Subject: Interview applicants for three unscheduled vacancies on the Concord Community Services Commission with terms ending June 30, 2021

Report in Brief The Recreation, Cultural Affairs, and Community Services Committee will hold interviews for three unscheduled vacancies on the Concord Community Services Commission with terms ending June 30, 2021.

Recommended Action Hold interviews of applicants for the Concord Community Services Commission and make a recommendation to the City Council for appointment.

Background There are three unscheduled vacancies on the Concord Community Services Commission with terms ending June 30, 2021. The vacancies are a result of the resignation of Stephen Siptroth on October 23, Rodalyn Guinto on November 27, and Michael Koby on December 2.

In accordance with Policy and Procedure No. 89 an announcement was made on March 26, 2019, to fill three positions on the Concord Community Services Commission. Applications were received from 12 individuals and the Committee selected six applicants to consider for the positions, four of them were appointed and one withdrew.

Policy and Procedure No. 89 allows the Chair of the appointing Council Committee to review an applicant list no older than 12 months and make a recommendation to the full Council, without the need to call for a recruitment. There are six applicants that remain interested in the Commission, they are: LaMar Anderson, Judith Herman, Alicia Parker, Ann Poux, Kara Wild, and Sara Wright.

Appointment is tentatively scheduled for the January 7, 2020, regular City Council Meeting.

COMMUNITY SERVICES COMMISSION CHAPTER 2.20 ARTICLE IV

2.20.150 Established; membership; compensation of members. There is hereby created a Community Services Commission, which shall consist of not more than seven members to be appointed by the City Council. Members of the Commission shall be residents of the city or the city’s sphere of influence who hold no other municipal office in the city. The members shall be representative of the general public and the religious, racial, age, sex, disabled, and ethnic groups in the city. The basis and amount of compensation which may be paid to the members of the Commission shall be set by resolution of the City Council.

2.20.160 Purpose and intent. The city seeks to develop a viable urban community in the city, including providing decent housing and a suitable living environment with expanded economic opportunities for its residents. To carry out this objective, the city maintains programs to fund housing efforts, neighborhood public improvements, and community services. There is a need to establish a visible and officially responsible commission within the city to:

(1) Assess need in the community for assistance to these programs;

(2) Advise the City Council on the allocation of resources to programs addressing identified needs; and

(3) Evaluate and monitor the performance of such programs.

2.20.170 Terms of members; absence from meetings. Members shall serve at the pleasure of the City Council for staggered terms of four years. The City Council reserves the right to make appointments for an adjusted term period to maintain a staggered term structure. Any member who absents himself from three meetings of the Community Services Commission within a fiscal year without being excused will be deemed to

Page 4 of 35 have resigned from his appointment, and the City Council may appoint a new member to serve in place of the resigned member.

2.20.180 Rules of procedure; designation of committees and task forces. The Community Services Commission shall adopt rules of procedure on the conduct of its business and may designate, by resolution, committees and task forces. Such resolutions shall not be effective until approved by the City Council.

2.20.190 Vacancies. All vacancies occurring on the Commission shall be filled according to the method of their original selection, and the new members shall serve at the pleasure of the Council for the unexpired term of their respective predecessors.

2.20.200 Powers and responsibilities. The Commission shall have the responsibility of carrying out the following functions:

(1) Evaluate the needs of the community for housing, neighborhood improvement, and community services;

(2) Analyze alternative ways to meet identified needs in light of the available resources and other possibilities for coordination and cooperation with private funding sources and other public agencies;

(3) Recommend an annual budget to the City Council for the expenditure of general fund monies for human services and the expenditure of federal community development block grant monies for a variety of projects;

(4) Evaluate and monitor the performance of human service funded agencies and community development block grant projects; and

I have a history of public service, first in city committees and commissions, then as a State employee and union activist, finally as a candidate for City Council. I am committed to making life better for all members of our community. We all have an obligation to serving the greater good. I believe that serving on a City Commission is one way for me to contribute to making my city an even better place and addressing its many challenges. What qualifies me for Community services As a psychologist in the prison system, I have seen what happens when communities fail to provide the services that its members need. Prisons are necessary because we as a society have failed. This gives me a particular perspective on how a community can reach out to its members and meet the needs before rehabilitation is required. Parks and Recreation As a Psychologist, I understand the importance of open space and recreation in the health and vitality of a community and its citizens. As a mother and a grandmother, I understand the importance that parks play in the life of families and individuals. They provide a place for children to play and adults to relax. Recreation programs provide exercise and community for both children and adults. As a union activist, I have lobbied for members with the legislature. I have helped negotiate our contract, I have helped to organize member meetings and activities. This gives me some background organization that can be applied to understanding recreational activities as well.

Prior to moving to Concord, I was on the Education Commission for the City of Bell, CA. This was a new commission. After moving to Concord I served on the Status of Women Committee. We promoted opportunities for women in Concord and provided information for the community on public access television.

I have lived in Contra Costa for nearly 30 years of my life and currently live and work in Concord. I like to contribute to my community, which was why I was interested in applying to a Commission. I am a nearly 10-year attorney skilled at reading and interpreting legal documents and federal, state, and local statutes. I like to work on large-scale projects and get involved in the details.

When I lived in (2001-2007), I was on the City Neighborhood Beautification Committee for North Hollywood. I communicated with residents of the community about ways to clean up the neighborhood and used their feedback to help generate ideas. I am currently the new Board President of the Lakepoint Homeowners Association in Concord. I played an instrumental role in forming the new Board of Directors after the HOA had been without a full operating Board for several years. In my current role, I review and negotiate contracts and interact with other HOA members and the property management. I am also co-chair of the Amicus Briefs Committee for the Queen's Bench Bar Association of San Francisco. While that is not a public organization, it has contributed much in the way of education regarding women's issues, particularly employment related.

I am extremely passionate about serving the community. Although I am new to the area, I always dive into any community I am a part of, and I think this is an excellent opportunity for me to use my time, experience, and passion to make a positive impact on Concord. I currrently work for Mt. Diablo Unified School District for the School and Community Services division, which serves special populations including homeless and foster youth. I feel that this work and my previous work and volunteer experience explained below, as well as my educational background, provide me with important perspectives on community needs that others may not have.

I worked for the City of San Jose from 2009-2018 and during that time, I served as a City Council Assistant, a police calltaker, and in administrative capacities for the Parks, Recreation & Neighborhood Services Department and Housing Department. As a Council Assistant, I learned how to research and develop policy, and also plan and participate in community events and meetings. Specifically as the San Jose Mayor's Agenda Services Manager, I became intimately familiar with City Council meeting materials and agenda items, as well as public meeting procedures. As a police calltaker, I gained perspective on public safety and improved my ability to communicate with the public regarding public safety issues. In the Parks Department, I helped process grant contracts and would help select and evaluate applicants for CDBG and other funding. In the Housing Department, we held public meetings to help develop policies regarding rent control and homelessness response, and I served as the front line for constituent concerns in person and over the phone. I strongly believe that through this combination of experience, that I have a deep understanding of housing and neighborhood concerns and priorities, and how to address them through municipal programs and funding. I take particular pride in having always been in a position to communicate with the public directly and to hear their input firsthand.
