gedo Region.

Has train 8 community volunteers/CHW s in order to promote hygienic related diseases such as AWD which is one of the underlining factors which cause immediate under nutrition. SOVA conducted 10 food demonstration sessions on preparation balance diet food for mothers. SOVA roll out 8 community education campaigns and deliver messages on improved infant/young child feeding & PLW and good hygiene behaviours on October 2017. SOVA has carried out prevention of acute malnutrition measures through ensuring sustained access of effective hygiene, Nutrition Health and hygienic promotion (NHHP).

Carried out 11 nutrition education sessions and counselling to pregnant and lactating mothers or care‐takers in 12 different villages in Bardera district Gedo Region. SOVA is also running kurman community MCHN in Bardera district with support from SCWW. HARD; HARD are implementing integrated heal and Nutrition of 11 OTP sites, 8 sites are mobile and 3 are static and EPI in Elwaq and Bardere and 1 SC in Elwaq district

HARD is also running integrated programs alongside with nutrition which is IYCF, NHHP services and resilience 61 CBWs in villages of both districts.

The OTP program is supported by UNICEF and with active PCA currently two years from January 2017 to Dec 2018.

IYCF/NHHP programs is conducting in all the sites, admission trend is normal.

Hard Elwak offices equipments and stocks were taken by Al‐shabab but all HARD staff are safe and sound, Alshabab attacked Ceelwaaq town on Saturday morning 16 September 2017 and attacked three offices including our office, HDCoffice and SAIF office. In our office they took two computers one laptop and one desktop, a carton of amoxicillin and 42 cartons of Plumpynet and all the files in the office for reference. The office is open now and the staff consumed their work as usual.

GEWDO; is currently implementing OTP/TSFP program in Elwak districts of Gedo region, we have 7 OTP/TSFP sites in which 4 are mobile while the other 3 are fixed and 1 SC.

There is a security gaps in Elwak district and that situation forced World vision and WFP to stop 21 FDPS. RAAS; is running 4 OTP sites 1 fixed and three mobile sites, 4 TSFP sites and two MHC/OPD 1 Garbaharey and 1 Budhubo are ongoing all in well the Nutrition supplies are available in our stores, RAAS conducted world Breastfeeding day celebrations in district from 01.08.2017 to 07.08.2017, this event participated Burdhubo local authority civil society women organization, Imams and youth, the event has successfully completed.
