Israeli Politics Rutgers University – New Brunswick Department of Political Science Fridays 11:30am – 2:30pm Scott Hall Room 206 Instructor: Geoffrey Levin Email: [email protected] Office Hours: Fridays, Upon Request Course Description: In proportion to its size, Israel is perhaps the most discussed and debated country in the world. Yet despite the global focus on Israel, few onlookers actually have a strong understanding of Israel’s complex and fragmented political system. This course will help you gain such an understanding by introducing you to the many political institutions, ideological visions, and demographic divisions that have driven Israeli politics from 1948 through the present day. While the course will familiarize you with many of the specifics of Israel – a Jewish state located in the Middle East – it also aims to give you a broader understanding of politics and how political institutions operate. Politics is, in a basic sense, the interaction between people and governing institutions. As a result, a considerable focus will be on the political institutions and peoples of modern Israel. Institutions include state organs such as the Knesset (the Israeli parliament), the judiciary, the premiership, and the military, as well as intermediaries such as political parties and the ideologies that guide them. You will also learn about the many ways people in Israel define themselves – Druze Arabs, the ultra-Orthodox (Haredim), Palestinian Christian citizens of Israel, Ethiopian Jews, Religious Zionist Jewish settlers, African asylum seekers, Ashkenazi Jews, Mizrahi/Sephardic Jews, LGBT Israelis, Israeli Arab Muslims, and others, with a focus on how these groups identify politically and how they interact with the Israeli political system. -

Auditing Israeli Democracy – 2007 Cohesion in a Divided Society Asher Arian, Nir Atmor, Yael Hadar The Israel Democracy Institute is an independent, non-partisan body on the seam of academia and politics. The Institute proposes policy recommendations and reforms for government and public administration agencies. In its plans and endeavors, the Institute strives to support the institutions of Israel’s developing democracy and consolidate its values. The Institute’s research is followed up by practical recommendations, seeking to improve governance in Israel and foster a long-term vision for a stable democratic regime adapted to the structure, the values, and the norms of Israeli society. The Institute aspires to further public discourse in Israel on the issues placed on the national agenda, to promote structural, political, and economic reforms, to serve as a consulting body to decision-makers and the broad public, to provide information, and present comparative research. Researchers at the Israel Democracy Institute are leading academics directing projects in various areas of society and governance in Israel. The IDI Press produces, markets, and distributes the results of their work in several series of books (“The Democracy Library”), policy papers, the Caesarea Forum Series, periodicals, and conference proceedings. The Guttman Center was established in its present form in 1998, when the Guttman Institute for Applied Social Research became part of the Israel Democracy Institute. Professor Louis Guttman founded the original Institute in 1949 as a pioneering center for the study of public opinion and the advancement of social science methodology. The goal of the Guttman Center is to enrich public discourse on issues of public policy through the information retrieved from the Center’s databases and through public opinion surveys conducted by the Center. -

Peter Beinart : The Failure of the American Jewish Establishment 1/11 The Failure of the American Jewish Establishment June 10, 2010 by Peter Beinart In 2003, several prominent Jewish philanthropists hired Republican pollster Frank Luntz to explain why American Jewish college students were not more vigorously rebutting campus criticism of Israel. In response, he unwittingly produced the most damning indictment of the organized American Jewish community that I have ever seen. The philanthropists wanted to know what Jewish students thought about Israel. Luntz found that they mostly didn’t. “Six times we have brought Jewish youth together as a group to talk about their Jewishness and connection to Israel,” he reported. “Six times the topic of Israel did not come up until it was prompted. Six times these Jewish youth used the word ‘they‘ rather than ‘us‘ to describe the situation.” That Luntz encountered indifference was not surprising. In recent years, several studies have revealed, in the words of Steven Cohen of Hebrew Union College and Ari Kelman of the University of California at Davis, that “non-Orthodox younger Jews, on the whole, feel much less attached to Israel than their elders,” with many professing “a near-total absence of positive feelings.” In 2008, the student senate at Brandeis, the only nonsectarian Jewish-sponsored university in America, rejected a resolution commemorating the sixtieth anniversary of the Jewish state. Luntz’s task was to figure out what had gone wrong. When he probed the students’ views of Israel, he hit up against some firm beliefs. First, “they reserve the right to question the Israeli position.” These young Jews, Luntz explained, “resist anything they see as ‘group think.’” They want an “open and frank” discussion of Israel and its flaws. -

The students have enrolled to study subjects including law, sciences, business and medicine. At least 37 of the students have university places and scholarships in Europe and North America, while hundreds of others are due to travel to universities in countries in the Middle East and elsewhere. Several of these students have been denied permission to leave Gaza since last year. Certain fields of study are limited or not available at Gaza’s universities, especially at post-graduate level. This is notably the case for sciences, as Gaza’s universities lack the resources for advanced research and the Israeli authorities restrict the import of necessary equipment and material. By denying students permission to pursue their studies abroad, the Israeli authorities are ultimately denying the Palestinian community the benefit of their future contribution. The Israeli authorities’ refusal to allow these students to leave Gaza to pursue their studies in universities abroad violates their right to education, which is set out in the International Covenant on Economic, Social and Cultural Rights (ICESCR), to which Israel is a state party. The ICESCR stipulates that: “The States Parties to the present Covenant recognize the right of everyone to education. They agree that education shall be directed to the full development of the human personality and the sense of its dignity, and shall strengthen the respect for human rights and fundamental freedoms…” (Article 13.1).
