Transparency at the top? The fourth report of senior pay and perks in UK universities History This is the fourth report on pay and perks at the top of British higher education institutions (HEIs) to be published by the University and College Union (UCU). It forms part of the union’s ongoing campaign for greater transparency in higher education, including the rationale behind senior pay rises. UCU submitted a Freedom of Information (FoI) request to 158 HEIs in October 2017. This followed similar requests submitted in 2016, 2015 and 2014. All requests were designed to shine a light on the arbitrary nature of senior pay and perks in universities, and support the union’s call for reform. The basis for this report The FoI request that forms the basis of this report was sent to 158 (HEIs). It requested details of vice-chancellors’ (or head of institution if known by a different title) salaries and those of other senior post-holders earning over £100,000 at the institution during the academic year of 2016/17 (1 August 2016 to 31 July 2017). It also asked for details of flights, spending on hotels, spending on expenses and if the vice-chancellor was provided with accommodation by the university. Finally, we requested to know whether or not the vice-chancellor was a member of the remuneration committee, and requested a copy of the most recently ratified minutes of the institution’s remuneration committee. Variety of responses The questions on expenditure on flights, hotels, expenses and accommodation for vice-chancellors elicited a huge variation in responses with many institutions deploying exemptions under the Freedom of Information Act to avoid providing data. -

II. OPENING BUSINESS 1. WELCOME The Rector welcomed Professor Sally Mapstone, Mr Adrian Greer, Ms Pamela Chesters, Mr Dylan Bruce, Ms Charlotte Andrew and Mr Jack Carr, who were each attending their first formal meeting of Court as a new members. -

It has good connections to the city of Edinburgh, including both a tram line and 24 hour bus link (the Airlink bus service) to the centre of the city. There are a number of shuttle services that offer transfers directly to St Andrews from the airport by road, as well as a selection of car hire companies found within the airport. Glasgow & Prestwick Airports Glasgow is home to two international airports: Glasgow Airport and Glasgow Prestwick. Most international visitors arrive at Glasgow Airport, which is around 90 miles from St Andrews, while Glasgow Prestwick is slightly further from the city. Preliminaries It was agreed that Item 3.3 would be taken before Item 3.2 on the Agenda as discussion of student numbers was integral to discussion of the Draft Financial Plan. 1. Minutes of RECC Meeting 4 1.1 The Committee approved the minutes of the meeting held on 29 May 2020 (on file, RECC/19/13) as a correct record. 2. Matters considered 2.1. Update from Principal The Committee received a verbal update from the Principal. • The Principal updated RECC on the Black Lives Matter situation at the University (which had been the focus of discussion at the Court meeting 1 RECC/19/17 of 12 June1). -

Election of New Fellows 1 March 2010 The Royal Society of Edinburgh (RSE) has announced the election of 48 new UK and International Fellows to its 1500-strong Fellowship of experts in the sciences, arts, humanities, the professions, industry and commerce. The new Fellows were elected after a rigorous four-stage selection process culminating in a ballot of the entire Fellowship. Each new Fellow of the RSE is recognised within his or her peer group as having achieved excellence within their discipline or profession. Once admitted to the RSE Fellows are encouraged to contribute to the aims and objectives of the Society, including the provision of expert policy advice to Government and Parliament, outreach education programmes for young people, and public engagement events including conferences and discussion forums. Lord Wilson of Tillyorn, the President of the RSE commented, “I am delighted to be able to announce the election of 48 new Fellows of the RSE – each will I am sure be a credit to the Society and I look forward to welcoming them at the new Fellows’ induction day in early May. I hope and expect that our new intake of Fellows will contribute actively to the work that the RSE undertakes in contributing to public policy development, engaging with the public and supporting research and innovation. These are key areas in promoting the core objectives of the Society - the advancement of learning and useful knowledge.” Amongst the new Fellows are: Lord Turner, a successful businessman who has had landmark impacts on public policy informed by his active commitment to policy-relevant social science. -

WELCOME AND INTRODUCTION (MB) MB introduced the first meeting of the Beltane Network Advisory Group by outlining both the Network’s origins and its process of transition from Edinburgh Beltane Beacon for Public Engagement to Beltane Public Engagement Network. It was noted that all of the universities that were partners in the Edinburgh Beltane (the University of Edinburgh; Heriot-Watt University; Edinburgh Napier University; Queen Margaret University; the University of the Highlands and Islands [UHI]) are currently supporting the Beltane Network, with the exception of UHI, and that the goal of this second phase of the Beltane project is to further embed public engagement in the culture of the Beltane partner universities. 2. REVIEW OF PAST WORK AND TRANSITION (HJR) HJR presented an overview of the Beltane’s work so far and of its transition from a beacon to a network during 2012. -

MINUTE OF THE STATUTORY HALF-YEARLY MEETING OF THE GENERAL COUNCIL HELD ON SATURDAY 24 NOVEMBER 2018 AT 10.30am IN PARLIAMENT HALL, SOUTH STREET, ST ANDREWS The Principal and Vice-Chancellor, Professor Sally Mapstone, was in the chair. Welcoming 39 members to the meeting, she passed on apologies from the Chancellor, Lord Campbell of Pittenweem, who had been detained by business in London, and extended a particular welcome to the University Chaplain, Revd Dr Donald MacEwan, to the new Convener of the Business Committee, Gillian Stamper, and to Dr Katie Stevenson, Assistant Vice-Principal (Collections and Digital Content), who would be presenting at the meeting. 1. Minute of the last ordinary half-yearly meeting of the General Council held on 30 June 2018 There were no matters arising and the minute was agreed. 2. Report by the Convener of the Business Committee Gillian Stamper, the new Convener of the Committee, introduced herself, and paid tribute to her predecessor’s expert knowledge, wisdom and good humour. She conveyed the Business Committee’s appreciation of the opportunity given by the University to recognise Graham Wynd’s contribution to the General Council by way of a drinks reception in September. Turning to the work of the Business Committee since the last General Council meeting in June, the Convener referred members to the minutes of the last Business Committee meeting held on 22 September (included as Agenda Item 2 in the Billet, pp 12-14), and highlighted the collation of a skills matrix in which Business Committee members had participated. This had confirmed a broad range of experience and skills across Business Committee members, in respect of: administration, communications, enterprise and business development, meeting facilitation, influencing skills and relationship management. -

Things to know about us: - All the money you spend in our bars and cafés go back to the students! - Most of the Students’ Association is run by student volunteers. - We offer accommodation viewing services for students. - There are 12 subcommittees (or ‘super societies’) that are open to all matriculated students. - The Students’ Association trains and supports over 350 Class Reps. - The Education Committee which represents your academic interests meets weekly. In this issue, we outline the findings ofChanging Places, a study led by Professor Simonetta Manfredi that delved into the experiences of women on both corporate and university boards. We also share new developments and networking opportunities from Board Apprentice and the New Schools Network, and introduce a new network for women in STEM careers. Last but not least, we introduce and welcome recent joiners to the HE working group. Our Higher Education 30% Club mission: to increase consensus across the UK higher education sector on the value of diverse and transferable leadership skills, particularly between companies and universities. Our objectives for 2017 We’re undertaking several initiatives this year to build consensus across the UK higher education sector on the value of diverse and transferable leadership skills, particularly between corporates and universities. We’re hosting a workshop, open to the 42 university members of the 30% Club (and hosted by Universities UK at its September conference), to create an action plan based on ideas raised at the launch of Professor Manfredi’s Changing Places research (see following article). One idea up for discussion is a single point of contact to disseminate those research findings. And with support from UCL’s Equality and Diversity team, we’re mapping the landscape of UK organisations with a mission to improve gender diversity in the leadership of UK higher education institutions. -
