Executive Summary

Democracy is a system that ensures active involvement of people at every step of governance, even in budget making process. However, the budget-making process in Pakistan has been largely obscure. People have either little or no opportunity to participate in the budget making process. This disconnection of the public with the governance related matters, affects the quality of life of the masses both: directly and indirectly. There is a dire need of making this process participatory enough so as to ensure that the budgets are made while considering the actual needs in various sector, rather than merely following the old patterns of prioritizing selective sectors. It is the time of relocation of monetary resources from the well nourished sectors to the deprived ones and this can be done with the mutual collaboration of the public and government.

Unfortunately, no major steps have been taken by any government or political party to make this process participatory and people-oriented till date.

Such deceptive and non-transparent budget processes give rise to ghost allocations, more appropriately termed as “Block allocations”. The block allocations make it difficult to determine those expenditure heads that would be met using this sum of money, hence creating an ambiguity for the general public. As a consequence, expenditure for a given sector cannot be determined accurately from the budget books. Centre for Peace and Development Initiatives (CPDI) has taken the matter in hand by conducting a case study on Budget Transparency and Accountability, which sheds light on the block allocation component of the budget books. This case study on Budget Transparency and Accountability is a case study based on the Punjab Development Budget 2014-15, which reveals that the total budget allocated for the said fiscal year is Rs. 358 billion, which holds Rs. 58 billion (16%), share of block allocations as compared to previous year budget (2013-14), that had 48% share of block allocations. However, the share of other allocations has significantly increased to be 46% in comparison to 20% share of other allocations in budget for the fiscal year 2013-14. The development budget for the fiscal year 2014-15 has seen drastic decrease in the allocation of budget under the “Block Allocations”.

Social Sector

In this section, we have highlighted the social sectors, which include higher education, school education, health, LG & CD, literacy, special education, regional planning, youth affairs and sports, social protection and district development packages. The total budget allocated for the social sector in Punjab Development Budget for the FY 2014-15 is Rs. 109 billion , of which Rs. 4 billion (5%) of the budget is placed under block allocations whereas there was 53% share of block allocation in the Punjab Development Budget 2013-14. Further, Rs. 59 billion (61%) of “Other Allocations” should also be considered as block allocation as it does not specify any detail about the budget divisions.
