Padom Holdings Limited Phase I/II Environmental Site Assessment 173-177 Preston Street, Ottawa, Ontario OTT-00216595-A0 March 14, 2014 Executive Summary Exp Services Inc. (exp) was retained by Padom Holdings Limited to complete a Phase I/II Environmental Site Assessment (ESA) of 173-177 Preston Street in Ottawa, Ontario. The purpose of this Phase I/II ESA was to determine if past or present site activities have resulted in actual or potential contamination at the site. Exp understands that Padom Holdings Limited is planning to develop the site with residential land use. Consequently, this Phase I/II ESA will be used to support the City of Ottawa Site Plan Approval permitting requirements. A Phase I/II ESA is a systematic qualitative process to assess the environmental condition of a site based on its historical and current uses. This Phase I ESA was conducted in accordance with the Phase I/II ESA standard as defined by Ontario Regulation 153/04, as amended by Ontario Regulation 511/09 (O.Reg. 153/04), and in accordance with generally accepted professional practices. Subject to this standard of care, exp makes no express or implied warranties regarding its services and no third party beneficiaries are intended. Limitation of liability, scope of report and third party reliance are outlined in Section 13 of this report. Please note that general environmental management and housekeeping practices were reviewed as part of this assessment insofar as they could impact the environmental condition of the property, however, a detailed review of regulatory compliance issues was beyond the scope of our investigation. This Phase I/II ESA does not constitute an audit of environmental management practices, indicate geotechnical conditions or identify geologic hazards. Site Description The site is located at 173-177 Preston Street at the east side of Preston Street in Ottawa. The property is legally described as Registered Plan 62 North, Part of Lot 2, Preston East, City of Ottawa. The site is zoned TM[78] H(15), traditional main street zone with mixed commercial and residential uses. At the time of the investigation, the site was occupied by a two storey multi-unit residential building. Based on historical review, the site was developed for residential uses as early as 1895. The age of the site building at 175 Preston Street is unknown, however based on aerial photography may have been built in the 1930s. A residence was located at 173 Preston Street from the early 1900s until approximately 2008 when the building was damaged in a fire and was subsequently demolished. Surrounding properties consist of mainly residential with commercial development to the north and south along Preston Street. The Ottawa River is located to the north of the subject site at a distance of about 1 km. Based on local topography, it is anticipated that groundwater flows to the west. Regional groundwater flows direction is north towards the Ottawa River, a distance of 1 km. Conclusions and Recommendations Based on the results of the Phase I ESA, exp has identified the following area potential contaminating activity which in turn is considered an area of potential environmental concern: II exp Services Inc. PAH and metals subject site. A Phase II ESA was subsequently performed to address the issue of fill quality. Based on the results of the Phase II ESA, the following is presented: Representative samples of the fill were found to exceed the Table 1 (Ontario background) and Table 3 (residential landuse) criteria for various PAH parameters and copper. The sample collected from the native soil met the MOE Table 1 or Table 3 criteria for the tested parameters, except for antimony, which slightly exceeded the Table 1 criteria. Based on the laboratory analysis, the underlying groundwater was not found to be impacted with the contaminants of concern. Based on the MOE exposure models that were used develop the generic criteria, the observed soil impacts are not considered significant for the intended residential landuse. During redevelopment of the site, however, workers should avoid direct contact with the fill and any excess fill that is generated will require disposal at a licensed landfill site. • A City to Call Home: Revisiting the Form of the Urban Family Home in Ottawa
A CITY TO CALL HOME: REVISITING THE FORM OF THE URBAN FAMILY HOME IN OTTAWA BY MICHELLE UYEYAMA A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Master of Architecture Professional in Azrieli School of Architecture and Urbanism Carleton University Ottawa, Ontario © 2015 Michelle Uyeyama ABSTRACT While ground-breaking architectural ideas and typologies have emerged, shaped and refined domestic architecture throughout the history of modern architecture, there has been little true innovation in recent years in Canadian housing, particularly in family housing. New domestic architecture can take many forms; however, in the urban core, space limitations render the task of innovating housing forms more challenging. This is not to say that the current typologies, the condominium high-rise being dominant among them, do not work, but rather, that they are ill-suited for housing families. This thesis proposes to refine urban family housing and takes on a current Ottawa Community Housing Corporation (OCH) project, seeking to develop renewed urban housing strategies and residential intensification methodologies. As OCH's largest family-oriented social housing community, ii Rochester Heights, Ottawa, provides an ideal opportunity to re-imagine the conventional definition of urban residential housing. iii ACKNOWLEDGMENTS I would like to thank my thesis advisor, Janine Debanné for her encouragement, patience, and support. Her expertise, insight and kindness played a large part in the completion of this thesis. Her assistance in guiding me to relevant texts on Ottawa urban housing were imperative to the research into urban family housing. Finally, her assistance in helping me with finding the rights words has been greatly appreciated.

Preston-Carling District Secondary Plan 1.0 INTRODUCTION This Chapter contains a Secondary Plan for the Preston-Carling District. The purpose of this Plan is to provide more detailed area - based policy direction to guide both public and the private development, including public realm investment, within the Preston-Carling District over the next 20 years. The Preston-Carling District is primarily an Official Plan-designated Mixed-Use Centre, a design priority area, and a target area for intensification. As part of the broad change that is occurring in the city, the District has attracted a number of ambitious development projects in recent years and has emerged as one of the most significant re-urbanization areas in the city. The Preston-Carling District will continue to attract development interest and evolve, and will become the south western edge and gateway to the city’s future larger downtown. This Secondary Plan is intended to guide an orderly transformation of the Preston-Carling area into a future downtown District. Section 2 of this Plan describes the planning area where the Secondary Plan policies will apply. Section 3 outlines the vision for the Preston-Carling District. The Plan’s policies pertaining to land use and built form, public realm, servicing, and housing can be found in Sections 4, 5, 6, and 7. The Plan concludes with policies intended to guide its interpretation and implementation in Sections 8 and 9. This Secondary Plan is City Council’s policy direction for all municipal actions, including public works, site plan reviews, Zoning By-law amendments, and Committee of Adjustment applications in the Preston-Carling District.

  • Lebreton Flats Preliminary Master Concept Plan
LeBreton Flats MASTER CONCEPT PLAN LeBreton Flats Master Concept Plan January, 2020 ii | LeBreton Flats Master Concept Plan Foreword I’m very pleased to present the preliminary Master Concept Plan for the redevelopment of LeBreton Flats. This plan will guide the development of the site as the National Capital Commission (NCC) begins the project’s implementation. If I had to distill the plan’s seven guiding principles to articulate what our planning team has achieved, I would focus on three crucial objectives. First, we aspire to the creation of inspiring, Capital-building attractions and activities that capture the imagination of residents of the Capital and the millions who visit us every year. Second, these attractions and activities will complement a vibrant, liveable, mixed-use community that includes diverse housing in all dimensions (type, size, affordability), that is a showcase of sustainability in terms of its low-carbon footprint and focus on active mobility, and that demonstrates design excellence. And third, the site will be enriched by fantastic, open, public green spaces that act both as destinations in their own right and as connections between elements of the site and the waterways in and around it, such as the Ottawa River and the aqueducts. I’d like to acknowledge the incredible effort the NCC’s Building LeBreton team has made on this project in a short period of time. The NCC has moved expeditiously to develop the new Master Concept Plan, and it is thanks to the hard work of our staff, the cooperation of our partners, and the contribution of thousands of citizens who participated in our public engagement and consultations that we are able to present this plan.
