Airports Financial Manager Okaloosa county Airports invites applications for Airports Financial Manager Destin-Fort Walton Beach, Florida THE AIRPORTS: The Okaloosa County Airport system is comprised of three airports: Destin-Fort Walton Beach Airport (VPS), Bob Sikes Airport (CEW) and Destin Executive Airport (DTS). Destin-Fort Walton Beach Airport (VPS) provides daily scheduled air service on American, Delta and United Airlines to Atlanta, Charlotte, Dallas and Houston, with 800,000 passengers served per year. VPS jointly utilizes the airfield with Eglin Air Force Base through an Enhanced Use Lease (EUL) and a Joint-Use Agreement (JUA). Bob Sikes Airport (CEW) services the defense and aerospace industry and serves as the region’s industrial base providing a home to several aerospace manufacturing and modification companies. L-3 Communications/Crestview Aerospace is one of the largest non-governmental employers in the County. Aerospace giant Lockheed Martin, Qwest Airparts and Sunshine Aero are also located at CEW and prosper from being surrounded by land uses conducive for industrial functions. Destin Executive Airport (DTS) is predominately utilized by large private and corporate aircraft and provides immediate accessibility to coastal communities and resorts for privately owned aircraft operators. Located in the heart of Destin, this general aviation facility consists of a single 5,000 foot runway and facilitates over 65,000 annual flight operations comprised of small engine to larger business jet sized aircraft. THE COMMUNITY: Okaloosa County is located in the northwestern portion of the state of Florida, extending from the Alabama state line to the Gulf of Mexico. Home to one of the largest military installations in the world, it is no surprise that a large percentage of our community revolves around the Aerospace & Defense industries. The Gulf of Mexico offers sugar-white beaches, bountiful fresh seafood, chartered boat cruises, and personal watercraft sports. Okaloosa County sells itself! With an estimated 13.6 million people visiting the Emerald Coast annually, Okaloosa enjoys its stable year-round consumer activity. Although tourism peaks in the spring and summer, vacationers and part- time residents enjoy the mild fall and winter months. Okaloosa is home to the “World’s Luckiest Fishing Village.” There are over 100 charter and party boats with deep-sea bottom- fishing as one of the specialties of the Destin Fleet, the largest in the World. There are offshore and inshore fishing opportunities with multiple fishing piers available. Freshwater fishing can be enjoyed in the Blackwater, Shoal and Yellow Rivers. THE POSITION: Reporting to the Airports Director, the Airports Financial Manager performs, and coordinates the financial management and analysis, budgeting, recording, and reporting; contractual management with vendors, lessees, and sub-lessees; and related financial functions for the Airports Department. This position performs highly complex and politically sensitive financial strategies and administrative operations; analyzes financial, legal, and organizational impact of issues; develops recommendations and communicates and negotiates with other agencies as required. In addition, this position plans, develops, organizes, implements, and evaluates fiscal function and performance. MINIMUM QUALIFICATIONS: Bachelor’s degree in Accounting, Finance, Business Management, or closely related field; supplemented by five (5) years of progressively responsible experience in accounting, preferably for a general aviation or air carrier operation (FAR part 139); or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Certified Public Accountant, Certified Public Finance Officer or Certified Government Finance Officer certification is preferred. Experience with FAA/FDOT grant requirements and reimbursement procedures preferred. Experience with contracts, purchasing and construction management is preferred. In 2015, I embarked on a new adventure with the Operations Department as the Operations Administration Manager overseeing the department budget, managing both the high school and college internship programs, employee engagement efforts, and most recently developing an agency-wide THANK YOU EVENT 4 wellness program. You may have seen me during the 2018 Annual FAC Conference in SPONSORS Tampa, Florida this past year. As part of the Host Committee, I managed all volunteer activity, helped develop sessions and organized events. Our actions, thoughts and prayers are with them and we hope for quick normalcies to return. It has been a whirlwind of happenings at VPS and all your airports are thriving with success. VPS has experienced double digit growth for the past 24 consecutive months over previous year periods with a track to reach nearly 1.5 million passengers who have traveled Local Hero’s Family through our doors in 2018. Most rewarding, is the amount of new jobs created due to the Departs VPS to Receive significant growth; 493 new jobs have been created in the past ten months alone. The growth Medal of Honor is fantastic; yet, it brings capacity challenges that are the highest of priorities to ensure Page 2 we continue to exceed our customers’ expectations. It is hard to single out any one event; however, our highlight event of the summer was recognizing the family of Master Sergeant John Chapman as they flew out of our airport to receive his posthumously-awarded Medal of Honor from the President in Washington, D.C., which you’ll read about below. Thank you to all the public and the USAF for the strong turnout of support, what a fabulous day it was! We are proud to host community events like this that celebrate and connect both local military and Destin Executive wins civilians who travel through our airport each day.
