Executive Summary

Budget making in Pakistan has traditionally been an exclusive domain of the government. The budget books depict the priorities of the government spending in different sectors. The budget books are in technical language that is not easily understandable by the general public. This gives an opportunity to government to keep the things non-transparent. One such example is block allocations in budget. Block allocations are the allocations whose purpose of spending is not clearly mentioned in the budget. The block allocations have captured a significant share out of the total budget as is obvious from the budget books of Punjab for the FY 2013-14. Fearing that block allocations will inflate and can invite civil society wrath, the policy makers in Punjab has devised another sanctuary for such allocations. This new safe heaven is called “OTHERS”.

The study investigates the share of block allocations, “other” allocations and project specific allocations respectively for the FY 2013-14. The report has targeted different government departments where the block allocations have been allocated separately under Revenue and Capital budget and in these project allocations, the budget has been demanded without any specifications. The results of the analysis are quite interesting. The total Development Budget allocated for the fiscal year 2013-14 for Punjab is Rs. 300 billion. The budget placed under the block allocations is Rs. 143 billion constituting 48% share in the total budget for the respective year, whereas, Rs. 59 billion (20%) budget allocations are placed under the head of “Others”. This raises a big question mark to the transparency and accountability of the current Government.

Social Sector In this section, we have highlighted the social sectors, which include higher education, school education, health, LG & CD, literacy, water supply and sanitation, special education, regional planning, youth affairs and sports, social protection and district development packages. The total budget allocated for the social sector in Punjab Development Budget for the FY 2013-14 is Rs. 107 billion, of which Rs. 56 billion (53%) of the budget is placed under block allocations whereas, Rs. 37 billion (35%) should also be considered as block allocation as it does not specify any detail about the budget divisions.
