Projektledare för Skånes del i OECD TR Megaregion Western Scandinavia 1 Foreword Region Skåne and the City of Helsingborg, together with partners in Western Sweden and the Oslo region, have commissioned the OECD to conduct a so-called Territorial Review of the Megaregion Western Scandinavia. A review of opportunities and potential for greater integration and cooperation between the regions and cities in Western Scandinavia. This report is a brief summary of the supporting data submitted by Skåne to the OECD in December 2016 and mainly contains regional trends, strengths and weaknesses. The report largely follows the arrangement of all the supporting data submitted to the OECD, however, the policy sections have been omitted. All the data sets have been produced by a number of employees of Region Skåne and the City of Helsingborg. During the spring, corresponding reports have been produced for both Western Sweden and the Oslo region. The first study mission was conducted by the OECD in January 2017, where they met with experts and representatives from Skåne and the Megaregion. In late April, the OECD will be visiting Skåne and the Megaregion again with peer reviewers from Barcelona, Vienna and Vancouver for a second round of study mission. The OECD’s final report will be presented and decided upon within the OECD Regional Development Policy Committee (RDPC) in December 2017, and subsequently the OECD Territorial Review Megaregion Western Scandinavia will be published.

    Description of the Government Bill 2017/18:163 National Strategy for Climate Change Adaptation The main content of the bill The bill proposes two changes to the Planning and Building Act (2010:900) with the aim of improving municipalities’ preparedness for climate change. One of these changes involves a requirement for municipalities to provide their views in their structure plans on the risk of damage to the built environment as a result of climate-related flooding, landslides and erosion, and on how such risks can be reduced or eliminated. The other change involves the municipality being able to decide in a detailed development plan that a site improvement permit is required for ground measures that may reduce the ground’s permeability and that are not being taken to build a street, road or railway that is compatible with the detailed development plan. The Government also reports on a National Strategy for Climate Change Adaptation in order to strengthen climate change adaptation work and the national coordination of this work in the long term. The strategy was announced in the Government’s written communication ‘Kontrollstation för de klimat- och energipolitiska målen till 2020 samt klimatanpassning’ (‘Control station for the 2020 climate and energy policy objectives and climate change adaptation’, Riksdag Communication 2015/16:87). Through the strategy, the Government also meets its obligations in accordance with the Paris Agreement and the EU Strategy on Adaptation to Climate Change, in which a national climate change adaptation strategy is highlighted as a central analytical instrument that is intended to explain and prioritise actions and investments.

There is a wide range of previous research on most fields mentioned above. Yet there is a gap regarding a picture of them from a market perspective applied to Stockholm’s future. The research method is qualitative, involving 31 interviews (34 respondents) representing logistics companies, goods holders, property developers, investors, consultants and municipalities; as they are making the decisions of tomorrow, i.e. “choose” the locations. The qualitative approach has been complemented with descriptions of infrastructure, regional plans and reports in order to consolidate and complement facts and opinions from the interviews. Together they provide the basis for a final analysis and discussion followed by a possible future scenario of Greater Stockholm’s major logistics locations.
