Site Ref: SHLAA 0001 Site name: Northleigh, Hindley Green Settlement: Leigh Site area (ha): 52.27 Developable area (ha): 52.27 Density assumption: n/a Capacity: 1,539 units with outline planning permission (A/12/76665). Land ownership: Deloitte (as administrators) Wigan Council England, Lonsdale, Pye Constraints: Contaminated land and access issues.

Comments: The key strategic site was granted outline planning permission in February 2013 for comprehensive mixed use development including up to 1,800 homes. The outline permission expires on the later of February 2018 or two years after approval of the first reserved matters planning application. The land is owned by North Leigh Park Group Limited (in administration). There are various developers interested in purchasing NLPGL's land interests to bring the site forward comprehensively. A developer is anticipated to be appointed in mid- 2018. The site is contaminated associated with former industrial activities, with site remediation anticipated to commence in Summer 2019 and completed in late 2020 for the whole site. Reserved Matters applications have been submitted for two parts of the site, see SHLAA sites 0001A and 0001B. 1,539 homes reflects the part of the site not subject to Reserved Matters applications. The outline permission requires the completion of the link road prior to the completion of the 400th home (including the 261 proposed in SHLAA 001A and 0001B). This will open the site up for development. The estimated delivery timeframe assumes completion of the link road by mid-2021.

Potential hydrological connectivity with the Manchester Mosses Special Area for Conservation (SAC) (Ellenor Brook). It is recommended that development on this site be scrutinised for potential water pollution impacts and a suitable drainage scheme designed to avoid any possibility of harm to the SAC.

Comments: Existing developed site in the Green Belt containing the vacant Leyland Mill and various employment units (mostly occupied). Within a Conservation Area. The site is in single ownership. The landowner is actively looking to bring the whole site forward for housing development in the short term, and has been in pre- application discussions with the Council. In accordance with national Green Belt policy, redevelopment for housing will be permitted only where it would not have a greater impact on the openness of the Green Belt than the existing development. Leyland Mill is a Building of Local Interest which makes a contribution to the character of the Conservation Area, therefore a detailed heritage appraisal will be required.

A significant part of the site is within Flood Zone 3, but preliminary flood risk assessments undertaken by environmental consultancy (Ironside Farrar) indicate that flood risk is less than shown on EA maps. , However, a detailed Flood Risk Assessment will need to be submitted to support any proposals.

The site excludes the adjacent foundry. Noise mitigation may be required. The estimated capacity of 43 homes reflects landowner intentions.
