The first study treats the tradition of ancient Greek democracy, especially the tradition of Athenian democracy from ca. 1750 to the present day. It is argued that in ideology there is a remarkable resemblance between the Athenian democracy in the Classical period and the modem liberal democracy in the 19th and 20th centuries. On the other hand no direct tradition con nects modem liberal democracy with its ancient ancestor. Not one single Athenian institution has been copied by a modem democracy, and it is only from ca. 1850 onwards that the ideals cherished by the Athenian democrats were referred to approvingly by modem cham pions of democracy. It is in fact the IT technology and its potential for a return to a more direct form of democracy which has given rise to a hitherto unmatched interest in the Athenian democratic institutions. This is the topic of the second study in which it is argued that the focus of the contemporary interest is on the Athenian system of sortition and rotation rather than on the popular assembly. Democracy in the United States The United States is a representative democracy. This means that our government is elected by citizens. Here, citizens vote for their government officials. These officials represent the citizens’ ideas and concerns in government. Voting is one way to participate in our democracy. Citizens can also contact their officials when they want to support or change a law. The process required to become a citizen is called naturalization. To become a U.S. citizen, you must meet legal requirements. You must complete an interview with a USCIS officer. You must also pass an English and Civics test. Then, you take the Oath of Allegiance. This means that you promise loyalty to the United States. Recieved 20 April, 2015; Accepted 31 March, 2016 According to the democratic peace theory, democratic states are less likely to go to war with other democratic states. Consequently, the ultimate goal of the theory is to create a world of democracies that is, a world without war. However, from the realist perspective in some cases democracies go to war with other democracies to influence their power. This paper will critically analyze the validity of democratic peace theory in its assumption that democracies rarely fight each other, by providing the example of the establishment of the European Union, in which democracies are co-operating with each other to achieve their common good. The paper is divided into three parts; the first one will provide an explanation of the Peace Democratic theory and its main assumptions. The second one will evaluate to what extent these assumptions are practical ones through the application of the case studies. Then a counter-argument for one of its assumption will be included questioning the core claim of the democratic peace theory from the commercial peace theory perspective. Types of Democracy the Democratic Form of Government Is An
Types of Democracy The democratic form of government is an institutional configuration that allows for popular participation through the electoral process. According to political scientist Robert Dahl, the democratic ideal is based on two principles: political participation and political contestation. Political participation requires that all the people who are eligible to vote can vote. Elections must be free, fair, and competitive. Once the votes have been cast and the winner announced, power must be peacefully transferred from one individual to another. These criteria are to be replicated on a local, state, and national level. A more robust conceptualization of democracy emphasizes what Dahl refers to as political contestation. Contestation refers to the ability of people to express their discontent through freedom of the speech and press. People should have the ability to meet and discuss their views on political issues without fear of persecution from the state. Democratic regimes that guarantee both electoral freedoms and civil rights are referred to as liberal democracies. In the subfield of Comparative Politics, there is a rich body of literature dealing specifically with the intricacies of the democratic form of government. These scholarly works draw distinctions between democratic regimes based on representative government, the institutional balance of power, and the electoral procedure. There are many shades of democracy, each of which has its own benefits and disadvantages. Types of Democracy The broadest differentiation that scholars make between democracies is based on the nature of representative government. There are two categories: direct democracy and representative democracy. We can identify examples of both in the world today. -

Following the work of Guillermo O’Donnell this work explores the quality of, and serious deficiencies in, Argentina’s democracy. This work pays special attention to presidential use and misuse of Decrees of Necessity and Urgency by as a means to govern alone, thus bypassing Congress and how there is no existing check and balances in the government in this regard. Observing delegative democracies, this work also examines the following: the use of economic restrictions, use of policies such as nationalizations, privatizations, management of the federal budget, international relations of the country, restriction on the media, behavior of the judiciary branch, changes in the national constitution, and decreasing role of the Vice President. This work analyzes the relationship between democracy, decrees of necessity and urgency, laws sanctioned by Congress and inflation using transfer function models. Democracy is measured using the Polity IV dataset. There is a causal relationship among the explanatory variables (inputs) —the numbers of laws passed by Congress, inflation, and number of DNU — and Democracy (output). -

By measuring the five compo- nents of Elected Officials, Clean Elections, Associational Autonomy, Inclusive Citi- zenship, and Freedom of Expression and Alternative Sources of Information separately, we anchor this new index directly in Dahl’s(1971) extremely influential theoretical framework. The paper describes how the five polyarchy components were measured and provides the rationale for how to aggregate them to the polyarchy scale. EUROPEAN PERSPECTIVES − INTERNATIONAL SCIENTIFIC JOURNAL ON EUROPEAN PERSPECTIVES VOLUME 9, NUMBER 1 (16), PP 65-84, OCTOBER 2018 What Kant preaches to the UN: democratic peace theory and “preventing the scourge of war” Bekim Sejdiu1 ABSTRACT This paper exploits academic parameters of the democratic peace theory to analyze the UN’s principal mission of preserving the world peace. It inquires into the intellectual horizons of the democratic peace theory – which originated from the Kant’s “perpetual peace” – with the aim of prescribing an ideological recipe for establishing solid foundation for peace among states. The paper argues that by promoting democracy and supporting democratization, the UN primarily works to achieve its fundamental mission of preventing the scourge of war. It explores practical activities that the UN undertakes to support democracy, as well as the political and normative aspects of such an enterprise, is beyond the reach of this analysis. Rather, the focus of the analy- sis is on the democratic peace theory. The confirmation of the scientific credibility of this theory is taken as a sufficient argument to claim that by supporting democracy the UN would advance one of its major purposes, namely the goal of peace. Wars since 1945: An Introduction Beatrice Heuser1 While most Europeans lived through an exceptionally peaceful period of histo- ry, termed ‘The Long Peace’ by John Lewis Gaddis,2 the populations of other continents were decidedly less fortunate. What was a ‘Cold War’ for the Euro- peans was anything but ‘cold’ for the Koreans, Vietnamese, Cambodians and Laotians, for most Arab peoples, the Afghans, Pakistanis, Bangladeshis, and Indians, the populations of the Congo, Kenya, Nigeria, Angola, Mozambique, Guinea-Bissau, Ethiopia, Somalia and Eritrea, and of most of Latin America. How, then, can one be so sanguine as to characterise this period as that of a ‘Cold War’ or a ‘long peace’? The reason is that the long-expected Third World War has not (yet?) taken place. It was the prospect of such a Third World War, a ‘total’ and in all probability nuclear war, that attracted the attention of con- cerned minds in Europe and North America, the cultures that over centuries produced most publications on the subjects of war, strategy, military affairs and international relations. 1. An overview Admittedly, Americans, Britons, Frenchmen, Belgians, Portuguese and the Dutch were soon reminded of the existence of a world outside the Europe- centric East-West conflict. Almost immediately after the end of the Second World War, Britain and France became involved in decolonisation wars in Asia and Africa, and America woke up to the enduring reality of lesser wars with Korea. American strategists like Robert Osgood turned to Clausewitzian con- cepts to define these: they called them ‘limited wars’, since no nuclear weapons were used, and because they did not escalate to global war.3 While many of them recognised the continuing occurrence of such non-nuclear, non-global wars, Americans (and indeed Britons and Frenchmen) tended to see them as part of the larger framework of the Cold War. -

Origins of Democracy the Word "Democracy," As Well As the Concept
Origins of Democracy The word "democracy," as well as the concept it represents, can be traced back to the area surrounding the Mediterranean Sea. The beginnings of democracy can be credited to the Greeks of the sixth century BC. The word comes from two Greek words: demos, meaning "the people," and kratein, meaning "to rule." These two words are joined together to form democracy, literally meaning "rule by the people" (Pious). The Greek system of government was perhaps closer to a true democracy or rule by the people than any other in history. The Greeks viewed dictatorship as the worst possible form of government, so their government evolved as the exact opposite. Their civilization was broken down into small city-states (never more than 10,000 citizens), and all the men voted on all issues of government. There were no representatives in the Greek system of government. Instead, they ruled themselves directly; each man was a life long member of the decision making body. This was almost a total democracy except for the fact that women and slaves (over 50% of the population) were not considered citizens and were not allowed to vote. Despite this, no other civilization has come as close to democracy as its creators, the Greeks, and many later civilizations have incorporated this Greek idea as part of the foundation for their government (Lee; Lefebvre). Ideas of democracy similar to that of the Greeks were used by the Romans, though not to the same extent. The Roman Empire (509-27 BC) took some of their governmental ideals from the Greeks.
