PREFACE

The Integrated Directional Signing Program (IDSP) consists of four distinctively different sub-programs, with each being directed to different aspects of the signage that guide drivers to motorist services, attractions, tourist destinations, and other points of interest. The IDSP has unique administrative aspects, as individual service facilities apply for signs in order for them to be installed within the Virginia Department of Transportation (VDOT) right-of-way. This IDSP Internal Operating Procedures Manual describes the four sign programs and guides the reader through the organization of the IDSP, participation criteria, and operating procedures for the program. This manual was prepared primarily to provide VDOT personnel responsible for the operation of the IDSP a single source of information about the IDSP.

1 INTRODUCTION

1.1 Purpose of the Integrated Directional Signing Program The Integrated Directional Signing Program (IDSP) was created by the Virginia Department of Transportation (VDOT) to serve as an umbrella program for four sign types in the Federal Highway Administration’s (FHWA’s) Manual on Uniform Traffic Control Devices (MUTCD). The four sign types are used to guide drivers to motorist services, attractions, tourist destinations, and other points of interest. The four sign types, each of which is a sign program in the IDSP, are: specific travel service signs (Logo signs), tourist-oriented directional signs (TODS), supplemental guide signs (SGS), and general motorist services signs (GMSS). The IDSP provides interested applicants that meet minimum participation criteria a single point of contact within VDOT for the purpose of placing their logo/name on an IDSP sign along a state-maintained roadway. From VDOT’s perspective, the IDSP groups the four sign programs together that share similar administrative aspects unique to the IDSP sign types. The IDSP does not include general guide signs directing motorists to regions, cities, towns, villages, communities, or named roads/streets/highways. The four sign programs, roadway types, and the IDSP administrative aspects for each sign type are summarized in Table 1 and described below.

1.2 IDSP Sign Programs As indicated above, the IDSP consists of four sign programs: Specific Travel Service Signs (Logo), Tourist-Oriented Directional Signs (TODS), Supplement Guide Signs (SGS), and General Motorist Services Signs (GMSS). Each program has specific participation criteria detailed in this document as well as varying fee structures and roadway types on which signs and structures can be posted. Each of the four sign programs is discussed below.

1.2.1 Program Logo signs (officially called “Specific Service Signs” in the MUTCD) guide motorists to specific motorist service facilities along interstates and other limited-access highways, as well as along primary and secondary roads

IDSP Management Manual June 2013 providing access to the service facilities from the limited-access highway. The Logo sign program covers five service types: gas, food, lodging, camping, and attractions. The primary benefit of using Logo signs is that a motorist will know which specific brand or providers of services are accessible from an prior to exiting the limited- access highway. Each mainline sign contains two components:

. A blue Logo sign background with a white legend listing the service type(s) (one, two, or three separate service types can be displayed on a single sign) and exit information; and . Up to six individual Logo panels displaying a participating facility identification symbol/trademark, or a word message bearing the name of the participating facility.

The individual Logo panels are owned and provided by the participating Mainline Logo Sign facility. The participating facility may purchase the Logo panel from any Figure 1: Logo Sign Example available source; however the panel must be fabricated in accordance with the standards and specifications as established by VDOT. The Logo panels are mounted in available blank spaces on a Logo sign background.

Ramp signs and trailblazer signs are also part of the Logo sign program. A ramp Logo sign is a smaller replica of the mainline Logo sign to inform drivers the direction to turn in order to reach each participating facility. Ramp signs also inform the driver of the distance to the participating facility from the ramp sign. If additional turns are needed to reach a participating facility that is not visible from the roadway, a trailblazer sign, consisting of a Logo panel and an arrow, is posted at the location of a decision point. National standards, guidelines and other implementation information for Logo signs are provided in the MUTCD Chapter 2J.

1.2.2 Tourist-Oriented Directional Sign Program Tourist-Oriented Directional Signs (TODS) guide motorists to tourist-oriented businesses, services, and activity facilities (such as recreation areas) along rural primary and secondary highways that do not have limited access. TODS consists of individual rectangular panels containing the name of the participating facility in white lettering on a blue background, a generic pictograph or symbol, and any required directional information, such as a directional arrow and distance.

A participating facility is eligible for TODS only if it derives a major portion of its income or visitation during the normal business season from road users not TODS Example residing in the area of the participating facility. To qualify, a participating facility owner must self-certify that more than 50 percent of the number of visitors comes from more than 15 miles away.

National standards, guidelines and other implementation information for TODS are provided in the MUTCD Chapter 2K.

1.2.3 Supplemental Guide Sign Program Supplemental Guide Signs (SGS) guide motorists to specific cultural, recreational, historical, governmental, educational, military and other sites of similar interest on limited access, primary, or secondary roadways. The SGS Program excludes signs for cities, towns, villages, counties, regions, communities, named roads/streets, and transportation facilities (airports, marine ports, railroad stations, metro/mass-transit stations, bus stations,

IDSP Management Manual June 2013 commuter lots, etc…). Directional information may include messages such as; “NEXT RIGHT”, “NEXT EXIT,” a specific exit number, or arrows. SGS may have a green, brown, or blue background as follows:

. Tourist Information Centers, Police, and Department of Motor Vehicles (DMV) are placed on blue signs; . Destinations that are recreational, historical, or cultural in nature are placed on brown signs; and . Schools, other government facilities, colleges and universities are placed on green signs.

SGS are currently limited to two destinations per sign, and each interchange is limited to two sign structures for each direction. Some Supplemental interchanges contained more than the allowable amount of signs and Guide Sign destinations, and these signs were grandfathered into the program in 2004.

Initial installation, fabrication, and maintenance are the financial responsibility of the entity named on the sign. National standards, guidelines and other implementation information for SGS are provided in the MUTCD Sections 2E.35 and 2M.09.

1.2.4 General Motorist Services Sign Program General Motorist Services Signs (GMSS) use standard symbols to advise motorists of participating facilities located nearby. GMSS can be placed on limited access, primary and secondary roadways. Logo signs and TODS are given priority over GMSS, and thus GMSS are not permitted for gas, food, lodging, and camping in locations where there is adequate space for Logo signs or TODS. Although the facility requesting the GMSS pays for installation of the sign, VDOT funds maintenance of the signs in the GMSS program. National standards, GMSS Example guidelines and other implementation information for TODS are provided in the MUTCD Chapter 2I. 2 ORGANIZATION OF THE IDSP

2.1 Program Authorization The authorization for the IDSP comes from the Code of Virginia (COV) § 33.1-12 (see Appendix A). This section of the COV spells out the duties of the Commonwealth Transportation Board (CTB) and gives VDOT the power to enter into contracts with vendors and establish user fees.

An additional section of the COV applies directly to the IDSP, and authorizes the CTB to establish reasonable fees for the administration of the IDSP. The legislation, § 33.1-12.01, Chapter 491 (Fees for participating in the IDSP) is located in Appendix B.

2.2 Program Structure within VDOT The IDSP is administered by VDOT through its Traffic Engineering Division (TED). Within TED, at its central office location, a Program Manager and Financial Manager are designated. The Program Manager is ultimately responsible for the execution of the IDSP and may utilize VDOT staff and/or a contractor to conduct day-to-day operations of the IDSP. If a contractor is used, the VDOT Program Manager also serves as the Contract Administrator. The Financial Manager is responsible for the administration of the program budget and fiscal planning.

2.3 Virginia Statewide Directional Sign Advisory Committee The Virginia Statewide Directional Signing Advisory Committee (SDSAC) has been organized by VDOT to facilitate the development of the IDSP and to oversee the operations of the IDSP. The committee solicits input and guidance from various stakeholders so that VDOT can make informed decisions about its signing programs. The committee also helps convey important information about the programs to the groups that the members represent.

The committee is comprised of representatives from organizations serving broad categories of traveler interests, such as gas, food, lodging, camping, tourism, and attractions. It also includes representatives of Virginia’s jurisdictions, the North Carolina Department of Transportation and the Virginia division of the FHWA. The committee currently convenes bi-annually with meetings in May and November. The VDOT Program Manager is responsible for facilitating the meeting, including securing a meeting location, sending invitations to attendees, preparing an agenda, and keeping meeting minutes. This meeting schedule is subject to change at the discretion of the Committee Chairman.

2.4 VDOT Use of Contractor to Administer IDSP Beginning in 2004, VDOT has been authorized to use contractor services to administer the IDSP.

The Contractor is responsible for all operational aspects of the program, including, but not limited to, the recruitment of qualified service facilities, collection of fees, fabrication and construction of the background signs, installation of Logo panels, maintenance of the signs, general administration, and enforcing the rules of the program. The scope of work for the Contractor is contained in the contract agreement.

VDOT reserves the right to perform quality control and quality assurance reviews of the IDSP, providing field inspectors when the Contractor is making changes to a sign structure in the field, funding maintenance on sign structures, and setting program rules and regulations. The Contractor coordinates with the VDOT Program Manager to manage the programs financials, record keeping, reporting, and construction aspects of the program per the terms of the contract.

2.5 VDOT Region Staff The IDSP Program Manager and central office staff partner with representatives at each of the five VDOT regions to coordinate tasks associated with the IDSP. The VDOT region staff is responsible for participation in the site review process, customer service, emergency situations and other field related services for the IDSP.

3 PARTICIPATION IN THE IDSP

3.1 Criteria for Participation Participating facility participation requirements vary by sign program. Participation criteria were drafted by and VDOT TED and voted on by the CTB. The most recent edition of the IDSP Participation Criteria, as approved by the CTB, is included in Appendix C. The general criteria include:

. Meeting eligibility requirements for the type of participating facility; . Agreeing to all IDSP program rules and regulations; . Paying all applicable fees; . Agreeing to accept the decision of the State Traffic Engineer on the resolution of any dispute; and . All facilities participating in the IDSP must be open to the general public during their normal operating hours. Facilities that restrict the general public’s access are not eligible for participation in the IDSP. This includes facilities that limit entrance based on, but not limited to, age, race, religion, color, sex, national origin, or accessibility by the physically handicapped.

Specific criteria related to operating hours, types of facilities/services provided, and distance from the route departure point are described in the IDSP Participation Criteria in Appendix C and in the IDSP Operating Procedures Manual.

All four signing programs have maximum distances from the highway to the participating facility that must be met in order for the participating facility to qualify for participation in the IDSP. Strict criteria are applied to the calculation of the distances in order to utilize consistent start points, end points, and routings for all participants in the IDSP. The general guidelines for measuring distances can be found in the IDSP Operating Procedures Manual.

3.1.1 Participation Application All new applicants to the Programs under the IDSP shall submit a Participation Application. The minimum requirements for the sign type are presented, and self-certifying questions for the service facilities are asked (in order to verify compliance with requirements). Separate sample applications are provided for Logo signs, TODS, and SGS in Appendix D.

3.1.2 Participation Agreement Participation Agreements with customers are managed by the Contractor. The Agreement lists the customer name, participating facility name, address, contact information, sign locations, service category, and number of mainlines/ramps/trailblazers signs. Below the customer information are the standard conditions and terms of service, and spaces for the applicant and the Contractor to sign and agree to the terms. Separate agreements exist for Logo Signs, TODS, GMSS, and Supplemental Guide Signs. These agreements are provided in Appendix E.

3.2 Participant Fees The IDSP is funded by revenue generated from participant fees. These fees are collected from the participants by the Contractor and shared with VDOT on a quarterly basis, as applicable under the fee sharing agreements (see Section 4.1.3). VDOT’s portion of the fees are deposited into a special fund, specifically accounted for and used by the VDOT Commissioner solely to defray the actual costs of supervising and administering the signing programs. As directed by Chapter 491 of the Virginia Acts of Assembly – 2005 Session (Senate Bill 813), the fee structure must be

IDSP Management Manual June 2013 reviewed annually to ensure that the program is not used to generate excess revenue beyond what is necessary to operate the IDSP (see Section 2.1). Included in these costs shall be a reasonable margin, not to exceed 10 percent, in the nature of a reserve fund.

The annual fees charged to participants for Logo signs vary based upon the traffic volume on the mainline of the roadway being served, with higher fees being charged on roadways with higher traffic volumes. See the Participation Criteria document in Appendix C for details and the methodology for determining what traffic volume to use. Fees for a commercial SGS are based upon the size of the sign. Fees for TODS are based on the number of signs and structure type. The participant fee structure for the four IDSP programs is shown in Table 2 and is detailed in the Participation Criteria in Appendix C.

A facility requesting a SGS will pay for all costs associated with new construction, maintenance, replacement, and removal of the sign. A fixed annual fee is also charged to participating commercial facilities based upon the size of the sign, with a higher rate per square foot charged for signs more than 12 square feet in area. The fees charged to the participant by the Contractor are shown in Table 3.

3.3 GMSS Participation Logo signs and TODS take priority over GMSS, and as a result, GMSS for categories other than hospitals are not permitted where Logo signs or TODS exist, or space exists for future Logo signs or TODS. GMSS are different with respect to participant fees in that service facilities do not pay a fixed annual fee into the overall IDSP for participation (see Table 2). A $250 application fee per sign is charged to the requesting facility. Upon verification that the facility meets the requirements, a written estimate is provided to the facility by the Contractor. Upon payment of the estimated costs for production, construction, and installation of the signs, the Contractor will order the signs and install them. VDOT is responsible for all costs associated with maintaining the signs and, as necessary, provides replacements signs for life.

3.4 Roadway Construction or Maintenance VDOT, or the Contractor operating on VDOT’s behalf, reserves the right to remove or cover an participating facility’s sign(s) for roadway construction or for routine maintenance of the sign structure, traffic research studies, or whenever deemed in the best interest of VDOT or the public. Participating facilities shall not be entitled to any refunds of fees paid for any time period in which their logo is covered or removed, unless the time the logo is covered or removed exceeds a period of 14 days, in which case they are reimbursed for the entire period that the sign is covered (e.g. if a sign is covered for 20 days, the customer will be reimbursed for all 20 days).

3.5 Bumping Policy “Bumping” is the removal of a participating facility from the Logo sign or TODS for another participating facility of the same service type. Bumping can occur at the conclusion of a participating facility’s agreement period at which time a new participating facility will take the place of the bumped participating facility in lieu of the bumped participating facility being given the option to renew their agreement. The practice of bumping is permitted under specific, limited circumstances described in detail in the IDSP Operating Procedures Manual. Within the Logo program, bumping is permitted within the gas, food, lodging, and attractions categories only. Camping service facilities cannot be bumped.

The Contractor shall provide written notice of the termination of the facility’s participation in the IDSP to the participating facility being bumped at least 30 days prior to the end of its current contract period. The new participating facility that wishes to “bump” another participating facility must submit to the Contractor an application at least 60 days prior to the end of the participating facility’s contract. The bumping process shall not start until the Contractor receives the application of the fully qualified “bumping” participating facility. Full details of the Bumping Policy can be found in the IDSP Operating Procedures Manual. 4 IDSP OPERATING PROCEDURES

The IDSP operating procedures to be followed by the Contractor and by VDOT are described in this section.

4.1 Contractor Procedures

4.1.1 IDSP Inventory Maintenance The IDSP inventory is kept in a database maintained by the Contractor. This tool keeps a record of all signs, sign locations, sign content, and other key attributes related to the participant.

The accuracy of the IDSP inventory is examined during the annual and systematic inspection process. Logo signs, TODS, and SGS and GMSS on interstates are inspected once per year by the Contractor. SGS and GMSS on primary and secondary routes are inspected once every five years. The schedule for inspections is contained within the IDSP contract. When the inspections are performed, the field inventory is compared to the Access database, and the database is updated as needed. The Contractor will provide the database to the VDOT Program Manager upon request.

4.1.2 Collection of Participant Fees The following sections represent the procedures followed for collecting participant fees. The Contractor is responsible for invoicing participants and collecting the required fees (see Section 3.2).

4.1.2.1 Logo Signs Fees for the Logo sign program are typically billed to participants annually 45 to 60 days in advance of renewal with payment due to the Contractor by the February 1 renewal date. For new participants in the Logo program, the first invoice shall be prorated for the proportion of the year between the participant’s start date and the standard contract renewal date of February 1, with all subsequent invoices due on the standard February 1 renewal date.

4.1.2.2 Other IDSP Signs For TODS and commercial SGS, the renewal date is October 1, with invoices sent to participants approximately 45 to 60 days prior to the renewal date (during the month of August). GMSS participants do not pay annual fees, and thus there is no renewal date associated with this program.

4.1.3 Annual Invoicing for Participants The participant revenues from the invoices are collected by the Contractor (see Section 3.2 for the amounts invoiced annually to IDSP participants), and once per quarter VDOT’s portion of the fees are remitted to the VDOT IDSP fund by the Contractor. Since the most substantial portion of the IDSP’s revenue is from the Logo sign

IDSP Management Manual June 2013 program with a February 1 renewal date, the bulk of the total fund transfer from the Contractor to VDOT occurs during the third quarter of the VDOT fiscal year.

Sample invoices are included in Appendix F. The invoice includes a breakdown of fees, and customer service checklist questions where the applicant can rate the Contractor.

4.1.4 Contractor Compensation for Sign Programs The IDSP Contractor is compensated through several methods. The primary source of compensation is through participant fee splits between VDOT and the Contractor. In addition to fee splits, the Contractor receives per sign administrative fees, and hourly rate reimbursement for sight clearing and other maintenance items not directly related to the sign structures, as well as other items requested of the Contractor. The participant fees with VDOT/Contractor fee splits are shown in Table 4.

4.1.4.1 Logo and TODS The Logo and TODS programs are funded entirely through participant contributions. The participants pay an annual fee to participate in their respective programs. The Contractor’s portion of the annual fee is used for sign fabrication (excluding the Logo panels), maintenance, and removal costs. No administrative

fee is paid to the Contractor by VDOT for the Logo and TODS programs. The fabrications of individual Logo panels that appear on Logo signs are not funded by the Contractor’s portion of the annual fees, and are instead funded by the participant.

4.1.4.2 SGS A SGS administrative fee is to be paid to the Contractor by VDOT at a rate of $75 per sign per year. The maximum total of the administrative fees paid to the Contractor by VDOT is $300,000 per year. An inventory of SGS is maintained by the Contractor in a database. The scope of work for the SGS administrative fee is specified in the contract and shall include:

. Conduct general inspections; . Conduct systematic inspections of each SGS in accordance with the schedule set forth in the contract; . Verify eligibility and coordinate construction for any new participating facility requesting a SGS; . Coordinate all maintenance activities for the SGS Program; . Contract with, invoice, and collect fees from those commercial service facilities (non-tax exempt, non- government service facilities) not exempted from such fees; . Develop and collect contracts for all existing and new SGS Program participants; and . Maintain SGS inventory in a database.

4.1.4.3 GMSS For each GMSS, the Contractor will be compensated by VDOT $75 per sign per year. The maximum total of the compensation paid to the Contractor by VDOT is $75,000 per year. A GMSS inventory is maintained by the Contractor in a database.

4.1.4.4 Additional Services The Contractor is responsible for sight clearing of all IDSP signs in accordance with Line of Sight Clearance Guidelines in Attachment B of the Contract. The Contractor is responsible for determining if sight clearing is necessary, and may not proceed with the work without prior notification to VDOT. Compensation made by VDOT for sight clearing at SGS and GMSS sign sites shall occur at a rate of $40 per hour per person involved with the clearing. The Contractor shall provide an estimate to VDOT prior to providing the service. The Contractor does not receive any additional compensation for sight clearing for Logo and TODS.

4.1.5 New Sign Installations The Contractor shall provide site plans for all cases where a new structure is proposed. Site plans for the installation of new IDSP signs shall be submitted by the Contractor to the appropriate VDOT personnel, including but not limited to the Regional Traffic Engineer, Regional Operations and Maintenance Manager, and others as identified by the Regional Traffic Engineering/Operations Divisions. The site plan should meet all current applicable standards and specifications.

The sign location should be chosen and field verified to ensure that:

. Sign is located within VDOT Right-of-Way (determined by VDOT personnel); . Sight distance for the location meets VDOT standards; . Sign is not in conflict with existing underground utilities (including state-maintained utilities that would not be identified when the site is marked in accordance with a Miss Utility ticket);

. Proposed signage location adequately meets the minimum spacing required by the MUTCD for the type of signage, and any other MUTCD requirements that pertain to a specific signage application; . The location of the proposed sign does not interfere with any planned future road work known to the regional VDOT personnel; and . The proposed location fits into the overall traffic signing and marking plan for the area.

The Contractor shall provide proposed sign layout drawings for each new SGS request. Examples of site plans and sign drawings can be found in Appendix G.

All structural and sign fabrication work conducted under the IDSP shall be subject to approval by the appropriate VDOT representative as identified by the VDOT Central Office or Regional Traffic Engineering Division.

4.1.6 Sign Maintenance The Contractor shall perform maintenance to include, but not limited to the following: remove, refurbish or replace signs, structures, panels and other elements as necessary or directed due to normal deterioration, damage, or otherwise providing insufficient service.

Responsibility for the costs associated with maintenance shall be based on the policy for the specific program (see the IDSP Operating Procedures and the Contract).

When maintenance on a particular SGS sign or structure is required, such as a broken, non-reflective, damaged, or missing sign, the Contractor will send notification to either VDOT or the participating facility responsible for the maintenance costs of that sign, depending on which party is financially responsible for sign maintenance. Participating facility owners are responsible for maintenance of SGS, Logo panels, and TODS panels. The Contractor is responsible for Logo background signs and TODS structures. VDOT is responsible for GMSS signs and structures. The letter will include a description of the maintenance needed, the expected cost, and a photograph of the sign in need of maintenance.

A notification of need for repairs is sent to participants when sign maintenance is needed and the participant is responsible for funding maintenance. The letter informs the participating facility of VDOT’s use of the Contractor to administer the IDSP, how the IDSP was created, and that the participant is responsible for funding sign maintenance. The letter attaches a cost estimate, photos of the damaged sign (which are to be enclosed with the letter), and asks the participant to contact the Contractor if the participant expects difficulty in funding the maintenance. A sample letter is included in Appendix H.

For SGS, the VDOT Commissioner or the Virginia Secretary of Transportation reserves the right to remove a sign if a participant does not respond to requests to pay for maintenance. If the participating facility owner disagrees with the finding of the Contractor regarding the need for maintenance, the invoice can be appealed to the VDOT Program Manager, who shall make a final determination regarding the matter.

A two-week schedule of activities is provided to VDOT by the Contractor every Friday morning. This list is sent via e-mail, and includes all construction activities related to sign structures. This e-mail communication is sent to the VDOT Program Manager, the inspectors, contractors, field crews, District Administrators, and other District contacts who have specifically requested inclusion. At this point, VDOT may communicate back with the Contractor if there are any concerns or questions regarding the schedule. Two or more days prior to initiating specific field work, the Contractor will then coordinate directly with the inspectors to arrange for the inspectors to be on-site during any construction activity. The Contractor typically has communications with field staff on a

IDSP Management Manual June 2013 weekly and daily basis. Non-construction activity (such as inspections or switching out Logo panels on an existing sign) can occur without prior notification from the Contractor to VDOT.

4.1.7 Removal of IDSP Signs

4.1.7.1 Signs in Conflict with other Signs The Contractor shall remove and dispose of all IDSP signs that conflict with higher priority traffic control devices (such as regulatory and warning signs) upon notification by the VDOT Program Manager. The Contractor will be compensated for all work associated with removal and disposal of signs. The compensation will come from either VDOT or the requesting participating facility, depending upon who has financial responsibility for maintenance of the sign in question. The Contractor must provide VDOT with a written estimate for the removal of the signs under the SGS and GMSS programs, including supporting documentation and a photo of the sign to be removed. The estimate is to be agreed upon between the VDOT Program Manager and the Contractor prior to the commencement of the work. The Contractor is required to submit photos of the completed work to VDOT in order to be compensated.

4.1.7.2 Signs for Service Facilities no Longer in Compliance with Participation Criteria The Contractor shall remove and dispose of all IDSP signs that are no longer in compliance with minimum participation criteria described in Section 3.1. The compensation will come from either VDOT or the requesting participating facility, depending upon who has financial responsibility for maintenance of the sign in question. The Contractor must provide VDOT with a written estimate for the removal of the signs under the SGS and GMSS programs, including supporting documentation and a photo of the sign to be removed. The estimate is to be agreed upon between the VDOT Program Manager and the Contractor prior to the commencement of the work. The Contractor is required to submit photos of the completed work to VDOT in order to be compensated.

4.1.8 Sign Inspections

4.1.8.1 Sign Inspection and Night Ride The Contractor must perform a visual inspection of SGS, GMSS, TODS, and Logo sign structures at the frequency agreed upon in the Contract. This inspection shall ensure that the signs are intact, sight lines are clear, and that the sign structures appear to meet VDOT standards and specifications.

In the same month as the annual inspection, a night ride shall be performed to assess the retro-reflectivity condition of the Logo panels in the Logo sign program. Specific roadway segments, identified in the Contract will have annual sign inspections and night rides done during a particular calendar month of the year, such that every roadway segment with Logo signs is inspected once per year. The schedule stipulating which roadway segments are evaluated in which calendar month is included in the Contract. Checklist forms for inspections and night rides are in Appendix I.

4.1.8.2 Systematic Inspections Systematic inspections of signs and sign structures are completed following the approved schedule. The formal inspections performed by the Contractor shall utilize the Inspection forms in Appendix J, and shall include, but are not limited to, the following activities:

. Complete Inspection of Logo structures as set forth in Table A-1 of Attachment A of the contract; . Complete Inspection of TODS structures as set forth in Table A-2 of Attachment A of the contract; . Complete Inspection of Supplemental Guide Sign and GMSS structures on primary and secondary routes as set forth in Table A-3 of Attachment A of the contract; . Check for clear sight lines to the signs in accordance with the Line of Sight Clearance Guidelines set forth in Attachment B of the contract, and clear if necessary (compensation will be provided to the Contractor for the Supplemental Guide Sign and GMSS programs); . Remove dirt or obstruction from sign base; . Re-torque all bolts in the structure and breakaway mechanism, if determined necessary by on-site inspection; . Remove dirt, road film, graffiti, and other materials from sign panels and Logo panels; . Repair letters, border, copy, background, rivets, bolts, panels, posts and other structural members as- needed for the Logo and TODS Programs; and, . Document the work.

4.1.8.3 Inspection Forms Inspection forms shall be completed for each sign during the IDSP inspection process, regardless of whether defects or corrective work is identified. By the 20th of each month, a spreadsheet of all completed inspections will be provided to the VDOT Program Manager detailing the inspections that were due in the previous month. Additional information can be recorded in the form at the request of the VDOT Program Manager. Sample inspection forms are in Appendix J.

4.1.9 Participation Certification The Contractor shall complete participation certification checks for service facilities participating in the IDSP. This shall occur upon receipt of the initial application for new participants. Certification for Logos, TODS and GMSS follows the sign inspection schedule for existing participants. The schedules for the certifications are set forth in the Contract.

Two certification forms are used internally by the contractor. The first is the certification form for annual certification checks for each participating facility. The form lists the business name, address, interchange, contract number, and contract status. The form includes a location for a new certification check date and comments. The second form is for night rides. It contains the interchange name and sign structure name, the direction, and a checklist of items to be examined, such as retro-reflectivity of the legend, sign background, and Logo panels, and a space for notes. These forms are provided in Appendix I.

When a participant is responsible for financing repairs to a sign, the Contractor shall send the participant a “Notification of Need for Repairs” letter. The letter shall notify the participant of the need to repair the sign, describe the nature of the repairs, and explain why the participant is financially responsible for the cost of the repairs. Included with the notification letter shall be a photograph(s) of the damaged sign and an estimated cost for completing the repairs. Upon receipt of full payment of the estimated costs from the participant, the Contractor may commence repairs to the sign structure. If the participant does not respond, a letter is sent notifying the participant that their participation in the IDSP may be cancelled if a response is not received. Participants may appeal the findings of the Contractor to the VDOT Program Manager.

4.1.10 Contractor Reporting Some reports are prepared by the Contractor, and other reports are prepared by VDOT for internal use and record- keeping purposes. The following sections describe the various reports prepared for the IDSP.

Monthly Report

Each month the Contractor prepares a report to VDOT showing general statistics for the IDSP. The report shows activity for the period of performance, for each month, and for the year-to-date (defined as a VDOT fiscal year). The Contractor must provide the report to VDOT by the 5th day of each month. The report includes the following data:

. Logo sign and TODS panels/structures installed, summarized by mainline, ramp, and trailblazer. . Number of Supplemental Guide Signs and GMSS Messages displayed. . For the Logo and TODS program, the number of new installs, maintenance completed, switch-outs performed, applications received, and removals completed. . For Supplemental Guide Signs and GMSS, the number of new installs, maintenance completed, applications received/maintenance requests, pending applications, estimates pending customer approval, and removals completed.

A sample monthly report is provided in Appendix K.

Year End Report

At the end of every fiscal year, the Contractor prepares a Year End Activity Report detailing all of the activity in the IDSP. This report is used by VDOT for internal reporting and record keeping. The report is submitted to VDOT on July 20th of each year.

The report includes information regarding the number of contracts and renewal information (number of signs up for renewal, cancelled, renewed, and signs that have yet to be renewed). Trailblazer information is provided as well. A breakdown of all the Logo signs and TODS by service category is provided. Statistics showing the percent change in participation and new interchanges constructed are included as well.

The GMSS and SGS sections of the report include the number of signs in each category, the number of intersections with signs, and the number of signs installed/removed.

The last section of the year-end activity report is the number of saturated exits in each category of the Logo program and SGS program, and the number of saturated intersections in the TODS program.

A sample year-end report is provided in Appendix L.

Quarterly Revenue Report

The Contractor prepares and submits Quarterly Revenue Reports. The Quarterly Revenue Report is to be submitted to VDOT by the 20th day of January, April, July, and October of every year. The report details the payments received by the Contractor under each sign category for the previous quarter and the associated payment to be made to the department.

Biannual SDSAC IDSP Update Reports

The Contractor prepares and submits the Biannual SDSAC IDSP Update Report. The Biannual SDSAC IDSP Update Report is to be submitted prior to the SDSAC meetings in May and November.

4.1.11 Enforcement of Participant Rules and Regulations The Contractor shall be responsible for the enforcement of all participant rules and regulations of the IDSP. Interpretation of the rules requires concurrence from the Program Manager. Any questions or disputes concerning the rules and regulations of the IDSP that cannot be satisfactorily resolved by the Contractor through the normal process shall be referred, in writing by the Contractor, to the Program Manager for further review and action.

4.1.12 Computer Programs, Files, and Data Storage The files for the IDSP are contained within a VDOT compatible database. The database is currently housed on an internal server by the Contractor. The database is backed up nightly by the Contractor and is stored in at least three offsite locations.

4.2 VDOT Operating Procedures

4.2.1 IDSP Field Support Staff In addition to central office staff, each VDOT region has staff assigned to assist with the IDSP. The assigned staff coordinates with the IDSP Program Manager, central office staff, and the IDSP Contractor(s) as needed to support the assigned tasks and responsibilities. VDOT central office staff sends information and instructions annually to the region staff assigned to support the IDSP for that year. The region staff is provided a charge code to record hours (5 hours per week per staff member) associated with a minimum level of service for the program tasks so that the IDSP budget is accurately planned and maintained. Additional hours are charged on an as-needed basis to cover field requests. The Program Manager and Financial Manager are responsible for questions and approvals related to the region staff’s IDSP time charging.

4.2.1.1 Region Staff Responsibilities Provide site plan reviews:

After central office’s initial review and approval of SGS and other IDSP shop drawings, region staff will: . Review site plans and field conditions to assure there are no conflicts with: a) other VDOT structures and equipment b) current or planned projects c) sight distance or other safety related issues . Ensure that the sign message is appropriate for field conditions, does not encroach on adjacent property, and the size of the sign is within VDOT’s right-of-way. . Verify that sign construction meets current Specifications and Standards and the intent of the design plans.

Provide customer service to sign participants:

. Serve as a point of contact for inquiries from potential signing participants, current participants, or the general public and refer the candidate to the IDSP Contractor or Program Manager when necessary.

Provide emergency response for signs:

. Assess downed or damaged sign(s) and dispatch field crew if IDSP Contractor is not available in the area. . Coordinate with IDSP Contractor and Program Manager as needed to provide emergency assistance.

Assist with quality control and asset management tasks:

. Participate in the quality control and asset management responsibilities as described below in section 4.2.4.

4.2.2 IDSP Finance The IDSP is not designed to create a profit, the Code of Virginia § 33.1-12.01 specifies that the reserve cannot exceed 10 percent of total IDSP revenue. The reserve is VDOT’s portion of the net revenue from the IDSP. This revenue is be used to fund VDOT’s future IDSP-related expenses, including program expenditures, special studies and IDSP related safety improvement projects. The Financial Manager is responsible for the administration of the program budget and fiscal planning.

4.2.2.1 Reserve Calculation Process If the reserve exceeds 10 percent during a fiscal year (the VDOT fiscal year is from July 1 to June 30) steps must be taken to reduce the reserve amount in the next year, such that the reserve does not exceed 10 percent for two years in a row.

To calculate the reserve, an accounting of all revenues and expenses for the Logo, TODS, SGS, and GMSS programs must be completed. In addition to program-related expenses, VDOT must take into account any other expenses incurred under the IDSP including any special studies, applications and other administration expenses. The reserve is calculated by taking the total revenues less total expenses. The reserve should be less than or equal to 10 percent of the total IDSP revenue. See Appendix M for summary of revenue and expenses.

4.2.2.2 Procedure for when Calculated Reserve Is Too Large In the event that the calculated reserve exceeds the 10 percent threshold, VDOT will reduce the reserve amount either through the implementation of participant credits applied to the upcoming year’s fees or refunds of fees already paid.

In the past, VDOT has provided one-time refunds when necessary but the preferred method to reduce the reserves balances is through the issuance of credits to participants (a one-time reduction in the fees charged to participants for the following year). Reducing the fees or providing credits to participants will require action from the CTB and modifications to the Contract.

For example, if the reserve is greater than 10 percent for a fiscal year, then the amount of the fees collected by VDOT would be reduced by an amount to allow the anticipated reserve to drop below 10 percent for the next fiscal year.

When an annual fee reduction or one-time credit is calculated, the percentage of an annual fee decrease should be comparable for different IDSP price classifications (such as Logo signs on high-volume and low- volume roadways).

4.2.3 VDOT Reporting Financial Activity Report

A Financial Activity Report is prepared by VDOT and details the finances of the IDSP. It is prepared and available upon request to the SDSAC and General Assembly. The report is necessary to document compliance with the provisions of the Code of Virginia that require the establishment of reasonable fees and a reserve fund of not more than 10 percent. This report is prepared utilizing data provided by the Contractor and is shown in Appendix N.

4.2.4 Quality Assurance/Quality Control Processes VDOT provides quality assurance and quality control (QA/QC) for the IDSP through two major efforts:

. Sign Inventory and Condition Assessments . Construction Inspections

4.3 Special Signing Programs Special Signing Programs include:

. Civil War Trails . Virginia Department of Game and Inland Fisheries Birding and Wildlife Trails . Wayfinding Signage Program . Virginia Waterway/Watershed Signage Program . State Scenic River Program

This signing may be installed on a limited access, primary or secondary facility the authority of VDOT and according to Table 5 below. VDOT may issue a land use permit to others to have the signs installed after the approval of the State Traffic Engineer that the sign is included in the Special Signing Program. Limited access facility permits shall need the approval of the Regional Traffic Engineer. Prior approval from the FHWA shall be required for installation of any special signing programs on the Interstate System. While these Special Signing Programs are conducted alongside the IDSP, they are not within the scope of work of the Contractor and will be administered directly by VDOT unless a contract modification is made.

Details for each specific special signing program, including the applicability of IDSP requirements to those programs, are in the IDSP Operating Procedures Document.

§ 33.1-12. General powers and duties of Board, etc.; definitions.

The Commonwealth Transportation Board shall be vested with the following powers and shall have the following duties:

(1) Location of routes. To locate and establish the routes to be followed by the roads comprising systems of state highways between the points designated in the establishment of such systems, except that such routes shall not include roads located within any local system of roads, within the urban system of highways, or those local roads in any county that has resumed full responsibility for all of the secondary system of highways within such county's boundaries pursuant to § 33.1-84.1. Such routes shall include corridors of statewide significance pursuant to § 33.1- 23.03.

(2) Construction and maintenance contracts and activities related to passenger and freight rail and public transportation.

(a) To let all contracts to be administered by the Virginia Department of Transportation or the Department of Rail and Public Transportation for the construction, maintenance, and improvement of the roads comprising systems of state highways and for all activities related to passenger and freight rail and public transportation in excess of $5 million. The Commissioner of Highways shall have authority to let all Virginia Department of Transportation- administered contracts for highway construction, maintenance, and improvements up to $5 million in value. The Director of the Department of Rail and Public Transportation shall have the authority to let contracts for passenger and freight rail and public transportation improvements up to $5 million in value. The Commissioner of Highways is authorized to enter into agreements with localities, authorities, and transportation districts to administer projects and to allow those localities, authorities, and transportation districts to let contracts with no limit on contract value, and without prior concurrence of the Commissioner of Highways or the Board for highway construction, maintenance, and improvements within their jurisdictions, in accordance with those provisions of the Code of Virginia providing those localities, authorities, and transportation districts the ability to let such contracts. The Director of the Department of Rail and Public Transportation is authorized to enter into agreements with localities, authorities, and transportation districts to administer projects and to allow those localities, authorities, and transportation districts to let contracts with no limit on contract value, and without prior concurrence of the Director of the Department of Rail and Public Transportation or the Board for passenger and freight rail and public transportation activities within their jurisdictions, in accordance with those provisions of the Code of Virginia providing those localities, authorities, and transportation districts the ability to let such contracts. The Commissioner of Highways and the Director of the Department of Rail and Public Transportation shall report on their respective transportation contracting activities at least quarterly to the Board.

(b) The Commonwealth Transportation Board may award contracts for the construction of transportation projects on a design-build basis. These contracts may be awarded after a written determination is made by the Commissioner of Highways or the Director of the Department of Rail and Public Transportation, pursuant to objective criteria previously adopted by the Board regarding the use of design-build, that delivery of the projects must be expedited and that it is not in the public interest to comply with the design and construction contracting procedures normally followed. Such objective criteria will include requirements for prequalification of contractors and competitive bidding processes. These contracts shall be of such size and scope to encourage maximum competition and participation by agency prequalified and otherwise qualified contractors. Such determination shall be retained for public inspection in the official records of the Department of Transportation or the Department of Rail and Public Transportation, as the case may be, and shall include a description of the nature and scope of the project and the reasons for the Commissioner's or Director's determination that awarding a design-build contract will best serve the public interest. The provisions of this section shall supersede contrary provisions of subsection D of § 2.2-4303 and § 2.2-4306.

(c) For transportation construction projects valued in excess of $100 million, the Commonwealth Transportation Board shall require that a financial plan be prepared. This plan shall include, but not be limited to, the following: (i) a complete cost estimate for all major project elements; (ii) an implementation plan with the project schedule and cost-to-complete information presented for each year; (iii) identified revenues by funding source available each year to meet project costs; (iv) a detailed cash-flow analysis for each year of the proposed project; and (v) efforts to be

made to ensure maximum involvement of private enterprise and private capital.

(d) The Commonwealth Transportation Board may award contracts for the provision of equipment, materials, and supplies to be used in construction of transportation projects on a fixed-price basis. Any such contract may provide that the price to be paid for the provision of equipment, materials, and supplies to be furnished in connection with the projects shall not be increased but shall remain fixed until completion of the projects specified in the contracts. Material components of any such contract for annual and multi-year programs, including but not limited to maintenance, may be fixed at the outset of the projects and until completion based on best achievable prices.

(3) Traffic regulations. To make rules and regulations, from time to time, not in conflict with the laws of the Commonwealth, for the protection of and covering traffic on and the use of systems of state highways and to add to, amend or repeal the same.

(4) Naming highways, bridges, interchanges, and other transportation facilities. To give suitable names to state highways, bridges, interchanges, and other transportation facilities, and change the names of any highways, bridges, interchanges, or other transportation facilities forming a part of the systems of state highways. The name of private entities, as defined in § 56-557, located within the Commonwealth shall not be used for such purposes unless such private entity pays to the Department of Transportation an annual naming rights fee as determined by the Board. The Department of Transportation shall place and maintain appropriate signs indicating the names of highways, bridges, interchanges, and other transportation facilities named by the Board or by the General Assembly. The costs of producing, placing, and maintaining these signs shall be paid by the counties, cities, and towns in which they are located or by the private entity whose name is attached to the highway, bridge, interchange, or other transportation facility. No name shall be given to any state highway, bridge, interchange, or other transportation facility by the Commonwealth Transportation Board unless and until the Commonwealth Transportation Board shall have received from the local governing body of the locality within which a portion of the facility to be named is located a resolution of that governing body requesting such naming, except in such cases where a private entity has requested such naming. No highway, bridge, interchange, or other transportation facility previously named by the Board or the General Assembly shall be eligible for renaming by a private entity, unless such naming incorporates the previous name. The Board shall develop and approve guidelines governing the naming of highways, bridges, interchanges, and other transportation facilities by private entities and the applicable fees for such naming rights. Such fees shall be deposited in the Highway Maintenance and Operating Fund.

No name shall be eligible for the naming rights under this subdivision if it in any way reasonably connotes anything that (i) is profane, obscene, or vulgar; (ii) is sexually explicit or graphic; (iii) is excretory related; (iv) is descriptive of intimate body parts or genitals; (v) is descriptive of illegal activities or substances; (vi) condones or encourages violence; or (vii) is socially, racially, or ethnically offensive or disparaging.

(5) Compliance with federal acts. To comply fully with the provisions of the present or future federal aid acts. The Board may enter into all contracts or agreements with the United States government and may do all other things necessary to carry out fully the cooperation contemplated and provided for by present or future acts of Congress in the area of transportation.

(6) Information and statistics. To gather and tabulate information and statistics relating to transportation and disseminate the same throughout the Commonwealth. In addition, the Commissioner shall provide a report to the Governor, the General Assembly, the Commonwealth Transportation Board, and the public concerning the current status of all highway construction projects in the Commonwealth. This report shall be posted at least four times each fiscal year, but may be updated more often as circumstances allow. The report shall contain, at a minimum, the following information for every project in the Six-Year Improvement Program: (i) project description; (ii) total cost estimate; (iii) funds expended to date; (iv) project timeline and completion date; (v) statement of whether project is ahead of, on, or behind schedule; (vi) the name of the prime contractor; (vii) total expenditures of federal transportation funds in each county and city; (viii) total expenditures of state transportation funds in each county and city; (ix) statewide totals for federal, state, and local funds expended for highways; (x) statewide totals for federal, state, and local funds expended for transit; (xi) total funds expended on intercity passenger and freight rail line and trains; and (xii) total funds expended in each federal and state programmatic category. Use of one or more Internet websites may be used to satisfy this requirement. Project specific information posted on the Internet shall be updated daily as information is available.

(7) Policies and operation of Departments. To review and approve policies and transportation objectives of the Department of Transportation and the Department of Rail and Public Transportation, to assist in establishing such policies and objectives, to oversee the execution thereof, and to report thereon to the Commissioner of Highways and the Director of the Department of Rail and Public Transportation, respectively.

(8) Cooperation with other agencies and local governments.

(a) To cooperate with the federal government, the American Association of State Highway and Transportation Officials and any other organization in the numbering, signing and marking of highways, in the taking of measures for the promotion of highway safety, in research activities, in the preparation of standard specifications, in the testing of highway materials and otherwise with respect to transportation projects.

(b) To offer technical assistance and coordinate state resources to work with local governments, upon their request, in developing sound transportation components for their local comprehensive plans.

(9) Transportation.

(a) To monitor and, where necessary, approve actions taken by the Department of Rail and Public Transportation pursuant to Chapter 10.1 (§ 33.1-391.1 et seq.) in order to ensure the efficient and economical development of public transportation, the enhancement of rail transportation, and the coordination of such rail and public transportation plans with highway programs.

(b) To coordinate the planning for financing of transportation needs, including needs for highways, railways, seaports, airports, and public transportation and to set aside funds as provided in § 33.1-23.03:1. To allocate funds for these needs pursuant to §§ 33.1-23.1 and 58.1-638, the Board shall adopt a Six-Year Improvement Program of anticipated projects and programs by July 1 of each year. This program shall be based on the most recent official Transportation Trust Fund revenue forecast and shall be consistent with a debt management policy adopted by the Board in consultation with the Debt Capacity Advisory Committee and the Department of the Treasury.

(c) To recommend to the General Assembly for their consideration at the next session of the General Assembly, objective criteria to be used by the Board in selecting those transportation projects to be advanced from the feasibility to the construction stage. If such criteria are enacted into law, such objectives shall apply to the interstate, primary, and urban systems of highways.

(d) To enter into contracts with local districts, commissions, agencies, or other entities created for transportation purposes.

(e) To promote increasing private investment in Virginia's transportation infrastructure, including but not limited to acquisition of causeways, bridges, tunnels, highways, and other transportation facilities.

(f) To integrate land use with transportation planning and programming, consistent with the efficient and economical use of public funds. If the Board determines that a local transportation plan described in § 15.2-2223 or any amendment as described in § 15.2-2229 or a metropolitan regional long-range transportation plan or regional Transportation Improvement Program as described in § 33.1-223.2:25 is not consistent with the Commonwealth Transportation Board's Statewide Transportation Plan developed pursuant to § 33.1-23.03, the Six-Year Improvement Program adopted pursuant to subdivision (9)(b), and the location of routes to be followed by roads comprising systems of state highways pursuant to subdivision (1), the Board shall notify the locality of such inconsistency and request that the applicable plan or program be amended accordingly. If, after a reasonable time, the Board determines that there is a refusal to amend the plan or program, then the Board may reallocate funds that were allocated to the nonconforming project as permitted by state or federal law. If a locality or metropolitan planning organization requests the termination of a project or does not advance a project to the next phase of construction when requested by the Board and the Department of Transportation has expended state or federal funds, the locality or the localities within the metropolitan planning organization may be required to reimburse the Department of Transportation for all funds expended on the project. If a locality or metropolitan planning organization requests alterations to a project that, in the aggregate, exceeds 10 percent of the total project costs, the locality or the localities within the metropolitan planning organization may be required to reimburse the Department

of Transportation for the additional project costs above the original estimates for making such alterations.

(10) Contracts with other states. To enter into all contracts with other states necessary for the proper coordination of the location, construction, maintenance, improvement, and operation of transportation systems, including the systems of state highways with the highways of such other states and, where necessary, to seek the approval of such contracts by the Congress of the United States.

(11) Use of funds. To administer, distribute, and allocate funds in the Transportation Trust Fund as provided by law. The Commonwealth Transportation Board shall ensure that the total funds allocated to any highway construction project are equal to total expenditures within 12 months following completion of the project. However, this requirement shall not apply to debt service apportionments pursuant to § 33.1-23.3 or 33.1-23.4.

(12) Financial and investment advisors. With the advice of the Secretary of Finance and the State Treasurer, to engage a financial advisor and investment advisor who may be anyone within or without the government of the Commonwealth, to assist in planning and making decisions concerning the investment of funds and the use of bonds for transportation purposes. The work of these advisors shall be coordinated with the Secretary of Finance and the State Treasurer.

(13) The powers of the Virginia Aviation Board set out in Chapter 1 (§ 5.1-1 et seq.) of Title 5.1 and the Virginia Port Authority set out in Chapter 10 (§ 62.1-128 et seq.) of Title 62.1 are in no way diminished by the provisions of this title.

(14) To enter into payment agreements with the Treasury Board related to payments on bonds issued by the Commonwealth Transportation Board.

(15) Establishment of highway user fees for the systems of state highways. When the traffic-carrying capacity of any system of state highways or a portion thereof is increased by construction or improvement, the Commonwealth Transportation Board may enter into agreements with localities, authorities, and transportation districts to establish highway user fees for such system of state highways or portion thereof that the localities, authorities, and transportation districts maintain.

(16) Subject to compliance with applicable federal regulations, the Commonwealth Transportation Board shall establish a plan for identification and acquisition of rights-of-way that may be needed within the corridors designated on the Statewide Transportation Plan.

The term "public transportation" or "mass transit" as used in this title means passenger transportation by rubber- tired, rail, or other surface conveyance which provides shared ride services open to the general public on a regular and continuing basis. The term does not include school buses; charter or sight-seeing service; vehicular ferry service that serves as a link in the highway network; or human service agency or other client-restricted transportation.

§ 33.1-12.01. Fees for participating in the Integrated Directional Sign Program.

In addition to the duties set forth in § 33.1-12 of the Code of Virginia, the Commonwealth Transportation Board shall establish reasonable fees to be collected by the Commissioner of Highways from any qualified entity for the purpose of participating in the Integrated Directional Sign Program (IDSP) administered by the Department of Transportation or its agents that is designed to provide information to the motoring public relating to gasoline and motor vehicle services, food, lodging, attractions or other categories as defined by the IDSP. Such fees shall be deposited into a special fund specifically accounted for and used by the Commissioner solely to defray the actual costs of supervising and administering the signage programs. Included in these costs shall be a reasonable margin, not to exceed ten percent, in the nature of a reserve Fund.

Customer must have completed the qualification application to participate in the Travel Services (Logo) Signing Program, be eligible to participate in said Program, and is subject to all Rules and Regulations pertaining to said Program. This includes the right of VDOT to increase the participation fee. In the event that VDOT exercises its right to increase the participation fee, VL shall have the right to increase the payments due hereunder by providing thirty (30) days prior written notice to Customer. Billing for new customers will be rendered following the date of installation and will be paid within thirty (30) days of receipt. The annual fees for renewing customers will be due on January 31st of the applicable year. During the term of this Contract and any renewal contract, Customer agrees that VL or VDOT personnel may inspect the Customer’s business for compliance with the Participation Criteria, and the Rules and Regulations.

Customer may be “bumped” only at the end of the term of this Contract, or any renewal contract, in accordance with the current VDOT “bumping” policy in the Rules and Regulations. Customer shall provide VL written notice, as provided herein, at least sixty (60) days prior to the end of the term of this Contract of Customer’s intention to cancel or renew this Contract for a one (1), two (2) or three (3) year term, ending on January 31st of the applicable year. If no notice is given by Customer, this Contract shall automatically renew for a one (1) year term, unless the Customer is notified by VL of a “bump” in accordance with the Rules and Regulations. The one (1) year automatic renewal term shall end on January 31st of each calendar year. Nothing herein shall prohibit Customer from giving written notice to terminate this Agreement prior to the expiration of a one (1), two (2) or three (3) year term, however, in such event, Customer will have accelerated the end of the applicable term and may be “bumped” or otherwise lose its right to participate in the Travel Services (Logo) Signing Program in accordance with the Rules and Regulations. No refunds will be given to Customers who choose to cancel their Contract. If Customer is removed for non-payment of fees, or for non-compliance with the Rules and Regulations, they are ineligible to participate for one (1) year from the date of removal at saturated interchanges, however, may be eligible to participate where space is available if they fulfill their previous financial obligations. Any written notice required under this Contract shall be given to the other party by regular mail, postage prepaid, with sufficient proof of mailing which may be either a United States postal certificate of mailing or a certificate of service confirming such mailing prepared by the sender.

Customer is not required to obtain its logo panels from VL and upon request, VL will furnish Customer with a list of fabricators of logo panels. The business sign may consist of brand name, trademark or business name or symbol providing it does not resemble any , symbol, or device. The business sign may not include secondary names. The Customer will retain ownership of the individual logo panels in the event that the Travel Services (Logo) Signing Program is terminated. 3. ART WORK. If VL is requested by Customer to submit art work, then art work submitted by VL shall be approved or substitute art work shall be furnished by Customer within ten (10) days after submission. In case of default in furnishing or approval of art work by Customer, then commencement of service shall be deemed to occur on the dates on which the various spaces are available for service. Customer warrants that approved art work does not infringe upon any trademark or copyright, state or federal. Customer agrees to defend, indemnify, and hold VL and VDOT free and harmless from any and all loss, liability, claims, and demands, including attorney's fees, arising out of the character, contents, or subject matter of any design displayed pursuant to this Contract. VL reserves the right to reject any design or logo not acceptable to VDOT. 4. MAINTENANCE AND REPAIRS. VL will inspect the background signs and the logo panel(s) annually, or as otherwise appropriate. Customer shall promptly notify VL of any damage to or disrepair of the logo panel or logo background sign and VL shall promptly notify Customer of any damage to or disrepair of Customer's logo panels. 5. CANCELLATION AND REFUND. In the event of termination of the Contract between VL and VDOT, Customer will receive a refund from VL for any unearned portion of the payment made by Customer in accordance with this Contract. 6. CUSTOMER represents and warrants that it is, and will continue at all times during this Contract, to be in conformance with all applicable laws and regulations concerning the provisions of public accommodations in its business and shall not discriminate in any way with respect to race, creed, color, sex, religion, age, national origin, or accessibility by the handicapped. 7. COMMENCEMENT OF CONTRACT. The commencement date for service is the actual date of completion of installation, or in the event of a renewal contract, on the stated renewal date which shall be the expiration date of the existing contract. 8. ACCEPTANCE OF CONTRACT. This Contract shall become binding upon execution of a duly authorized officer or agent of Customer and acceptance by an officer of VL. VL may take reasonable time to check credit and retains the right not to accept this Contract. If VL has executed this Contract prior to acceptance by Customer, such execution shall be deemed null and void by VL without notice, if not accepted by Customer and delivered to VL within fifteen (15) days after execution by VL. If Customer fails to notify VL of a change in ownership or change of address, Customer is fully liable for any contractual obligations that arise from the failure to give VL such notice. SEVERABILITY. This Contract is to be governed by and construed according to the laws of the Commonwealth of Virginia. Any provision of this Contract which is prohibited or unenforceable in any jurisdiction shall, as to such jurisdiction, be ineffective to the extent of such prohibition or un-enforceability without invalidating the remaining provisions hereof, and any such prohibition or un-enforceability in any jurisdiction shall not invalidate or render unenforceable such provisions in any other jurisdiction. To the extent permitted by applicable law, Customer hereby waives any provision of law which renders any provision hereof prohibitive or unenforceable in any respect. 10. VL AND VDOT NOT LIABLE FOR DAMAGES ARISING OUT OF THIS CONTRACT. VL and VDOT shall not be liable for loss or damage of any kind whatsoever, arising out of the Customer’s participation in the Virginia Travel Services (Logo) Program in accordance with the terms of this Contract, or the Participation Criteria, and the Rules and Regulations, including any loss or damage which may arise from being “bumped” from participation in the Program. 11. THIS CONTRACT, front and back, as well as the Participation Application, the Standards Conditions attached thereto, and any addenda as may be applicable, as in the case of a Category II Business, constitutes the entire agreement between Customer and VL. VL shall not be bound by any stipulation, condition, or agreement, not set forth herein. Waiver by VL of any breach of any provision of this Contract shall not constitute a waiver of any other breach of that provision or any other provision. Notwithstanding the foregoing, this Contract is subject to the Participation Criteria, and the Rules and Regulations, pertaining to the Virginia Travel Services (Logo) Program in effect and as modified during the term of this Contract and any renewal contracts. 12. TERMINATION FOR DEFAULT. The Contract will be terminated and Customer's logo panel(s) will be removed for default if: the business establishment ceases to exist; Customer fails to make payment of the participation fee; or Customer is found in non-compliance with the provisions of this Contract, the Participation Criteria, or Rules and Regulations, provided that such non-compliances are not corrected within thirty (30) calendar days of written notice, given to the other party by regular mail, postage prepaid, with sufficient proof of mailing which may be either a United States postal certificate of mailing or a certificate of service confirming such mailing prepared by the sender. 13. VDOT MAINTENANCE OR RECONSTRUCTION. Both parties acknowledge that it may be necessary for VDOT to temporarily close various portions and interchanges of an interstate highway for purposes of maintenance or reconstruction. Customer has no claim whatsoever against VL, VDOT or the Contractor for disruption of signing and/or access resulting from such highway closures, or any damages claimed to have arisen there from. If at any time, a logo background sign or logo panel is not in service for a period exceeding seven (7) days, VL shall reimburse the affected business on a prorated basis. Such reimbursement shall include the initial seven (7) day period. If permanent removal of a logo panel is required for any reason, this Contract shall become null and void and a prorated amount will be reimbursed to the Customer. 14. SEASONAL CLOSING. The logo panels for any attractions facility shall be covered, removed, or have an appropriate message added for any period in which the business is closed to the public. No reduction of fees paid or time extension shall be granted for the period the facility is closed. Upon such termination, all unpaid amounts due Customer to VL shall be immediately due and payable.

Category II Customers may be “bumped” only at the end of the term of this Contract, or any renewal contract, in accordance with the current VDOT “bumping” policy contained in the IDSP Operating Procedures. Customer shall provide VL written notice, as provided herein, at least sixty (60) days prior to the end of the term of this Contract of Customer’s intention to cancel or renew this Contract for a one (1), two (2) or three (3) year term, ending on September 30th of the applicable year. If no notice is given by Customer, this Contract shall automatically renew for a one (1) year term, unless the Customer is a Category II participant that is notified by VL of a “bump” in accordance with the IDSP Operating Procedures. The one (1) year automatic renewal term shall end on September 30th of each calendar year. Nothing herein shall prohibit Customer from giving written notice to terminate this Agreement prior to the expiration of a one (1), two (2) or three (3) year term, however, in such event, Customer will have accelerated the end of the applicable term and may lose its right to participate in the Tourist Oriented Directional Sign (TODS) Program in accordance with the participation criteria, procedures, policies, rules, and regulations pertaining to said Program. No refunds will be given to Customers who choose to cancel their Contract. Any written notice required under this Contract shall be given to the other party by regular mail, postage prepaid, with sufficient proof of mailing which may be either a United States postal certificate of mailing or a certificate of service confirming such mailing prepared by the sender.

The terms Virginia Logos (VL) and "Customer" when used herein shall include either singular or plural, masculine or feminine as the case may be; and the provisions of this Contract shall bind the parties mutually and their heirs, executors, administrators, successors, and assigns. Whenever "VL" is used in this contract it shall refer to Virginia Logos, a subsidiary of Interstate Logos, LLC. "Business sign" or “TODS panel” means separately attached sign mounted on a Tourist Oriented Directional Sign (TODS) structure to show the name, brand, type of business, months of operation, or combination of these for the Customer's tourist oriented business available on a crossroad at or near an intersection maintained by VL in accordance with its contract with the Virginia Department of Transportation (VDOT). Contract includes the Participation Agreement, the Standard Conditions attached thereto, and any addenda as may be applicable. A reference to days in this Contract means calendar days unless the reference to business days is expressly stated. Business days for purposes of this Contract mean any calendar day excluding weekends and official holidays of the Commonwealth of Virginia (New Year’s Day; Lee-Jackson Day; Martin Luther King, Jr, Day; George Washington’s Day; Memorial Day; Independence Day; Labor Day; Columbus Day and Yorktown Victory Day; Veterans Day; Thanksgiving Day; Day After Thanksgiving; and Christmas Day). 2. MAINTENANCE AND REPAIRS. VL will inspect the TODS structure and TODS panels annually. Customer shall promptly notify VL of any damage to or disrepair of the TODS panels or the TODS structure and VL shall promptly notify Customer of any damage to or disrepair of Customer's TODS panels within fifteen (15) days of discovery. 3. CANCELLATION AND REFUND. In the event of termination of the Contract between VL and VDOT, Customer will receive a refund from VL for any unearned portion of the payment made by Customer in accordance with this Contract. 4. CUSTOMER represents and warrants that it is, and will continue at all times during this Contract, to be in conformance with all applicable laws and regulations concerning the provisions of public accommodations in its business and shall not discriminate in any way with respect to race, creed, color, sex, religion, age, national origin, or accessibility by the handicapped.. 5. COMMENCEMENT OF CONTRACT. The commencement date for service is the actual date of completion of installation. 6. ART WORK. If VL is requested by Customer to submit art work, then art work submitted by VL shall be approved or substitute art work shall be furnished by Customer within ten (10) days after submission. In case of default in furnishing or approval of art work by Customer, then commencement of service shall be deemed to occur on the dates on which the various spaces are available for service. Customer warrants that approved art work does not infringe upon any trademark or copyright, state or federal. Customer agrees to defend, indemnify, and hold VL and VDOT free and harmless from any and all loss, liability, claims, and demands, including attorney's fees, arising out of the character, contents, or subject matter of any design displayed pursuant to this Contract. VL reserves the right to reject any design not acceptable to VDOT. 7. ACCEPTANCE OF CONTRACT. This Contract shall become binding upon execution of a duly authorized officer or agent of Customer and acceptance by an officer of VL. VL retains the rights to check credit and to not accept this Contract. If VL has executed this Contract prior to acceptance by Customer, such execution shall be deemed null and void by VL without notice, if not accepted by Customer and delivered to VL within fifteen (15) days after execution by VL. The agent, officer or employee of Customer who has executed this Contract hereby represents that he is duly authorized to make this Contract on behalf of the Customer. Customer affirmatively agrees to advise VL whenever there is a change in ownership or change of address. If Customer fails to notify VL of a change in ownership or change of address, Customer is fully liable for any contractual obligations that arise from the failure to give VL such notice. This Contract may be assigned by Customer, upon prior written consent by VL, which shall not be unreasonably withheld, provided that the assignee can fulfill the terms and conditions of this Contract, the Participation Criteria, procedures, policies, rules and regulations, pertaining to the Virginia Tourist Oriented Directional Sign (TODS) Program and further provided that the assignee will use the Customer’s existing TODS panel. 8. SEVERABILITY. This Contract is to be governed by and construed according to the laws of the Commonwealth of Virginia. Any provision of this Contract which is prohibited or unenforceable in any jurisdiction shall, as to such jurisdiction, be ineffective to the extent of such prohibition or un-enforceability without invalidating the remaining provisions hereof, and any such prohibition or un-enforceability in any jurisdiction shall not invalidate or render unenforceable such provisions in any other jurisdiction. To the extent permitted by applicable law, Customer hereby waives any provision of law which renders any provision hereof prohibitive or unenforceable in any respect. 9. VL AND VDOT NOT LIABLE FOR DAMAGES ARISING OUT OF THIS CONTRACT. VL and VDOT shall not be liable for loss or damage of any kind whatsoever, arising out of the Customer’s participation in the Virginia Tourist Oriented Directional Sign (TODS) Program in accordance with the terms of this Contract, or the Participation Criteria, procedures, policies, rules and regulations pertaining to said Program, including any loss or damage which may arise from being “bumped” from participation in the Program. 10. THIS CONTRACT, front and back, as well as the Participation Application, the Standard Conditions attached thereto, and any addenda as may be applicable, constitutes the entire agreement between Customer and VL. VL shall not be bound by any stipulation, condition, or agreement, not set forth herein. Waiver by VL of any breach of any provision of this Contract shall not constitute a waiver of any other breach of that provision or any other provision. Notwithstanding the foregoing, this Contract is subject to the Participation Criteria, and the procedures, policies, rules and regulations, pertaining to the Virginia Tourist Oriented Directional Sign (TODS) Program in effect and as modified during the term of this Contract and any renewal contracts. 11. TERMINATION FOR DEFAULT. The Contract will be terminated and Customer's TODS panel(s) will be removed for default if the location or facility ceases to exist; Customer fails to make payment of the participation fee, is found in non-compliance with the provisions of this Contract, the Participation Criteria, or the procedures, policies, rules and regulations pertaining to said Program, provided that such non-compliances are not corrected within thirty (30) calendar days of written notice, given to the other party by regular mail, postage prepaid, with sufficient proof of mailing which may be either a United States postal certificate of mailing or a certificate of service confirming such mailing prepared by the sender. 12. VDOT MAINTENANCE OR RECONSTRUCTION. Both parties acknowledge that it may be necessary for VDOT to temporarily close various portions and interchanges of a roadway for purposes of maintenance or reconstruction. Customer has no claim whatsoever against VL, VDOT or the Contractor for disruption of signing and/or access resulting from such highway closures, or any damages claimed to have arisen there from. If at any time, a TODS panel or structure is not in service for a period exceeding seven (7) days, VL may reimburse the affected business on a prorated basis. Such reimbursement may include the initial seven (7) day period. If permanent removal of a TODS panel or structure is required for any reason, this Contract shall become null and void and a prorated amount will be reimbursed to the Customer. 13. Any seasonal business, or business closing must notify VL, and have their TODS panels removed or covered. TODS panels shall be replaced or uncovered during open season or upon reopening of a business which temporarily closed. A $50 fee per panel, per occurrence shall be charged for the installation or removal of the panel or associated covering device.

This correspondence is being sent to you by Virginia Logos, the private contractor that is under contract through the Virginia Department of Transportation (VDOT), to administer Virginia’s Supplemental Guide Sign program. This program is part of Virginia’s Integrated Directional Sign Program (IDSP).

On September 16, 2004, the Commonwealth Transportation Board (CTB) approved the inclusion of the Supplemental Guide Sign Program in the newly created IDSP. You may visit VDOT’s web site http://www.virginiadot.org/infoservice/sign-default.asp to learn more about Supplemental Guide Signs and the IDSP.

One of the changes made to the Supplemental Guide Sign program at that time is the manner in which the maintenance of a customer’s signs will occur. For general information regarding maintenance of signs, please visit our Virginia Logos’ website at www.virginialogos.com.

The purpose of this letter is to notify [Customer] that as a result of a routine inspection of [Customer’s] Supplemental Guide Sign directing motorists to its facilities along [Route ___] (Sign), the Sign is in need of maintenance in accordance with the IDSP. I have enclosed a picture showing the current condition of the Sign for your easy reference.

Please find the enclosed cost estimate for the maintenance costs associated with the above mentioned sign. The amount of the cost estimate must be paid prior to the ordering of materials and/or the maintenance of the sign being completed. This cost is just an estimated amount. Any additional amount due after the completion of the required maintenance will be billed to you, or any overpayment amount will be refunded to you, once the maintenance has been completed.

In addition, Virginia Logos is in the process of converting all of its existing customers into updated Participation Agreements. Accordingly, enclosed please also find a new Participation Agreement, together with the Standard Conditions. Please sign the Participation Agreement where indicated, and return it to Virginia Logos at the address noted on the previous page. Please keep in mind the Participation Agreement will not be enclosed if one has already been received by Virginia Logos.

PREFACE

The Integrated Directional Signing Program (IDSP) consists of four sign programs that guide drivers to motorist services, attractions, tourist destinations, and other points of interest. Refer to the Integrated Directional Signing Program (IDSP) Operating Procedures for more information on the four sign programs, the organization of the ISDP, participation criteria and relevant sections of the Code of Virginia.

This IDSP Quality Control Manual describes the quality control practices and procedures that are currently being performed for the signs included in the IDSP. This manual was prepared to provide VDOT personnel responsible for the operation of the IDSP a resource describing the quality control processes being undertaken. The processes outlined in this manual were created with the goal of improving the overall quality of the ISDP by reviewing newly constructed and existing signs for conformity with the latest VDOT and Federal Highway Administration (FHWA) standards and specifications.

1 IDSP OVERVIEW AND MANAGEMENT

1.1 Program Organization The Integrated Directional Signing Program (IDSP) was created by the Virginia Department of Transportation (VDOT). The IDSP is administered by VDOT through its Traffic Engineering Division (TED) and consists of over 12,000 signs throughout the Commonwealth. Within TED, at its Central Office location, a Program Manager is designated. The Program Manager is ultimately responsible for the execution of the IDSP and may utilize VDOT staff and/or a contractor to conduct day-to-day operations of the IDSP. The program serves as an umbrella for four sign programs identified in the Federal Highway Administration’s (FHWA’s) Manual on Uniform Traffic Control Devices (MUTCD), as well as a few specific Special Signing Programs. The signs in the IDSP are used to guide drivers to motorist services, attractions, tourist destinations, and other points of interest.

The sign programs within the IDSP include:

x Specific Travel Service Signs (Logo) – offer directional guidance to specific brands or service providers of gas, food, lodging, camping, and attractions at interchanges along the interstate system and other controlled-access roadways x Tourist-Oriented Directional Signs (TODS) – provide directional guidance to tourist-oriented business, service, and activity facilities along primary and secondary roadways x Supplemental Guide Signs (SGS) – guide motorists to specific cultural, recreational, historical, governmental, educational, military, and other facilities that are of significance to travelers x General Motorist Services Signs (GMSS) – inform motorists through the use of standard symbols of the availability of services such as Gas, Food, Lodging, Camping, or Hospitals x Special Signing Programs - include the following sign programs not in the MUTCD: Civil War Trails, Virginia Department of Game and Inland Fisheries Birding and Wildlife Trails, Virginia Waterway/Watershed Signage Program, and the State Scenic River Program (for assessment purposes, these sign programs are categorized with the Supplemental Guide Signs)

The IDSP does not include general guide signs directing motorists to cities, towns, villages, or communities; named roads, streets, and highways; or community wayfinding signs.

An independent contractor, herein referred to as the IDSP contractor, is responsible for maintaining existing signs and constructing new signs in accordance with the latest VDOT and FHWA requirements. It is the IDSP contractor’s responsibility to work closely with the VDOT personnel responsible for the operation of the IDSP, herein referred to as VDOT staff, to make sure that new IDSP signs are installed per contract requirements and that existing signs are also maintained per contract requirements.

The IDSP contractor is also required to maintain and update a database of all signs in the IDSP. As new signs are installed and existing signs are maintained, the location and key characteristics of the signs are tracked in the database. VDOT, or a representative of the program designated by the IDSP Program Manager, herein referred to as the designee, is responsible for the quality control of the database. The

[ 1 ] VDOT IDSP Quality Control Manual January 2016 designee is hired by VDOT for program support services. On a quarterly basis, the designee performs quality control on the database and then the IDSP contractor provides the updated database to VDOT.

Specific participation criteria, sign design, sign location, and other regulations for signs in the IDSP program can be found in the Integrated Directional Signing Program (IDSP) Operations Procedures Manual.

As a response to increasing demand and need for the program, this IDSP Quality Control Manual was developed to document the current quality control and assessment practices performed by VDOT regarding the IDSP.

1.2 Quality Control Processes The following two quality control practices are currently performed for the signs included in the IDSP:

1.2.1 Inventory and Condition Assessments

Inventory and condition assessments are performed on existing IDSP signs throughout the Commonwealth. On a regular basis throughout each year, VDOT and/or its designee conduct sign condition assessments to document the condition of key aspects of sign panels and structures (e.g., sheeting, foundation, retroreflectivity). These assessments document whether sign panels and structures are in good, fair, or poor condition. If deficiencies are identified during the assessment process, VDOT notifies the IDSP contractor to perform repairs within a reasonable timeframe. The number of quality control reviews conducted each year is contingent upon the available budget. This inventory and condition assessment process is described in detail in Chapter Ϯ.

1.2.2 Construction Inspections

Construction inspections are performed during both the construction of new IDSP signs and the repair of existing IDSP signs. VDOT or its designee conducts construction inspections of new sign installations and sign repairs performed by the IDSP contractor to document that construction is performed in accordance with the most recent versions of the applicable standards, specifications, and approved construction plans. The construction inspection process is described in detail in Chapter ϯ.

The IDSP follows VDOT and FHWA regulations and guidelines for the design, construction and placement of signs. The IDSP Management Manual provides guidelines for the operation of the program with regard to participation criteria, fees, approval processes, and enforcement of rules and regulations. All work associated with IDSP shall conform to the most recent versions of applicable codes and standards. Applicable codes and standards include, but are not limited to, the following:

2 INVENTORY AND CONDITION ASSESSMENTS

IDSP signs are recorded and categorized by sign type in a database accessible through ArcGIS, Microsoft® Access, and Microsoft® Excel. The IDSP contractor is responsible for maintaining the database. Each sign is given a structure number, which is associated with one or more unique contract numbers representing each customer on the structure.

A goal of the IDSP condition assessments is to conduct assessments of each sign once every five years depending on the availability of funds. VDOT IDSP staff, or a designee, conducts assessments every year on a portion of the IDSP signs and provides the IDSP Program Manager with the following information:

x Deficiency report x Geodatabase of the assessment data x Digital photos documenting the assessment results

The condition assessments are conducted to identify signs that need immediate repair (see Section 2.4 for criteria). The primary assessment goal of the IDSP is to keep the amount of signs flagged with deficiencies during the condition assessments at or below 10% for each year.

2.1 Inventory and Condition Assessment Requirements This section describes the minimum requirements for the IDSP condition assessment and inventory program.

2.1.1 Data Collection Hardware and Software A web based inventory data collection application was developed for the IDSP Program that uses the platform developed and maintained by Fulcrum Mobile Solutions, LLC. The Fulcrum application contains a project application to collect the sign attributes required for the inventory and condition assessments. The project application is password protected, with access granted by the IDSP Program Manager or designee. Edits to the project application may only be made by the IDSP Program Manager or the designee, while edits to the inventory and condition assessments can be made by all who have been granted access by the IDSP Program Manager or the designee.

Prior to any inventory and condition assessments being performed, an up-to-date inventory for the IDSP Program is uploaded to the project application. Once an inventory and condition assessment has begun, the fields within the project application may be populated for the given sign structure. It is the intent of the IDSP to use accurate equipment to perform inventory and condition assessments. An Android or iOS device equipped with cellular data, a Bluetooth enabled GPS device (to boost location accuracy), and with flash photography capabilities is required to perform inventory and condition assessments. Refer to Appendix A for the latest device (hardware and software) specifications and procedures.

2.1.2 Post-Processing Software A post-processing macro created in Microsoft® Excel is used to produce a summary of overall deficiency results for each structure and each individual panel. Refer to Appendix A for the latest post-processing software specifications and procedures.

2.1.3 Field Personnel Consistent and accurate assessments are critical to the success of the IDSP quality control program; therefore, all personnel associated with this project shall be trained in IDSP sign condition assessments prior to conducting assessments. See Appendix B for the current IDSP Assessment Training Manual.

Field personnel must adhere to all current VWAPM procedures and have an active certification for Basic Work Zone Traffic Control when working in VDOT right-of-way.

2.1.4 Field Work Equipment Field work equipment, where applicable, must meet current VDOT Work Zone Safety requirements. The following list of equipment is required for condition assessment work: Equipment Checklist • Torque wrench (1/2" drive) • Deep sockets: 7/8", 1-1/16", 1-1/8", 1-1/4", 1-5/16", 1-1/2", 1-7/16", 1-5/8" • 30' tape measure • Hard hats •Safety vests • Vehicle-mounted flashing lightbar • Android or iOS device (See Appendix A) • IDSP Assessment Training Manual (See Appendix B) • IDSP Assessment Summary Sheet (See Appendix C)

2.1.5 Assessment Attributes When conducting inventory and condition assessments, it is important to collect information on various characteristics of signs including sheeting, foundation, and retroreflectivity. As VDOT and FHWA requirements change and as the inspection process is refined, the specific attributes collected for each sign may change. For the latest sign attributes to be collected during an inventory and condition assessment refer to Appendix D.

2.2 Data Collection Process

2.2.1 Field Work and Data Collection Process (Daytime Assessment) Step 1: Locate Sign and Determine Inventory Type

x Follow guidelines in the VWAPM to safely park vehicle to access the sign location.

Step 2: Edit Existing Sign Database or Create New Sign Entry

x If the structure is present in the Fulcrum application, edit the attributes within the Fulcrum application. The structure number and all contract numbers associated with the sign are prepopulated in the application. x If the structure is not present in the Fulcrum application, create a new entry and assign the structure number 99,999. For each panel, assign a contract number equal to the panel number (i.e., Panel 2 on a new structure should be given the contract number 2). x Each entry in the Fulcrum application is limited to four panels on one structure. If a structure has more than four panels (not including supplemental plaques), create a new entry for the fifth and any additional panels. Assign the same structure number plus “.2” (i.e., if structure 4502 has 5 panels, the fifth panel should be inventoried under structure number 4502.2). x If only one contract number is provided for structures with multiple Logo TB panels, assign the contract number plus “(panel number)” to each panel (i.e., if contract 263 applies to two panels, 263.1 and 263.2 should be assigned to panels 1 and 2, respectively). Step 4: Perform Daytime Sign Assessment The following steps for the sign assessment may be performed in any order: x Collect Data o In the Fulcrum application, enter information for both structure attributes, sign panel attributes, and supplemental plaque attributes. x Update Structure Status Determine the status of the inventory. The structure status is not critical to the inventory results, but should be used to help the field personnel keep track of which signs have been completed during both the daytime and nighttime assessments. The mapped pins in the Fulcrum application are colored based on the structure status. o Not Yet Inventoried - The sign has not yet been visited by field personnel. This is the default status for all signs. o Day Inventory Complete - The day inventory is complete and the sign is safe to inventory at night. o Night Inventory Complete - If the sign is not safe to inventory at night (e.g., curb and gutter, unsafe shoulder), the sign may be marked as “Night Inventory Complete” after the daytime assessment. o Not Found - No sign is present in the general location provided by the IDSP contractor. o Canceled - All contracts associated with this structure have been canceled. No inventory is necessary.

x Determine Inventory Type Determine the type of inventory (listed below) to be completed and record the inventory type in the Fulcrum application. o Full Inventory (FI) ƒ Sign is present and in the general location provided by the IDSP Contractor. ƒ The entire inventory may be completed. ƒ Proceed to Step 4. o Partial Inventory (PI) ƒ Sign is present and in the general location provided by the IDSP Contractor. ƒ The entire inventory may not be completed. Coordinates, certain photos, and attributes may not be collected. One example where a partial inventory may be collected is for an overhead sign on the interstate. ƒ Proceed to Step 4and collect the information that is available. o Not Found (NF) ƒ No sign is present in the general location provided by the IDSP Contractor. ƒ Report the status to the IDSP Contractor to determine if the structure has been removed from IDSP Program. o Wrong Location (WL) ƒ No sign is present in the general location provided by the IDSP Contractor. ƒ The message provided indicates that the sign should not be located in this general location. One example is a sign directing motorists to the University of Richmond, but the coordinates provided show that it is mapped in Lynchburg. This does not apply to signs that are located within the general area correctly but have incorrect coordinates (the process to update these coordinates is described in Step 4 under “Verify GPS Coordinates”). ƒ Report the status to the IDSP Contractor so that an accurate location can be provided for future inventory. o Construction Zone (C) ƒ Sign is present and in the general location provided by the IDSP Contractor. ƒ Sign is located in a construction zone. ƒ Do not inventory. Report the status to the IDSP Contractor so structure can be inventoried at a later date. o No Attempt (NA) ƒ Sign is present and in the general location provided by the IDSP Contractor. ƒ Sign not safe to inventory or other issues present that restrict accessibility. ƒ Provide a brief description in the Fulcrum application (in the attribute prompt “Notes – Structure”) and report the issue to the IDSP Contractor. The structure may be inventoried at a later date depending on the issue that is restricting accessibility.

x Sign Sight Distance Requirements o Check the line of sight clearance for the sign structure using guidelines in the FHWA Vegetation Control for Safety document. A daylight picture should be taken from the right shoulder at the approximate required sight distance listed in Error! Reference source not found.. The daylight visibility should also be recorded in the structure attribute section of the Fulcrum application. Additionally, damage photos should be taken of the structure or of the individual panel(s) for any features that are observed to be poor or deficient according to the guidelines in Appendix B. o For signs with only one foundation, the foundation photo should be taken under the “Foundation (Left)” photo location. For signs with two foundations, use the “Foundation (Left)” and “Foundation Right” photo. For signs with more than two foundations, take additional foundation photos under “Damage – Structure”.

x Retroreflectivity Assessment o Determine if the sign can safely be accessed at night to capture the nighttime photo. A night assessment may be performed at a sign if it has a full width shoulder or level terrain adjacent to it. A night assessment should not be performed at a sign adjacent to curb and gutter. If the sign is not accessible at night, assess the retroreflectivity during the day. The retroreflectivity should be assessed for each panel and supplemental plaque individually, as well as for all logo plates associated with an individual panel. If the sign is accessible at night, the retroreflectivity should be assessed during the nighttime assessment (see Step 2 in Section 2.2.2). Additionally, indicate (in the attribute prompt “Retroreflectivity Assessment” in the pictures section of the Fulcrum application) if the retroreflectivity assessment took place during the daytime or nighttime assessment.

x Verify GPS Coordinates o To view and edit the structure location, press the location button on the Fulcrum application to access the “Set Location” page shown in Figure 2. Use engineering judgment to determine if the pin location requires updating. If the sign is in the correct location, nothing needs to be completed for this step. T If the structure’s location needs to be updated, drag the pin identifying the structure to the correct location. Use the aerial imagery and the location indicator as references. Additionally, indicate (in the attribute prompt “Location Changed”) that the structure’s location has been updated in the structure attributes section of the Fulcrum application. 2.2.2 Field Work and Data Collection Process (Nighttime Assessment) Step 1: Locate Sign

x Follow guidelines in the VWAPM to safely park vehicle to access the sign location.

Step 2: Photo Assessment

x Perform a visual assessment of sign panel, logo plate, and supplemental plaque retroreflectivity in accordance with the latest FHWA Sign Retroreflectivity Guidebook and the latest version of the MUTCD. Without exiting the vehicle, take a photo of the sign(s) with the tablet camera flash on for documentation of nighttime sign condition. One picture is sufficient for all panels on a single structure.

o Verify that the nighttime photo is clear. o Verify that the photo is not oversaturated by the camera flash in combination with the safety light bar flash.

Step 3: Evaluate Retroreflectivity x Evaluate the sign panel, logo plate, and supplemental plaque retroreflectivity using Figure 3 as a guideline. Record the retroreflectivity for all panels, plates, and supplemental plaques in the panel attribute sections within the Fulcrum application.

Step 4: Exit Location x Follow guidelines in the VWAPM to safely exit the sign location.

2.3 Data Output, Retrieval and Use Once the sign inventory information is collected in the data collection device, it should be downloaded as soon as reasonably possible to back up the collected data. Refer to Appendix A for the latest post- processing software requirements and procedures.

2.4 Deficiency Criteria and Reporting Deficiency criteria were developed to categorize each sign structure and panel surveyed as “Good”, “Fair”, or “Poor”. Sign structures and panels are considered to be in “Good” condition unless they meet the “Poor” or “Fair” criteria. A Microsoft® Excel-based macro was created to query the results and assign a deficiency rating to each structure and panel. Once the results have been queried, deficiency reports may be created using the Mail Merge feature in Microsoft® Publisher.

2.5 Sign Maintenance and Repair Once a deficiency report is generated, it is the responsibility of VDOT and/or its designee to provide this information to the IDSP contractor. The IDSP Contractor shall repair deficient signs in accordance with the latest VDOT and FHWA requirements and in a timely manner.

Once the IDSP contractor has completed the repairs, VDOT, or its designee, may conduct construction inspections for the repaired signs. This construction inspection process is described in Chapter ϯ.

3 CONSTRUCTION INSPECTIONS

VDOT, or its designee, conducts on-site construction inspections of the installation of new IDSP signs and repairs to existing IDSP signs. The frequency of these reviews is dependent on the location of the sign, the type of sign, and type of work being performed. Construction inspections shall be conducted for all signs supported by VDOT Type V-A and Type VI-A structures (I-beam supports) and all sign installations or repairs that require lane closures. The target inspection sampling rate for the installation and repair of other signs is 25%. In addition, overlays should be spot checked. The construction inspection sampling rate goals are summarized below in Table 2.

3.1 Personnel Requirements It is critical to the success of the IDSP quality control program that construction reviews be conducted in a consistent and accurate manner; therefore, all personnel associated with this project shall be trained in IDSP sign construction reviews prior to carrying out assignments. All personnel shall also adhere to all current VWAPM procedures, and shall have the required work zone safety certifications and shall comply with the most recent version of the MUTCD when exposed to traffic on VDOT right-of-way. At a minimum, the individuals conducting the reviews of sign installations must possess the following VDOT certifications:

x VDOT Basic Work Zone Traffic Control x VDOT Materials Certification: Concrete Field

3.2 Construction Inspection Process All sign inspections shall conform to the most recent versions of applicable codes, standards, and specifications. All inspections shall be documented daily by the inspector (VDOT or its designee) on the VDOT form titled Integrated Directional Signing Program Construction Inspection Report. Completed IDSP Construction Inspection Report forms are to be submitted on a monthly basis to VDOT staff. The IDSP Construction Inspection Report form consist of the following sections:

x General information x Daily log report x Sign structure, tree trimming, work area protection, and sign foundation checklists x Photo log x Materials testing records, if applicable x Pay quantities, if applicable A copy of the Integrated Directional Signing Program Construction Inspection Report form can be found in Appendix E and the information required on the form is summarized in the following sections.

3.2.1 General Information Record the general identifying information about the inspection and structure using the list below.

3.2.2 Daily Log Report The inspector must provide a summary of work performed during the inspection and the time the inspector was on site. For re-inspections of signs with previously observed deficiencies, the report should state the previous deficiency and if the deficiency was corrected. Any deficiencies or deviation from specifications and standards should be indicated.

3.2.3 Sign Structure Perform a construction inspection of the sign structure to verify the following items are in accordance with the most recent versions of the VDOT Road and Bridge Specifications and VDOT Road and Bridge Standards:

x Verify that the sign structure is plumb after installation x Verify that the VDOT identification tags are installed correctly x Verify that the sign was fabricated to specifications x Verify that breakaway holes are present and properly located for wood posts exceeding 4 inches x Verify sign patching, repair techniques and materials x Verify that sign panels are installed correctly (angle, spacing, and secure) x Verify sign retroreflectivity meets specifications x Note specific areas where signs are not meeting specifications and standards in Daily Log Report section x Note any sign panel damage in Daily Log Report section x Note any deficiencies in the Daily Log Report section.

3.2.4 Work Area Protection Verify that traffic control measures performed on–site are in accordance with the latest version of the VWAPM.

x Perform worker safety checks x Review Work Zone Safety Checklist

Note any deficiencies in the Daily Log Report section.

3.2.5 Tree Trimming Verify that vegetation was removed according to the VDOT Policy for Tree and Brush Trimming, and Arbor Specifications. Note any deficiencies in the Daily Log Report section.

3.2.6 Sign Foundation Perform an inspection of the sign foundation to verify the following items are in accordance with the most recent versions of the VDOT Road and Bridge Specifications and VDOT Road and Bridge Standards:

x Verify that breakaway support systems are installed appropriately x Verify that the foundation meets the installation detail standards for that sign type x Verify that a non-standard foundation meets design plans and specifications x Verify that excavation is completed to the required depth and width When applicable, the IDSP contractor may be required to collect concrete cylinders and provide to VDOT and/or its designee lab for testing. The IDSP contractor shall provide VDOT and/or its designee with materials testing results for any concrete used in the installation and repair of signs. It is the

[ 17 ] VDOT IDSP Quality Control Manual January 2016 responsibility of VDOT and/or its designee to review the materials testing results for conformity to the latest VDOT Road and Bridge Specifications.

3.2.7 Photo Log Digital photographs, with data stamp, should be taken during the inspection. Photos should capture, at a minimum, the completed sign and any deficiencies that are present at the completion of construction. Other photos may include the work zone setup, excavation, and foundation.

Appendix A – IDSP Data Collection Device Requirements

This Appendix describes the minimum data collection device requirements for the IDSP inventory and condition assessments. Prior to beginning any work associated with the IDSP inventory, the following equipment and software should be made available.

Data Collection Device

Hardware Requirements An Android or iOS device is required to perform inventory and condition assessments. The data collection device shall have flash photography capabilities and shall be equipped with a Bluetooth enabled GPS device to boost location accuracy to a preferred 5 meter range.

The following items are not required, but are recommended to accompany the data collection device:

x Waterproof, shockproof case for the data collection device x Digital camera – in case of camera malfunction on the data collection device

Software Requirements Each data collection device shall have access to the Fulcrum application. Fulcrum is a platform for building and deploying mobile data collection applications that is created by Spatial Networks, Inc. The application may be downloaded for free from Google Play Store or iTunes. To access the project application for the IDSP inventory and condition assessments, log in to the Fulcrum application using the IDSP contractor generated username and password. If the project application does not appear, use the refresh button within the Fulcrum application to update all accessible project applications.

Within the Fulcrum application settings, turn on the “Auto-Sync Record Edits” setting, and set photos to synchronize using “Cellular or WiFi”. Screenshots of the described functions on an iOS device are provided in Figure A-1 and Figure A-2.

Data Download and Post-Processing To export data, follow the steps outlined in Figure A-3 through Figure A-5. The data may be exported in any of the provided file format types within the Fulcrum application, but “Excel XLSX (.xlsx)” is the preferred file format type. All photos should be included in the export (Figure A-5). A post-processing macro has been created in Microsoft® Excel to produce a summary of overall deficiency results for each structure and each individual panel. Once the results have been processed, deficiency reports may be created using the Mail Merge feature in Microsoft® Publisher.

For the purposes of performing sign assessments, sign attributes and features follow a consistent naming convention as shown in Figure D - 1 and Figure D - 2.

Field assessments are performed based on a visual and/or manual evaluation of specific sign attributes. Table D - 1 contains the list of attributes included in the Fulcrum application to document the field assessment results.

Separate damage photos should be taken separately for each sign panel, each supplemental plaque, and for the structure, if applicable. If a structure has only one foundation, take the foundation photo under “Foundation (Left)”.
