Dear Mr Jones,

Re: Application to upgrade Bridleway No 6 to a Byway open to all traffic (BOAT).

I am grateful for sight of the draft copy of your report in response to the application to upgrade bridleway No 6 to that of a BOAT and agree with your recommendation to the committee that the application be refused.

You are of course aware of my huge concerns resulting from this application and the very significant stress it has caused us all here at Penparc particularly after talking face to face to the representative of the Trail riders federation Mr Morriss. Following this meeting I felt I had no alternative but to seek my own advice from those well versed in these issues. It was without exception that each and every person I consulted who looked at this case and visited, including MP’s, County and Councillors, Lawyers and those representing various Countryside federations and bodies, could not understand how anyone could justify such an application which if granted would purely open this path to motor bike scramblers, trailriders and four wheel drive vehicles who would be driving in parallel with the A40 until the junction it would create at the most dangerous point!! It really is bad enough having to put up with the current noise and danger of high speed Motorcyclists already going past the front of the house without having them going through the garden too!!!

At the end of the day following much expense spent an Lawyers, researchers and the like and following the advice I had received from experts such as Andrew Dunlop (Dunlop Case 1995) I felt it sensible to leave the legal representation to the Lawyers acting for Mr Graham Ralph who also would suffer a devastating blow should this application be accepted.

I am aware you have received comments from Mr Ralphs NFU lawyers and I would be grateful if you note I am also in complete agreement and concur with those comments and the representation he has received from those lawyers.

My response here has been brief and if required I would be more than happy to address the committee in person.
