The GMCA is a franchising authority as defined in the 2000 Act. B The GMCA gave notice of its intention to prepare an assessment of a proposed scheme in accordance with sections 123B and section 123C(4) of the 2000 Act on 30 June 2017. Having complied with the process as set out in the Act, the GMCA may determine to make the scheme in accordance with sections 123G and 123H of the 2000 Act. NOW, therefore, the Mayor on behalf of the GMCA, in exercise of the powers conferred by sections 123G and 123H of the 2000 Act, and of all other enabling powers, hereby MAKES THE FOLLOWING FRANCHISING SCHEME (the "Scheme"): 1. -

Housing Needs Assessment 2020 Sub-Area Profile Wigan Council Housing Needs Assessment Affordable Housing Need – Wigan Sub-Area Profiles 1 Housing Needs Assessment 2020 Sub-Area Profile Executive Summary Introduction The Wigan Housing Needs Assessment (HNA) 2020 provides the council with up-to-date evidence to support the local plan and its future development. It also provides detailed, robust, and defensible evidence to help determine local housing priorities and to inform the council’s new housing strategy. This research provides an up-to-date analysis of the social, economic, housing, and demographic characteristics of the area. The HNA identifies the type and size of housing needed by tenure and household type. It considers the need for affordable housing and the size, type, and tenure of housing need for specific groups within the borough. The HNA (2020) incorporates: • extensive review, analysis, and modelling of existing (secondary) data. • a comprehensive household survey (Primary Data) • interviews with estate and letting agents operating within the borough; and an online survey of stakeholders. The evidence base for the housing needs assessment (HNA) has been prepared in accordance with the requirements of the February 2019 National Planning Policy Framework (NPPF) and associated Planning Practice Guidance (PPG) and the findings provide an up-to-date, robust, and defensible evidence base for policy development, in accordance with Government policy and guidance. Considering the forthcoming new affordable homes programme Wigan Council are keen to see the affordable housing needs of the borough considered when registered providers are seeking to bring forward new schemes. Our HNA provides us with robust data at a sub area level which should allow us to shape the affordable housing offers in each of these areas and meet our defined housing needs. -

This is an important time for parents and children and we want to help as much as we can. This booklet contains a lot of information which I hope will help you make your application and, whenever possible, avoid disappointment. It is important you take the time to read all the information carefully before you apply, even if you have already decided which schools you prefer. We will try to give you your preferred school, but schools have a limited number of places. If we receive more applications than places, we use our admission criteria to decide who will get a place. The admission numbers and admission criteria for Wigan schools are given in this booklet. Our website at www.wigan.gov.uk has a link to school admissions and other useful sites. You can use this site to apply for a secondary school place on-line. There are more details about this in the booklet. Each school also produces its own prospectus which contains a lot of information about that school. It is useful to visit schools before you apply, and most schools will be holding open days or evenings in September or October 2009. If you cannot go to these or want any information about individual schools, please contact the headteacher at that school, who will be pleased to help. -

COVID-19 Weekly Surveillance Tracker 22nd September 2021 Summary • The rate of new cases in Wigan is lower than the previous week. • Wigan has the fifth highest rate of new cases in Greater Manchester for the latest complete week (11th-17th September). Wigan currently has the 6th highest total rate in GM. • Wigan is currently ranked 133rd in England. • Wigan is classed as Red for new cases. The outbreak management surge plan has been updated and activated. • The over-60s weekly incidence rate for Wigan is the highest of the 10 Greater Manchester areas. • Wigan is similar to the Greater Manchester average and lower than the North West average for rate of new cases in the latest 7 days. • As at 21st September, there were 19 COVID-positive patients in Wrightington, Wigan and Leigh hospitals. • There have been 2 COVID–19 related deaths registered in Wigan so far in the latest week th (w/e 10 September). Weekly Cases and Rates COVID-19 cases are identified by taking specimens from people and sending them to laboratories around the UK to be tested. If the test is positive, this is a referred to as a lab-confirmed case. Pillar 1 refers to tests that have been carried out in labs run by Public Health England or the NHS (usually for inpatients and frontline workers in the NHS), Pillar 2 refers to tests delivered by commercial partners (usually for the general public). Both Pillar 1 and Pillar 2 results are published. Weekly counts show the total number of events that were reported in the latest seven-day period for which data are considered complete, and the rates per 100,000 population are based on these figures (and the latest population estimates from the Office for National Statistics). -

Families of Schools: the fifth edition The first four editions of Families of Schools for Greater Manchester Secondary schools were well received. We have been working with schools and education professionals across Greater Manchester to develop this fifth edition for 2011. As with previous years, this edition includes GCSE results with and without English and maths, a Contextual Value Added (CVA) measure and contextual families focusing on English as an Additional Language (EAL) and mobility. 2. How have families been grouped? Schools are grouped into families based on an average of prior attainment data and context data. Prior attainment data is the Average Key Stage 2 (KS2) Point Score (APS) for all pupils in Year 7 to Year 11 matched to Key Stage 4 data. Context data includes: • Income Deprivation Affecting Children Index (IDACI) data, calculated by linking individual pupil postcodes to IDACI data and compiling an average figure for each school 1. • The proportion of pupils eligible to receive Free School Meals (FSM). • The IDACI and FSM school averages are combined to give an overall indicator for the School Environment (SE). • The percentage of pupils whose first language is known or believed to be other than English (EAL). • A mobility measure, defined as the percentage of pupils in Year 10 or Year 11 who have joined the school within the last 2 years (L2Y). -

Introduction ACT NEIGHBOURHOOD PLAN 2 1.1 The Neighbourhood Plan The Abram Communities Together Neighbourhood Plan covers the period 2018 to 2033. It enables local people to lead on shaping development in the area through a joint vision for the neighbourhood. The Localism Act of 2011 introduced the option of Neighbourhood Planning in England. A Neighbourhood Plan document is written by a town or parish council, or in urban areas a Neighbourhood Forum, to guide future development, regeneration and conservation of a particular area. This Plan is about how the land in Abram Ward will be used and developed and it contains planning policies and proposals for improving the area, plus the allocation of key sites for development. A Neighbourhood Plan is a legal planning document and needs to use a range of formal and technical terms; there is a detailed glossary of the terms used in this document in Appendix 1. There are a number of stages to successfully completing the process of undertaking a Neighbourhood Plan, these are: ● Designation of the plan area ● Designation of the Neighbourhood Forum ● Engaging with the community ● Writing the plan ● Consulting with the community ● Submitting the plan to the local authority for further consultation ● The plan is inspected by an independent planning examiner ● A local referendum is held to decide whether the plan should be adopted (more than 50% of those voting in the referendum must vote ‘yes’ in order to bring the plan into force). -

Site proformas - separate document Disclaimer The Strategic Housing Land Availability Assessment does not allocate land for residential development but provides evidence, alongside other studies, to inform the allocation of land through the Local Plan. It assesses whether sites are suitable for housing, provided they are not required for other purposes, in order to meet plan targets. It identifies constraints to development and considers how they might be overcome. The inclusion of a particular site in the assessment should not, therefore, be taken as an indication that it will be allocated or granted planning permission for housing or any other form of development.
