Written evidence submitted by East Turkistan Government in Exile (XIN0078) The East Turkistan Problem and How the UK Should Address it East Turkistan Government in Exile The East Turkistan Government in Exile (ETGE) is the democratically elected official body representing East Turkistan and its people. On September 14, 2004, the government in exile was established in Washington, DC by a coalition of Uyghur and other East Turkistani organizations. The East Turkistan Government in Exile is a democratic body with a representative Parliament. The primary leaders — President, Vice President, Prime Minister, Speaker (Chair) of Parliament, and Deputy Speaker (Chair) of Parliament — are democratically elected by the Parliament members from all over the East Turkistani diaspora in the General Assembly which takes place every four years. The East Turkistan Government in Exile is submitting this evidence and recommendation to the UK Parliament and the UK Government as it is the leading body representing the interests of not only Uyghurs but all peoples of East Turkistan including Kazakhs, Kyrgyz, Uzbeks, and Tatars. More importantly, the ETGE has submitted the first ever legal complaint to the International Criminal Court against China and its officials for genocide and other crimes against humanity. We would like the UK Government to assist our community using all available means to seek justice and end to decades of prolonged colonization, genocide, and occupation in East Turkistan. Brief History of East Turkistan and the Uyghurs With a history of over 6000 years, according to Uyghur historians like Turghun Almas, the Uyghurs are the natives of East Turkistan. Throughout the millennia, the Uyghurs and other Turkic peoples have established and maintained numerous independent kingdoms, states, and even empires. -

Contemporary Racial Formation in China: Interactions Between Africans and Local Chinese in Guangzhou, China A THESIS Presented to The Faculty of the Department of Anthropology The Colorado College In partial fulfillment of the requirements for the degree of the Bachelor of Arts By Jiumei Gao The Colorado College May/2016 1 Abstract In the 19th century, China encountered the first group of European colonialists and other foreigners. Nationalism, including views on different races, started to form. In the 20th century, ideas of racial categories and how Chinese people belong to the more superior “Yellow race” continued to develop and triggered national pride and rebellion against colonialists. During the Mao-era, nationalism was temporarily replaced with communism, but soon came back after Mao died in 1976. In the 1980s when China opened its market, people of the world, especially of the developing countries, were driven to China for its massive economic opportunities. As a result, Chinese people started to practice ideas of nationalism in their daily interactions with foreigners. This study took an ethnographic approach in order to examine the practice of nationalism in daily life among Chinese residents in Guangzhou, which has the largest African population throughout the country. The study included an explicit review of the historical development of China’s nationalism, along with a one-month ethnographic field research project that utilized interviews with 22 Chinese and 14 Africans in areas with higher concentration of Africans in Guangzhou. The results show that racism against Africans is commonly expressed among the Chinese participants. I found that their rationale of anti-African racism mostly originates from the structure of China’s nationalism that has been building since the 19th century. -

First Contact Between Ya'qūb Beg and the Qing
Journal of Asian and African Studies, No., Article First Contact between Ya‘qūb Beg and the Qing e Diplomatic Correspondence of * Shinmen, Yasushi Onuma, Takahiro e collection of the National Palace Museum in Taipei includes a Turkic let- ter sent to the Qing Dynasty in early 1871 by Ya‘qūb Beg (1820?–77), who established a political regime over the oasis cities of Xinjiang in the late 19th century. Here we introduce this Turkic document and consider the activities and intentions of Ya‘qūb Beg at that time. e aim of this paper is to reveal new facts about contacts between Ya‘qūb Beg and the Qing Dynasty. In 1870, Ya‘qūb Beg went on an expedition to Turfan and Urumchi and extended his territory to the east. During this campaign, Ya‘qūb Beg released and returned the Qing officials captured in Turfan and Urumchi by the Tungans and sent this letter to the Qing. e letter carefully explains how his conquest and rule of Xinjiang were legitimate; his actions were rationalized as the will of God and thus beyond human intellect. From the letter, we appreciate Ya‘qūb Beg’s desire to have the Qing acknowledge that his rule was an accom- plished fact. The Qing authorities in Hami immediately replied with the “Letter of Admonition,” in which clearly states that Xinjiang was part of the Qing’s “dynastic territory.” At the same time, the authorities began to explore possi- bilities for cooperation not only with the local Chinese militias, but also with the Tungans for defense against Ya‘qūb Beg. -

0 General aim: To give institutions a report as unbiased, independent and reliable as possible, in order to raise the quality of the debate and thus the relative political decisions. Specific aims: To circulate this report to mass media and in public fora of various nature (i.e. human rights summits) as well as at the institutional level, with the purpose of enriching the reader’s knowledge and understanding of this region, given its huge implications in the world peace process. As is well known, for some years now highly politicised anti-Chinese propaganda campaigns have targeted the Xinjiang Uygur Autonomous Region, often spreading groundless, non-verifiable or outright false information, triggering on these bases a sanctions war and causing serious damage to international relations. There is a dramatic lack of unbiased and alternative documentation on the topic, especially by researchers who have lived and studied in China and Xinjiang. This report aims to fill this gap, by deepening and contextualising the region and its real political, economic and social dynamics, and offering an authoritative and documented point of view vis-à- vis the reports that Western politicians currently have at their disposal. The ultimate goal of this documentation is to promote an informed public debate on the topic and offer policymakers and civil society a different point of view from the biased and specious accusations coming from the Five Eyes countries, the EU and some NGOs and think-tanks. Recently some Swedish researchers have done a great job of deconstructing the main Western allegations about the situation in the autonomous region of Xinjiang. -

The Chinese statist project of occupying, minoritising and securitising different ethno-national peoples of Central Asia such as Uyghurs and Tibetans, with their own claims to homelands, is a colonial project. Focusing on China’s securitised and militarised rule in Xinjiang and Tibet, the article will argue that the most appropriate lens through which this can be understood is neither nation-building, nor internal colonialism but modern colonialism. It argues that the representation of Uyghurs and Tibetans as sources of insecurity not only legitimises state violence as a securitising practice but also serves contemporary Chinese colonial goals. -

While Timurid fine art such as miniature painting has been extensively studied, the literary production of the era has not been fully explored. Abd al-Rahman Jami (817/1414- 898/1492), the most renowned poet of the Timurids, is among those Timurid poets who have not been methodically studied in Iran and the West. Although, Jami was recognized by his contemporaries as a major authority in several disciplines, such as science, philosophy, astronomy, music, art, and most important of all poetry, he has yet not been entirely acknowledged in the post Timurid era. This dissertation highlights the significant contribution of Jami, the great poet and Sufi thinker of the fifteenth century, who is regarded as the last great classical poet of Persian literature. It discusses his influence on Persian literature, his central role in the Naqshbandi Order, and his input in clarifying Ibn Arabi's thought. Jami spent most of his life in Herat, the main center for artistic ability and aptitude in the fifteenth century; the city where Jami grew up, studied, flourished and produced a variety of prose and poetry. -

Clashes of Universalisms: Xinjiang, tianxia and Changing World Order in 19th Century Zhiguang Yin 1 The history of Xinjiang, or in a geographic sense, the region including predominately the Zhungarian Basin, Tarim Basin, and Turpan basin, is contested. 1 However, this contestation has affected not only the territorial, spatial and political-economic configuration of the region of Xinjiang/’Chinese Turkistan’; it also affected China’s own conception of world order. From 1759 to 1884, Qing Empire changed its understanding of the strategic significance of “Xinjiang” region. By investigating the Chinese shifting political understanding of its western border in the context of 19th-century European colonial expansion, this paper hopes to demonstrate that challenges emerged in “marginal” regions like Xinjiang help to shape Qing’s understanding of the emerging new world order based on the principle of modern international law. Originated in the European historical context, the discourse of international law gave a particular focus on “real international person,” which is constituted by a clearly defined sovereign territory and people settled on it.2 This discourse gained its universality through the political confrontations among Chinese, Russian, and British Empires starting from 19th century. During this process, the traditional Confucius “tianxia” (under heaven) world-view, which emphasizes cultural recognition began to ebb away. We could also see that the languages of ethnicity and national independence were used pragmatically through the process of colonial expansion against the Qing’s administrative authority in these peripheral regions. The case of Xinjiang provides us a window to review the historical process in which the Eurocentric universalism of international law acquiring its universality. -

Racism, religion and governmentality in China the Muslim rebellion in the 19th century Yuehua Dong Field of study: Religion in Peace and Conflict Level: Master Credits: 30 credits Thesis Defense: Spring 2016 Supervisor: Mattias Gardell Department of Theology Uppsala University 1 Abstract: This thesis consists of historical narratives on Muslim rebellion (1864-1877) in Xinjiang together with several parts of theoretical applications on racial-culturalism, nationalism, governmentality and further discussion on colonialism in the 19th century of China. By taking this 14 years’ historical event as a prototype, with analysis on historical archives, thesis has explored lots of issues which reflect ethnic conflicts on religion, racial-culturalism and governmentality on Xinjiang. With discourse analysis as leading method in analyzing original archives, this thesis depicts racial notions as “shengfan (raw barbarian)”, “shufan (cooked barbarian)” as core opinions in rulers’ political colonial view, hence formed Chinese unification and national identity and even influenced on governmentality in Xinjiang in Qing dynasty. And this vigilance of Qing rulers came from a mixed political consideration which combined islamophobia with frontier security issues. The results of the analysis indicate that there are three features from the events within the empiric materials’ analysis: there was strong evidence to present Qing rulers’ political discourse on ethnocentric view also with racial cultural superiority; the formation of Chinese nationalism was changed with enlarging territory; defects in Qing’s governmentality in Xinjiang became a blasting fuse which led to rebellion. By this researching conclusion, this paper provides more inspirations and indications on perspectives like cultural differences, Qing’s governmentality, frontier security and unification thought in rulers since ancient times. -

THE TUNGAN REBELLION: AN EXAMINATION OF THE CAUSES OF THE MUSLIM REBELLION IN MID- NINETEENTH CENTURY NORTHWEST CHINA Lewis Ouksel “Seek knowledge, even to China” – The Prophet Muhammad The Tungan Rebellion was a great uprising of the Hui1 in the Northwest of China during the mid-nineteenth century. The rebellion began in 1862 as a series of local level conflicts between Hui and Han militias in the Wei River Valley in Shaanxi province but grew to encompass the entire province as well as those of Gansu, Ningxia and Xinjiang. The Rebellion itself took place during a period of great unrest when a number of rebellions were raging throughout China. Indeed, it is somewhat surprising that the Qing managed to maintain themselves as a dynasty. Nevertheless, the Qing did recover and managed to defeat the majority of the rebels by 1873, although Xinjiang was not subdued until 1878. However, the Tungan Rebellion, unlike the Taiping Rebellion, or even the other great Muslim Rebellion in Yunnan, has not received a great deal of attention from Western scholars. Those who have addressed it tend to gloss over the specific causes of the rebellion, either blaming it on religious antipathy between the Hui and their Han neighbors, or focusing more on the outcome of the rebellion. There are a number of reasons for the actions of the Hui in northwest China in beginning the rebellion. Most importantly is the very breakdown in social order at the time. The Tungan Rebellion was the last in a series of rebellions that were anti-Qing in sentiment and were occupying the regime. -
