This paper looks at a number of issues within each of these policy areas with the intention of generating discussion during the Committee for Infrastructure’s forward planning day. Planning Providing research and information services to the Northern Ireland Assembly 1 NIAR 245-20 Briefing Paper 2 Travel Behaviour The private car has traditionally been the dominant mode of transport in Northern Ireland with alternatives such as public transport, walking and cycling accounting for only a small proportion of journeys. Transport policy has focused on addressing this imbalance, encouraging people to shift from private to public transport and/or active travel modes. This policy has been developed on the assumption that demand for travel will continue to grow. However, it could be argued that current transport policy has become obsolete. The COVID-19 pandemic has fundamentally altered global mobility, it resulted in an immediate collapse in the demand for travel across all modes. This was largely enforced as a means of controlling the virus and while there are signs of recovery, the extent to which pre-virus behaviours will return remains to be seen.
