The meeting opened at 10.35 on Thursday, 13 February 2020, with Radosław Sikorski (Chair) presiding.
1. Adoption of the draft agenda
The draft agenda was adopted in the form shown in these minutes.
2. Adoption of the draft minutes of the meeting of 16 January 2020
The minutes were approved.
3. Communications by the Chair
The Chair announced that the Groups would shortly receive the allocation of quota for the missions to be organised in 2020 based on the d’Hondt system.
He reported on the ongoing preparation of the visit of the Bureau to Washington DC in May (pending authorisation) and the 84th IPM/TLD to be held from 19-21 June in Croatia as authorised by the Conference of Presidents; he also mentioned the ongoing coordination with the Committees traveling to the US in February 2020 (INTA, DROI, LIBE).
The Chair announced the calendar for the adoption of the Draft Programme of activities for the Second Semester 2020.

EN United in diversity EN Miapetra KUMPULA-NATRI (S&D, FI) was smoothly elected 1st Vice-Chair of the Delegation for Relation with the United States by acclamation.
5. Exchange of views on digital taxation with Director Benjamin Angel, Commission DG TAXUD (by video conference)
During the exchange of views with DG TAXUD, Director Angel raised the following points: The international tax framework does not adequately reflect the realities of the modern economy, as there is not a minimum level of taxation on profits of big corporations in the countries where they are actually generated. Such misalignment hampers the level playing field between businesses, distorts the Single Market and offers new tax avoidance opportunities.
Following the Commission’s digital taxation proposals of March 2018, discussions on a reform of the international corporate tax framework have accelerated within the OECD Inclusive Framework (comprising 137 countries), as mandated by the G20 and endorsed by the G7.
Fair and effective taxation of the digitalised economy remains a top priority for the Commission and for the European Parliament as reflected in EP Resolutions.
The Commission’s aim would be to reach an international agreement at the OECD/G20 level with the objective of having at least a minimum taxation in the host countries were operations take place; the agreement would later be incorporated into EU legislation (unanimity is required in this area). The Commission is particularly looking at companies which have a turnover of over 750 Million EUR.
Current discussions go beyond the digital economy, although two sectors have been excluded (the financial sector and extractive industries), and they cover broader issues articulated around two pillars.
The target date for political agreement on the main features of Pillars 1 and 2 is the July 2020 Inclusive Framework meeting, while the final report should be submitted to G20 leaders at their meeting in November 2020 in Riyadh, Saudi Arabia.
For the Commission, it is critical to achieve an agreement on both Pillar 1 and Pillar 2 as they complement each other in effectively tackling the tax challenges of the digitalisation of the economy. Moreover, any solution needs to be compatible with EU Treaties, be administrable, and avoid double taxation and disputes.
Discussions are taking place at a technical level, in particular on the economic analysis of the impacts stemming from the two pillars. In the absence of a substantive global agreement, the President of the Commission and Commissioner Gentiloni will have to reflect on the next steps, before proposing a way forward to take action at EU level. So far, there have been differences in the approaches of individual Member States: some have already taken measures (FR, AT, IT, ZA, HU, UK) and others are considering them (ES, SI, SK).
Members asked questions related to the Digital Service Tax and the Digital Profits Tax, the situation in the UK and in Member States, the majorities needed in the Council, and the evolution of discussions on both pillars; The D-US Chair pledged to get this key issue solved

6. Any other business
The 2nd Vice-Chair, Nicolae Ştefănuță (Renew, RO), reported back on his Group’s delegation to the Democrat Primaries in Iowa, noting the high level of enthusiasm of those attending events, the political costs of the problems related to the reporting of results, the focus of debates on health-care, education and climate change from a national perspective.
