Okaloosa county Airports invites applications for Airports Financial Manager Destin-Fort Walton Beach, Florida THE AIRPORTS: The Okaloosa County Airport system is comprised of three airports: Destin-Fort Walton Beach Airport (VPS), Bob Sikes Airport (CEW) and Destin Executive Airport (DTS). Destin-Fort Walton Beach Airport (VPS) provides daily scheduled air service on American, Delta and United Airlines to Atlanta, Charlotte, Dallas and Houston, with 800,000 passengers served per year. VPS jointly utilizes the airfield with Eglin Air Force Base through an Enhanced Use Lease (EUL) and a Joint-Use Agreement (JUA). Bob Sikes Airport (CEW) services the defense and aerospace industry and serves as the region’s industrial base providing a home to several aerospace manufacturing and modification companies. L-3 Communications/Crestview Aerospace is one of the largest non-governmental employers in the County. Aerospace giant Lockheed Martin, Qwest Airparts and Sunshine Aero are also located at CEW and prosper from being surrounded by land uses conducive for industrial functions. Destin Executive Airport (DTS) is predominately utilized by large private and corporate aircraft and provides immediate accessibility to coastal communities and resorts for privately owned aircraft operators. Located in the heart of Destin, this general aviation facility consists of a single 5,000 foot runway and facilitates over 65,000 annual flight operations comprised of small engine to larger business jet sized aircraft. THE COMMUNITY: Okaloosa County is located in the northwestern portion of the state of Florida, extending from the Alabama state line to the Gulf of Mexico. THE POSITION: Reporting to the Airports Director, the Airports Financial Manager performs, and coordinates the financial management and analysis, budgeting, recording, and reporting; contractual management with vendors, lessees, and sub-lessees; and related financial functions for the Airports Department. This position performs highly complex and politically sensitive financial strategies and administrative operations; analyzes financial, legal, and organizational impact of issues; develops recommendations and communicates and negotiates with other agencies as required. In addition, this position plans, develops, organizes, implements, and evaluates fiscal function and performance. MINIMUM QUALIFICATIONS: Bachelor’s degree in Accounting, Finance, Business Management, or closely related field; supplemented by five (5) years of progressively responsible experience in accounting, preferably for a general aviation or air carrier operation (FAR part 139); or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Certified Public Accountant, Certified Public Finance Officer or Certified Government Finance Officer certification is preferred. Experience with FAA/FDOT grant requirements and reimbursement procedures preferred. Experience with contracts, purchasing and construction management is preferred.
