Register of Alternative Sites 1 Register of Alternative Sites 2014) 1.1 Introduction 1.1.1 The Neath Port Talbot County Borough Council Deposit Local Development (January Plan (LDP) was made available for public consultation from 28th August to 15th October Sites 2013. Responses to the Deposit consultation included a number that related to site allocations shown in the LDP. Alternative 1.1.2 In accordance with the requirements of the Town and Country Planning (Local of Development Plan) (Wales) Regulations 2005(1), the Council must now advertise and consult on any site allocation representation (or Alternative Sites) received as soon as Register reasonably practicable following the close of the Deposit consultation period. - 1.2 What is an Alternative Site? LDP 1.2.1 'Alternative Sites' are not Council proposed sites. They are sites that were Deposit submitted by individuals or organisations during consultation on the Deposit LDP which they consider should either be: Allocated in the Plan (i.e. a new site); Removed from the Plan (i.e. a deleted site); or Altered in some way (i.e. an amended site). 1.2.2 It is important to stress that the Council is not promoting these sites, at this time they only represent the views of the individuals or organisations who submitted them. 1.3 The Consultation 1.3.1 The purpose of the consultation is: To enable the general public and interested parties to submit comments to an Alternative Site representation submitted as part of the consultation into the Deposit LDP; To help assess whether any new sites should be included in the LDP as a result of representations made to the Deposit LDP; and To enable the Inspector to be confident that everyone affected has had the 1 opportunity to comment before he/she makes any recommended change to the LDP. 1 Regulations 20 & 21 - The Town and Country Planning (Local Development Plan) (Wales) Regulations 2005. 1 . Register of Alternative Sites Deposit 1.3.2 The consultation period will run for 6 weeks, starting on Tuesday 28th January and ending at midnight on Monday 10th March 2014. LDP 1.3.3 Comments can be submitted: - Register Directly Online at: www.npt.gov.uk/ldp/consultation of Alternative 1.3.4 Alternatively: Sites (January By E-mail to: [email protected] 2014) By Post to: Nicola Pearce Head of Planning, Neath Port Talbot County Borough Council, The Quays, Brunel Way, Baglan Energy Park, Neath, SA11 2GG. 1.3.5 Comments via E-mail or Post will need to be submitted using the 'Alternative Site Representation Form'. Copies of the form are available on request or an editable version is available to download from the Council's website: www.npt.gov.uk/ldp 1.3.6 It should be noted that comments received cannot be treated as confidential. All comments will be made available for public inspection and placed on the Council's website. 2 1.3.7 The deadline for comments is midnight on Monday 10th March 2014. Comments received after the deadline will not be accepted. 1 . Register of Alternative Sites 1.4 Register of Alternative Sites 2014) 1.4.1 The Register, which compiles details of all Alternative Site representations received during the consultation on the Deposit LDP, is divided into the following four parts: (January PART A: New Sites - those representations proposing a new site for a particular Sites use or type of development; PART B: Deleted Sites - those representations seeking the removal of a site Alternative of allocated for a particular type of development in the Deposit LDP; PART C: Amended Sites - those representations seeking to amend the boundaries Register - of sites allocated for a particular use or type of development in the Deposit LDP; and LDP PART D: Amended Settlement Limits - those representations seeking to amend Deposit the settlement limits as identified in the Deposit LDP either by including additional land within the settlement limit or conversely, excluding an area of land currently identified within the settlement limit. 1.4.2 The Council has identified the Alternative Sites contained in the register on the basis of the information submitted by those individuals and organisations that have made representations to the Deposit LDP. In a limited number of cases, the information provided by those making representations has been vague. The Council has made every effort to accurately identify the site; however where this has not been possible, the site has been identified on the limited information provided. 1.5 Consequential Amendments to the LDP 1.5.1 A number of Alternative Site representations may lead to consequential amendments required in other areas of the Plan. 1.5.2 For example, a representation has been submitted seeking the allocation of land for residential development at Bryncoch Farm, Neath. The site is identified in the Deposit LDP as being outside the defined settlement limit and within an area designated as a Green Wedge. Were the Inspector to decide that the site should be allocated for residential use, there would be consequential amendments required to the settlement limit and Green Wedge policies. 1.5.3 It should be noted that such consequential changes have not been specifically included in the Register. In order to identify the potential consequential amendments 3 that may arise following the consideration of the Alternative Site representations, it is advisable to check the Deposit LDP Proposals Map. 1 . Register of Alternative Sites Deposit 1.6 What Happens Next? LDP 1.6.1 Following close of the consultation, the Deposit LDP, along with all comments received during the consultation stages, will be submitted to the Welsh Government - Register who will appoint a Planning Inspector to carry out an independent Examination of the Plan in public. of 1.6.2 The Examination in Public is anticipated to take place in November 2014.     Stephen Kinnock MP for Aberavon Annual Report 2016-2017 2016 - 17 has been another eventful year in politics. The uncertainty and turbulence that was unleashed by the EU referendum has continued, and in many ways the country is more divided than at any time in modern political history. Young versus old, graduates versus non-graduates, city versus town, these are the fault lines upon which contemporary Britain is built. The Prime Minister has struggled to hold her party together on Brexit, and her attempt to do so by calling a snap election failed spectacularly. She is a discredited leader trying to assert her authority on her own party, whilst simultaneously attempting to negotiate with the EU. With every day that passes her task looks more like Mission Impossible. Annual ReportAnnual On steel, I am very pleased that we are in a far better place today than we were at the time of my last annual report, but we are certainly not out of the woods yet. We shall need to be vigilant to ensure that if the joint venture between Tata and Thyssenkrupp comes to pass, then British (and particularly Port Talbot!) steel jobs are protected, and that serious investment is made to keep us at the leading edge of this fiercely competitive global industry. Our fight continues to convince the Ministry of Justice that the Baglan Industrial Park is not a suitable site for a new prison. It has been an impassioned campaign and the Minister and his officials have been left in no doubt as to the level of opposition to their plans.
