Introduction 1 Introduction 1.0.1 At the Local Development Plan (LDP) Examination Hearing Session held on Tuesday 17th March(1), the Inspectors sought to examine, in respect of the STRUCTURE] allocated housing sites, whether (1) relevant alternatives had been considered and if the identification of the housing sites had been based on a robust and rational site selection process; and (2) the policies and requirements for the housing [DRAFT allocations were clear, reasonable and sufficient. 1.0.2 Following a request by the Inspectors, this document format has been prepared to provide further clarification on how, upon adoption of the LDP, the Requirements Council intends to provide up to date information in regard to the housing site allocations, including constraints and other site requirements. 1.0.3 It should be emphasised that the two examples provided (i.e. H1/1 Gorffwysfa Infrastructure Car Home, Bryncoch and H1/2 Leiros Park Extension, Bryncoch) seek only to & illustrate the potential form and structure of the document and should not be viewed as the final version. Constraints 1.0.4 ====== Site of 1.0.5 The Neath Port Talbot County Borough Council Local Development Plan (LDP) was adopted on [ Date ]. The LDP guides the future development of the area (2011-2026) and is the primary document for use in the determination of planning applications. Description - 1.0.6 In order to ensure there is a degree of certainty for both local communities and the development industry regarding the scale and location of new residential development, Sites Policy H1 (Housing Sites) contains a number of 'site specific' allocations. Housing 1.0.7 Proposals for development within the LDP must be realistic and likely to be H1 implemented within the Plan period(2). Accordingly, the scale of new proposals were based on a detailed appraisal of the locations to determine their suitability having regard to the Policy existing social and physical capacity, the presence of environmental constraints and the extent to which development can provide, or compensate for, necessary additional social LDP or physical infrastructure. 1.0.8 Chapter 6 of the adopted Plan presents an 'Implementation Plan' summary which outlines the organisations that will be involved and the potential issues that will need to be addressed to enable successful implementation. Emerging from this, is an assessment of when each development proposal is likely to be delivered within the Plan period. 1.0.9 The Council is a major land owner and is actively working with key partners to progress a number of important regeneration initiatives. However, a diverse spectrum of 1 organisations contribute towards delivery. The majority of allocations will ultimately be delivered by the private sector including contributions towards public infrastructure. 1 Matter 4: Housing Provision - Allocated Housing Sites (1). 2 Local Development Plans Wales (2005). 1 . Introduction LDP Structure & Content Policy 1.0.10 This 'live' document has been prepared to accompany the adopted LDP and H1 contains up to date and detailed information on the site specific delivery and implementation Housing of the housing allocations contained in Policy H1 (Housing Sites), including information, where this is known, of site specific constraints, requirements and/or mitigation measures that will be required in order to bring the sites forward for development. Sites 1.0.11 The following is presented for each site(3): - Description Site Location Plan; Site Description; of Site Site Characteristics - Opportunities & Constraints; Constraints Section 106 / Infrastructure Requirements; and & Other Supporting Information (where relevant). Policy H1 Housing Sites 2 Policy H1 Housing Sites 2.1 Neath 2.1.1 H1/1 Gorffwysfa Care Home, Bryncoch STRUCTURE] Site Location Plan [DRAFT Requirements Infrastructure & Constraints Site of Description - Site Description Sites Site Area: 0.6 hectares Housing H1 Indicative Number of Dwellings: 15 Policy Site Classification: Brownfield LDP The site is located on the northernmost edge of the settlement of Bryncoch and is adjacent to the A474 Neath Road, which is the principal route between urban Neath and Pontardawe to the north. The site offers a redevelopment opportunity on land which is currently occupied by a number of buildings which comprise the Gorffwysfa Residential Care Home. The facility is scheduled to close as a result of the Council's 'Transforming Older Person's Services Scheme' and residents are to transfer to a new purpose built facility in the locality. 3 Site Characteristics - Opportunities & Constraints High pressure gas pipeline running to the north of the site will require appropriate buffer.

This discussion document is part of that on-going process. It outlines the proposal of ABM University Health Board and the Briton Ferry General Practitioners to replace the existing Briton Ferry Health Centre with a brand new, purpose-built, modern Primary Care Centre. It is planned to transfer GP services to the new primary Care Centre and also provide some new services, which will improve the level of patient care offered in the area. We want your views and are therefore engaging with the public over these proposals from 19th March to 27th April 2012. We will be discussing these plans, and your views on them, with ABM Community Health Council before deciding how best to take primary care services forward in the Briton Ferry area. 2) Why do we need a new building? The current Health Centre was built in 1977 and was originally designed to provide health services for 8,000 patients. Thirty-five years on and there are now double this number of patients registered with the two practices. Over that time the types of services GP provide have also changed considerably. The building is now too small, not designed for modern healthcare needs, and is not able to cater for the extra demand.
