If democracy is the “government” of the “people”, can there be a government of peoples? Are international organisations, like the United Nations, demoicracies; or should the United Kingdom, as a multi-nation state, be viewed as such? Within the last decade, the idea of demoicracy has developed considerable traction, especially within the political science literature on the European Union. Yet what exactly is demoicracy supposed to mean in this context; and what models of demoicracy have developed to explain the “realities” of a plurality of peoples governing together? This Working Paper aims to explore the theoretical and historical expressions of the curious concept of demoicracy. Section 1 starts by clarifying two important philosophical distinctions, namely the difference between popular sovereignty and popular government and, equally, the distinction between an (international) Union of States and a (national) Union State. Sections 2 offers a constitutional overview of the potentially demoicratic elements within the United States of America; while Section 3 analyses and compares the founding and government of the European Union in demoicratic terms. Section 4 critically presents the three main models of demoicracy that have developed in the contemporary literature on the European Union, with Section 5 introducing a – new – fourth model called “republican federalism”. A Conclusion makes a normative argument in favour of this fourth model from the point of view of the social and legal structure of the European Union. They are published, prematurely, today to honour the late David Held who, suddenly and sadly, passed away last year. David and I first met in 2012 when he arrived in Durham as the newly appointed Master of University College. Plans were swiftly made to co-direct a “Global Policy Institute” in which David was to concentrate on the international and cosmopolitan dimension of world “governance” (or gridlock thereof), whereas I – a (then) young Professor of European Law – was to explore the supranational and regional manifestations of “governments” above and beyond the State. David was a prodigious source of warmth, wisdom and wit. The son of a German-Jewish émigré fleeing Nazism, educated in Britain and the United States, David’s academic interests were as broad as they were deep. Starting his career with an extraordinary “Introduction to Critical Theory” (1980), which familiarized a wider English-speaking world with the philosophy of the Frankfurt School, and especially the work of Jürgen Habermas, his subsequent intellectual rendezvous with “democracy” and “cosmopolitanism” not only made him famous but defined and structured two academic subfields for more than two decades. Interested in the “theory” as much as in the “practice” of both key concepts of political philosophy, he combined a profound sensitivity for the history of ideas with a deep commitment to sociological facts. David thereby believed in, and had an enormous respect for, the constructive potentiality of “law” as an agent of order and rationality; and conversations at the Institute would thus often range from Adorno and ASEAN to Zambrano and Zemin. One of his future retirement projects was to write a book entitled “How to Change the World” (he hardly seemed unnerved when told that Eric Hobsbawm had already published under that title), and while this book will never see the light of day, for many who knew him, he had already changed the world for the better. He will be much missed, and these preliminary thoughts are but a first tribute to a remarkable friend and colleague – and, in many ways, a master in life and death. A preliminary version of this preliminary piece was presented in Zürich; and I am very grateful to Francis Cheneval for his kind invitation to the “Kolloquium Politische Philosophie” last year. Most special thanks go to Nicola Lupo who, over the years, has kindly encouraged me to put these ideas on paper (and a shortened Italian version of the second part of this essay is to be published in his collection “Parlamenti e democrazia in Europa: Federalismi asimmetrici e integrazione differenziata” next year). Moreover, it has accomplished this feat without a ruling political party, considered by most scholars to be the key to stable authoritarianism. Why has the Iranian political system proven so durable? Moreover, can the explanation for such durability advance a more deductive science of authoritarian rule? My dissertation places Iran within the context of guardian regimes—or hybrid regimes with ideological military, clerical or monarchical institutions steeped in the politics of the state, such as Turkey and Thailand—to explain the durability of unstable polities that should be theoretically prone to collapse. “Hybrid” regimes that combine competitive elections with nondemocratic forms of rule have proven to be highly volatile and their average longevity is significantly shorter than that of other regime types.

    Types of Democracy The democratic form of government is an institutional configuration that allows for popular participation through the electoral process. According to political scientist Robert Dahl, the democratic ideal is based on two principles: political participation and political contestation. Political participation requires that all the people who are eligible to vote can vote. Elections must be free, fair, and competitive. Once the votes have been cast and the winner announced, power must be peacefully transferred from one individual to another. These criteria are to be replicated on a local, state, and national level. A more robust conceptualization of democracy emphasizes what Dahl refers to as political contestation. Contestation refers to the ability of people to express their discontent through freedom of the speech and press. People should have the ability to meet and discuss their views on political issues without fear of persecution from the state. Democratic regimes that guarantee both electoral freedoms and civil rights are referred to as liberal democracies. In the subfield of Comparative Politics, there is a rich body of literature dealing specifically with the intricacies of the democratic form of government. These scholarly works draw distinctions between democratic regimes based on representative government, the institutional balance of power, and the electoral procedure. There are many shades of democracy, each of which has its own benefits and disadvantages. Types of Democracy The broadest differentiation that scholars make between democracies is based on the nature of representative government. There are two categories: direct democracy and representative democracy. We can identify examples of both in the world today.

Following the work of Guillermo O’Donnell this work explores the quality of, and serious deficiencies in, Argentina’s democracy. This work pays special attention to presidential use and misuse of Decrees of Necessity and Urgency by as a means to govern alone, thus bypassing Congress and how there is no existing check and balances in the government in this regard. Observing delegative democracies, this work also examines the following: the use of economic restrictions, use of policies such as nationalizations, privatizations, management of the federal budget, international relations of the country, restriction on the media, behavior of the judiciary branch, changes in the national constitution, and decreasing role of the Vice President. This work analyzes the relationship between democracy, decrees of necessity and urgency, laws sanctioned by Congress and inflation using transfer function models. Democracy is measured using the Polity IV dataset. There is a causal relationship among the explanatory variables (inputs) —the numbers of laws passed by Congress, inflation, and number of DNU — and Democracy (output).

European Demoicracy and Its Crisis1 KALYPSO NICOLAÏDIS Abstract This article offers an overview and reconsideration of the idea of European demoicracy in the context of the current crisis. It defines demoicracy as ‘a Union of peoples, understood both as states and as citizens, who govern together but not as one,’ and argues that the concept is best understood as a third way, distinct from both national and supranational versions of single demos polities. The concept of demoicracy can serve both as an analytical lens for the EU-as-is and as a normative benchmark, but one which cannot simply be inferred from its praxis. Instead, the article deploys a ‘normative-inductive’ approach according to which the EU’s normative core - transnational non-domination and transnational mutual recognition - is grounded on what the EU still seeks to escape. Such norms need to be protected and perfected if the EU is to live up to its essence. The article suggests ten tentative guiding principles for the EU to continue turning such norms into practice. _____________________________________________________________________ The aftershock of the 2008 global financial crisis in the EU has come to be widely seen as a crisis of ‘democracy’ in Europe. This article starts from the premise that the EU’s legitimacy deficit will not be addressed by tinkering with its institutions. Instead, the name of the democratic game in Europe today is democratic interdependence: the Union magnifies the pathologies of the national democracies in its midst, even as it entrenches and nurtures these democracies, who in turn affect each other in profound ways.

    American Government Framework The High School Assessment (HSA) in American government provides Maryland students with the opportunity to learn the Constitutional framework and democratic process that structure the State and national political system. American Government establishes a knowledge base which supports the development of skills needed for citizens in a participatory democracy. Effective citizens possess a clear understanding of government: its structure, its purposes, and its processes. Democracy doubtlessly was the most successful idea of the 20th century, in spite of its flaws and problems. Democracy is able to adapt to changing environments and has been able to cope with challenges and problems in most cases. As a consequence, the number of democracies has increased and many countries have moved from a non-democratic government to a democratic one over the years. The number has risen from 69 in 1989/1990 to 125 electoral democracies in 2016.1 Nowadays, the majority of countries are governed by democratic regimes. Democratic systems are characterized by a variety of criteria, such as an electoral process and pluralism, political participation, civil liberties, the functioning of government, constraints on the power of the executive, and political culture with a guarantee of civil liberties. Ever since the draft Constitutional Treaty for the European Union started to take shape in bits an pieces last year it has provoked passion in Britain and a yawn in the rest of Europe. Public opinion may yet pick up elsewhere as the intergovernmental conference puts its own mark on the document and as a number of EU members put it to a referendum in the Spring. In the meanwhile, one can understand both the infl ated expectations and the indifference. For the fi rst time in the history of the EU, delegates other than diplomats have engaged for more than a year in a public debate about its foundations, its goals and its methods. The reach of their so- called dialogue with civil society may have been wanting, but they have conducted this debate in a highly open and transparent fashion, with the full paraphernalia of web cast and e-forum. But while the plot and the set may look impressive, the play itself is not revolutionary. For the most part, the draft European Constitution codifi es under one umbrella the plethora of treaties and amendments adopted by European Union members over the last 45 years. The idea that, with it, Britain would lose its unique identity is a strange one. It is specifically animated by the following research question: What are the effects of bringing religion into the public sphere in new democracies, especially those whose theological values are considered to be hostile to democratic precepts? My analysis presents a theory for modeling the dynamics which are created when states allow hostile religions more access to the political and public spheres during moments of democratization (or lesser forms of political liberalization) by a) allowing religious political parties to contest elections and b) biasing religion-state arrangements in favor of religion. Drawing from more than eighteen months of field research in Italy and Algeria, I test the mechanisms of my theory through in-depth case studies in both a Catholic and Islamic setting and then use cross-national data on religion-state arrangements by Grim and Finke (2006) and Fox (2008) to statistically explore the theory‟s wider explanatory weight.
