CERTIFICATE of APPROVAL City of Ottawa 100 Constellation Crescent CONTENT COPY OF ORIGINAL Ministry of the Environment Ministère de l’Environnement CERTIFICATE OF APPROVAL MUNICIPAL AND PRIVATE SEWAGE WORKS NUMBER 0959-7EGRT6 Issue Date: May 15, 2008 City of Ottawa 100 Constellation Crescent Ottawa, Ontario K2G 3J8 Site Location: Preston Street Preston Street (from Carling Avenue to Albert Street) Ottawa City, Ontario You have applied in accordance with Section 53 of the Ontario Water Resources Act for approval of: new combined sewers, sanitary sewers, and storm sewers to be constructed on Preston Street, from Carling Avenue to Albert Street in the City of Ottawa, to replace an existing Combined Sewer System in the Subject Area , consisting of the following: - a new sanitary sewer on Preston Street, from Somerset Street to Albert Street, ranging in diameter from 375 millimetres to 525 millimetres, to convey flows to the Combined Sewer System at Albert Street until such time that the Combined Sewer System downstream of Albert Street becomes fully separated, after which time the sewer will convey flows to the sanitary sewer system at Albert Street; - a new 250 millimetre diameter sanitary sewer Sub-Header on Preston Street, from Primrose Avenue to Spruce Street, to convey flows to the new sanitary sewer on Preston Street; - conversion of the existing 1,500 millimetre diameter combined sewer on Preston Street, between Spruce Street and Albert Street, to a storm sewer to convey flows to the Combined Sewer System at Albert Street until such time that the Combined Sewer System downstream of Albert Street becomes fully separated, after which time the sewer will convey flows to a future storm sewer system at Albert Street; - a new 1,050 millimetre diameter High-Level Storm Relief Sewer on Preston Street, extending between Laurel Street and Spruce Street, to convey flows to the newly converted storm sewer on Preston Street and to the Booth Street combined sewer along Laurel Street, with flows to the Preston Street storm sewer controlled to a maximum flow rate of 700 litres per second through the use of an orifice plate (bulkhead) in manhole ST16C at Spruce Street and flows to the Booth Street combined sewer controlled to a maximum flow rate of 300 litres per second through the use of one (1) 300 millimetre diameter check valve in a dual chamber on the Booth Street sewer near the intersection of City Centre Avenue and Somerset Street; - replacement of the combined trunk sewer on Preston Street, from Spruce Street to Carling Avenue, ranging in diameter from 1,500 millimetres to 2,100 millimetres, to convey flows to the existing Combined Sewer System (Booth Street combined sewer) on Spruce Street; - a temporary connection of the combined sewer on Somerset Street east of Preston Street to the combined sewer on Preston Street until such time that separated sewers are provided along Somerset Street, after which removal of a bulkhead at Preston Street will allow sanitary flows to be conveyed to the new sanitary sewer on Preston Street; - new storm sewer stubs at Somerset Street east of Preston Street that will, upon separation of the Somerset Street sewer, convey storm flows to the High-Level Storm Relief Sewer via a flapper check valve in manhole structure ST22 or to the Preston Street combined sewer when the High-Level Storm Relief Sewer is under surcharge conditions; - replacement of a section of combined sewer along Willow Street near the intersection of Preston Street; CONTENT COPY OF ORIGINAL - replacement catchbasins along Preston Street, from Carling Avenue to Albert Street, or on side streets near their intersection with Preston Street, with a total of sixty seven (67) catchbasins connected to the Combined Sewer System, located south of Laurel Street, to be equipped with inlet control devices (not approved in this Certificate; covered by a separate Certificate of Approval to be issued in accordance with Section 53 of the Act) and odour control traps; - new catchbasin leads to convey flow from existing catchbasins on Eccles Street, Anderson Street, Oak Street and Poplar Street near their intersection with Preston Street to the new High-Level Storm Relief Sewer on Preston Street; - three (3) new manholes and one (1) replacement manhole on the newly converted storm sewer on Preston Street, from Spruce Street to Albert Street; all in accordance with the following submitted supporting documents: 1. Application for Approval of Municipal and Private Sewage Works dated December 5, 2007, and accompanying cover letter submitted by Bruce Mason, A/Manager, Construction Services West, City of Ottawa, dated December 7, 2007, and received on December 11, 2007; 2. Document entitled "Preston Street Rehabilitation, Albert Street to Carling Avenue, Design Brief - Sewers" and attached supporting documentation, prepared by Stantec Consulting Ltd. (Stantec), dated November 2007; 3. Engineering Drawings entitled "Preston Street Rehabilitation, Albert Street to Carling Avenue (Contract No. 163600597)", Dwg. Nos. WS-01 to WS-12 and WS-16 to WS-37, prepared by Stantec, dated November 2007, received on December 11, 2007; 4. Revised Engineering Drawings entitled "Preston Street Rehabilitation, Albert Street to Carling Avenue (Contract No. 163600597)", Dwg. Nos. For the purpose of this Certificate of Approval and the terms and conditions specified below, the following definitions apply: "Act" means the Ontario Water Resources Act, R.S.O. 1990, Chapter 0.40, as amended; "Certificate" means this entire certificate of approval document, issued in accordance with Section 53 of the Act, and includes any schedules; "Combined Sewer System" means a wastewater collection system designed to convey both sanitary sewage and surface water which inflows or infiltrates into the sanitary sewage collection system; CONTENT COPY OF ORIGINAL "Director" means any Ministry employee appointed by the Minister pursuant to section 5 of the Act; "District Manager" means the District Manager of the Ottawa District Office of the Ministry; "High-Level Storm Relief Sewer" means a storm sewer that only collects street-level stormwater runoff from within the City right-of-ways between Laurel Street and Somerset Street and will receive controlled outflows from the planned stormwater management facility in Plouffe Park (not approved in this Certificate; covered by a separate Certificate of Approval to be issued in accordance with Section 53 of the Act); "Ministry" means the Ontario Ministry of the Environment; "Owner" means City of Ottawa and includes its successors and assignees; "Sub-Header" means a shallow sewer that minimizes the number of connections to a deeper sewer; "Subject Area" refers to the sewer system along Preston Street, from Carling Avenue to Albert Street, that is covered by this Certificate; "Substantial Completion" has the same meaning as "substantial performance" in the Construction Lien Act; and "Works" means the sewage works described in the Owner's application, this Certificate and in the supporting documentation referred to herein, to the extent approved by this Certificate. You are hereby notified that this approval is issued to you subject to the terms and conditions outlined below: TERMS AND CONDITIONS 1. GENERAL PROVISIONS (1) The Owner shall ensure that any person authorized to carry out work on or operate any aspect of the Works is notified of this Certificate and the conditions herein and shall take all reasonable measures to ensure any such person complies with the same. (2) Except as otherwise provided by these Conditions, the Owner shall design, build, install, operate and maintain the Works in accordance with the description given in this Certificate, the application for approval of the works and the submitted supporting documents and plans and specifications as listed in this Certificate. (3) Where there is a conflict between a provision of any submitted document referred to in this Certificate and the Conditions of this Certificate, the Conditions in this Certificate shall take precedence, and where there is a conflict between the listed submitted documents, the document bearing the most recent date shall prevail. (4) Where there is a conflict between the listed submitted documents, and the application, the application shall take precedence unless it is clear that the purpose of the document was to amend the application. New domestic architecture can take many forms; however, in the urban core, space limitations render the task of innovating housing forms more challenging. This is not to say that the current typologies, the condominium high-rise being dominant among them, do not work, but rather, that they are ill-suited for housing families. This thesis proposes to refine urban family housing and takes on a current Ottawa Community Housing Corporation (OCH) project, seeking to develop renewed urban housing strategies and residential intensification methodologies.     Preston-Carling District Secondary Plan 1.0 INTRODUCTION This Chapter contains a Secondary Plan for the Preston-Carling District. The purpose of this Plan is to provide more detailed area - based policy direction to guide both public and the private development, including public realm investment, within the Preston-Carling District over the next 20 years. The Preston-Carling District is primarily an Official Plan-designated Mixed-Use Centre, a design priority area, and a target area for intensification. As part of the broad change that is occurring in the city, the District has attracted a number of ambitious development projects in recent years and has emerged as one of the most significant re-urbanization areas in the city. The Preston-Carling District will continue to attract development interest and evolve, and will become the south western edge and gateway to the city’s future larger downtown. This Secondary Plan is intended to guide an orderly transformation of the Preston-Carling area into a future downtown District. Section 2 of this Plan describes the planning area where the Secondary Plan policies will apply. Section 3 outlines the vision for the Preston-Carling District. The Plan’s policies pertaining to land use and built form, public realm, servicing, and housing can be found in Sections 4, 5, 6, and 7. The Plan concludes with policies intended to guide its interpretation and implementation in Sections 8 and 9. This Secondary Plan is City Council’s policy direction for all municipal actions, including public works, site plan reviews, Zoning By-law amendments, and Committee of Adjustment applications in the Preston-Carling District.

    LeBreton Flats MASTER CONCEPT PLAN LeBreton Flats Master Concept Plan January, 2020 ii | LeBreton Flats Master Concept Plan Foreword I’m very pleased to present the preliminary Master Concept Plan for the redevelopment of LeBreton Flats. This plan will guide the development of the site as the National Capital Commission (NCC) begins the project’s implementation. If I had to distill the plan’s seven guiding principles to articulate what our planning team has achieved, I would focus on three crucial objectives. First, we aspire to the creation of inspiring, Capital-building attractions and activities that capture the imagination of residents of the Capital and the millions who visit us every year. Second, these attractions and activities will complement a vibrant, liveable, mixed-use community that includes diverse housing in all dimensions (type, size, affordability), that is a showcase of sustainability in terms of its low-carbon footprint and focus on active mobility, and that demonstrates design excellence. And third, the site will be enriched by fantastic, open, public green spaces that act both as destinations in their own right and as connections between elements of the site and the waterways in and around it, such as the Ottawa River and the aqueducts. I’d like to acknowledge the incredible effort the NCC’s Building LeBreton team has made on this project in a short period of time. The NCC has moved expeditiously to develop the new Master Concept Plan, and it is thanks to the hard work of our staff, the cooperation of our partners, and the contribution of thousands of citizens who participated in our public engagement and consultations that we are able to present this plan.
