The widespread geographic and bipartisan support for taking this action demonstrates a keen realization that California is losing tens of thousands of middle class jobs and significant tax revenue to other states and nations when it comes to film and television production. Ten years ago, motion picture production took place in cities across California. Now California has lost nearly all big budget feature film production and most television production to other states and nations which have ramped up their incentive programs. In 2012, only one big budget feature film was shot entirely in California, and in 2013, only 39 out of 137 one-hour television series were filmed here. Simply stated, the demand for film and television productions that want to remain in California far exceedsDEADLINE.com the resources available within the state’s current production incentive program. According to data from the California Film Commission, less than one in every ten projects received California’s incentive in 2013 – 380 film and television projects applied and only 34 projects are set to receive credits. Extending California’s film and television production tax credit program is a smart, prudent investment in California’s future and economic competitiveness. The program is one of California’s most efficient and proven economic development tools, generating 51,000 jobs and providing $4.5 billion in direct spending since its inception in 2009.

BACKGROUND The City of San Jose's participation in the Sister Cities program has been creating official, long- term relationships between San Jose and international cities as a way to foster peace and global understanding, as well as economic and educational growth. Successful sister city programs facilitate collaboration and exchanges in education, the arts, sports, civic affairs, economic development, and government. The cultural and historic city of Suwon, South Korea is the provincial capital and the largest metropolis of Gyeonggi-do province with a population of 1.25 million. Suwon is also the global headquarters of Samsung Corporation. As we all recall, Samsung Semiconductor Inc. recently showed their commitment to San Jose in September 2015 by building their 9.4-acre facility in North San Jose. With 700 employees, the company plans to eventually employ 2,000 workers as they strengthen their presence in the capital of Silicon Valley. We have the prime opportunity to build a relationship with a city that can share our interest of economic development, technology, cultural vibrancy and beyond. Suwon City and San Jose can both benefit from a Sister City affiliation and the relationship can add to our overall Sister City program.

What a finish for Jerry Rucker’s Homecoming celebration at the San Bernardino Elks Lodge No. 836 on March 7th! As you know, the “Broadcast- ers” staged a fundraiser drawing for a one-week stay in a condominium in Kona, HI (including airfare for 2 and an automobile). This fantastic prize was donated by PER Robert Schlesinger (Bellflower-Long Beach Lodge No. 888). Note that Robert was also the CHEMPI Poster Child from Long Beach in 1967. The competition for ticket sales was fierce across the districts. All of the proceeds from the ticket sales were given to the Purple Pig. After all of the donations were finally collected and tallied, the total was $26,270! The Broadcasters have set a new record, surpassing the $17,000 mark that was set by Oren’s “Sparks”. It looks like the incoming team of VP’s have a challenge on their hands! SPUR 654 Mission St., San Francisco, California 94105 www.spur.org SPUR | July 10, 2014 BERRYESSA BART: THE OPPORTUNITY San Jose has a unique chance to shape growth around its first BART station, Berryessa. From Berryessa, the extension of BART into San Jose will potentially include a stop in the Five Wounds neighborhood to the east of downtown, a stop in downtown itself and a stop at San Jose’s Caltrain/Amtrak/high-speed rail station, Diridon. It is a rare opportunity for a city to receive regional rail service like BART. Developing land uses around Berryessa Station that help support BART ridership will be key to the success of this station — and the future of the area around it. This means new development needs to be of the type and intensity that will encourage people to walk from the station to this development and vice versa. Getting the urban design and circulation right will also be key. Will the station area be a place that people feel comfortable walking to and from? Will new buildings meet the street, or will they be inward facing and surrounded by parking? Will sidewalks connect people to where they want to go? Will it be easy to access the BART station by foot, bicycle and other transit, or will there be too many conflicts with cars? Although Councilman Heilman concurs with the legislative analysis of the Senate Democratic Caucus, he is writing separately to argue that the proposed interpretation urged by the FPPC Staff Opinion, while ordinarily reasonable, would violate the First Amendment of the United States Constitution2 and Article I, Section 2 of the California Constitution3 rendering Section 85305 unconstitutional.
