FOOTHILLS REGIONAL RESULTS The Foothills Region had another great year presenting our innovative and curriculum linked programs to students in grades 5-12.

FCSSAA June 23, 2017 BOARD MEETING HIGHLIGHTS

PROVINCIAL OFFICE UPDATE (Joyce Mellott) Stars of Alberta Volunteer Awards The Culture and Tourism minister, the Honourable Ricardo Miranda, announced that nominations are now open for Albertans to nominate and recognize amazing volunteers in their communities.

On a daily basis, volunteers help to deliver important social, cultural and recreational programs that improve life and conditions for Albertans. This is one way that volunteers can be recognized and have their stories shared. Nominations can be submitted online or download the nomination form at culturetourism.alberta.ca/stars. The deadline for nominations is September 15.

Joyce’s office will be sending the information out to all FCSS programs.

Income Support Service Standards On June 13, the ministry announced some new service standards for the Income Support Program to make access to the program more consistent and fair for all Albertans.

The ministry has made the following commitments: • You will be able to talk to us about your needs today. • You will be helped today if you are facing an emergency • You will be offered an appointment to take place within five business days if your need is not an emergency • You will receive your benefits within five business days of approval.

Delivery regions will be tracking their performance against these standards. The public accessing services will be able to provide feedback on the standards or their income support experience through an online feedback form.

FCSS 50th Anniversary Celebrations This year so far, they are aware of three FCSS Programs celebrating their 50th anniversaries. Joyce attended one for where their original FCSS Director was present and shared stories about his early experiences, (Jerry Archibald).

They also attended a recent celebration in Camrose. Westlock will be hosting their 50th celebration in July.

Spring Regional Meetings Regional meetings have concluded. The meetings went well with lots of good discussion happening.

The Ministry is working on setting up some meetings with the Metis Settlements (one in the NW and one in the NE) to follow-up and build on the meeting they had with them last year regarding the FCSS Regulation. The meeting will include a session on outcome measures with one of the Outcome Measures Trainers. An invitation will be sent to Deb Teed to attend.

FCSS Regulation Review Cabinet has extended the FCSS Regulation for a five-year period to June 30, 2022. Initially the recommendation, as advised by legal services, was to eliminate the expiry date.

The Ministry believes that the five-year decision was the result of the investment of new funding and renewed focus on FCSS and preventive social services and the need for assurance that the program is meeting the needs of communities. This means the Ministry will have to revisit the Regulation prior to expiry in 2022.

Program policy opportunities identified in the course of the Regulation review will be followed up on through the Program Advisory Team and the Directors’ Network Committee.

2016 Annual Program Reports Approximately 68 % of the 2016 annual reports have been submitted to date and are in various stages of review. Connor Gaughan has been working with individual FCSS programs to help them complete their reports and provide more detailed information about their programs.

They have had some questions from the spring meetings about the additional information requested. The intent is to provide searchable information as well as to move toward a unified reporting system.

Outcome Measures A letter and highlights of the 2014 Provincial Progress and Outcomes Report was sent to FCSS programs in May to thank them for their progress on measuring and reporting on outcomes. Highlights provide a breakdown of the programs reporting as well as frequently used measures.

The 2015 outcome reports are being reviewed and the data is being rolled up. The 2016 Outcome Report template was loaded on the system and so far, 32 programs have reported. They expect the numbers will increase as we get closer to the end of July.

Action on Resolutions We are waiting on responses from the Ministries to set up meetings to discuss the resolutions brought forward in 2016. Stay tuned for more!

FCSSAA Conference We are moving along well with the fall conference planning with the help of the Yellow head Region! It will be a comprehensive and informative conference and! we are excited to bring it to you. This year’s theme is “The Power of Inclusive Communities” stay tuned; more on the way!

FCSSAA Website The website is coming along as planned and will be hosting the online learning modules.

Early Childhood Coalitions The coalitions are in full swing with their planned activities over the busy summer months and will be preparing their mid-year reports (interim) by July 31, 2017. The FCSSAA also has the assistance of a student to develop a provincial website that will be ready for launch by the fall.

Thank you for the input you recently provided on the FCSS Regulation review, which was set to expire on June 30, 2017. The review has concluded, and the expiry date has been extended until June 30, 2022.

I believe this decision signifies government’s commitment to the FCSS program, and understands the important role it plays in meeting unique and diverse preventive social services needs and priorities for Albertans throughout the province.

Here’s what we heard from your feedback:

 The FCSS Regulation is working as intended.  Only minor housekeeping amendments resulting from changes to the professional legislation for accountants were identified.  The Regulation contains references to the Canadian Institute of Chartered Accountants and their new title under the Chartered Professional Accountant’s Act is now the Chartered Professional Accountants (CPA) of Canada.  The minor amendments will update the Regulation to reference the new name.  Opportunities were identified for better flexibility, capacity building and program accountability.  While the opportunities identified do not affect the Regulation itself, improved communication, policy discussions and clarification of eligibility under the Regulation will help to improve understanding and administration of the program.  We will work with the re-established Program Advisory Team – in collaboration with the FCSSAA – to address new and emerging trends and research in preventive social services.  Current policy will be reviewed to ensure that FCSS programs can continue to build capacity in communities, do not duplicate services and remain flexible and accountable.

We look forward to continuing to work with you in strengthening communities through FCSS.

FCSSAA has new Summer Students Taylor Gerard is working with the FCSSAA staff to create a new FCSSAA website. This new website will host the online training modules currently being developed by Lana Wells on behalf of Directors’ Network, and will also feature a refreshed resource bank. Taylor is a student at NAIT in the Digital Media and IT program.

Kena Shah will be working to develop the Early Childhood Coalitions of Alberta (ECCA) website in addition to working with the intranet used by the coalitions called CoLab. Kena is a third year student in Computer Engineering at the University of Alberta.

FCSSAA Conference The FCSSAA Annual Power of Prevention Conference will take place from November 8-10th, 2017 at the Fantasyland Hotel. Look for a conference flyer to be in your inbox by the first week of July with the complete program brochure and registration information available in September.

FCSSAA Storybook A reminder that the deadline for submissions to the 2017 FCSSAA Storybook is June 30. If you know that you have a story to submit, and are unable to make this deadline, please contact Colleen at [email protected].

FCSSAA Achievement Awards By now you should have received a nomination package for the 2017 FCSSAA Achievement Awards. These awards were created to recognize the best in FCSS programs and people from across the province, so don’t be shy! Nominate a program that you’re especially proud of- maybe it’s achieved some great results, or it’s addressing a previously unmet need in your community. Or, you know of such a program taking place in a different town or village, and you want everyone else to know about it too. We’ve also broken down the Outstanding Individual Achievement Awards in to two streams this year- one for FCSS staff and one for volunteers so get those nominations in to us. The deadline for submissions is September 8.

FCSSAA Membership Fees for 2017-2018 In June, 2015, the FCSSAA Board voted to increase membership fees by 5% per year over a three year period. Leading up to this decision was the fact that FCSS program fees had not been increased for several years due to the lack of any additional funds in the provincial FCSS budget; however, with the change to the provincial budget in 2015, and to offset the increasing operating costs of the Association, a new fee structure was approved.

Although a decision was made to maintain existing rates for the 2016-2017 fiscal year, a 5% increase will be implemented for 2017-2018, with the change reflected on your September membership invoice.
