The following DRAFT ORDINANCE is made public prior to enactment in accordance with Article 17 (1) (d) of the Palestine Order in Council, 1922, as amended by Article 3 of the Palestine (Amendment) Order in Council, 1923. J. GUTCH 18th November, 1939. Acting Clerk to the Advisory Council* (A/94/87) DRAFT. AN ORDINANCE TO AMEND THE GAME PRESERVATION ORDINANCE. BE IT ENACTED by the High Commissioner for Palestine, with the advice of the Advisory Council thereof :— 1. This Ordinance may be cited as the Game Preservation Short title. (Amendment) Ordinance, 1939, and shall be read as one with the Game Preservation Ordinance, hereinafter referred to as the prin• Cap. 64. cipal Ordinance. 2. Section 2 of the principal Ordinance shall be amended by Amendment of the addition of the following words at the end of the definition of section 2 of the principal "police officer" appearing therein :— Ordinance. "and any person authorised by the High Commissioner to exercise the powers conferred on a police officer by this Ordinance." 3. Section 10 of the principal Ordinance shall be amended by Amendment of the addition of the following subsection at the end thereof as sub• section 10 of the principal section (5) :— Ordinance. " (5) Any police officer may confiscate any apparatus or de• coy used for the snaring or capture of any bird or animal con• trary to the provisions of this Ordinance and may release any bird or animal so snared or captured." OBJECTS AND REASONS. This draft Ordinance amends the Game Preservation Ordinance (Chapter 64) by providing that the powers exercisable by police officers and wardens under that Ordinance may be exercised also by persons specially authorised for the purpose by the High Commissioner, and by extending these powers to include summary powers of confiscating apparatus used in trapping birds and animals contrary to the pro• visions of the Ordinance, and of releasing the bird or animal so trapped. The par• ticular object of the amendments is to enable prompt and effective measures to be taken to stop the practice of trapping and caging song birds in towns, which has become very prevalent. W. BE IT ENACTED by the High Commissioner for Palestine, with the advice of the Advisory Council thereof :— Short title. 1. This Ordinance may be cited as the Dead Sea Concession (Amendment) Ordinance, 1939, and. shall be read as one with the No. 23 of 1937. Dead Sea Concession Ordinance, 1937, hereinafter referred to as the principal Ordinance. Amendment of 2. The Schedule to the principal Ordinance shall be amended Schedule to the by the following alterations to the text of •the Concession set out principal therein :— Ordinance. (a) the substitution of the word "salts" for the word "salt" and the insertion of a bracket")" between the words "use!" and "from", appearing in the paragraph commencing with the word "THIRDLY" in Article 2 thereof; (b) the insertion of the word "rights" immediately after the word "existing", appearing in the paragraph commencing with the word "FOURTHLY" in Article 2 thereof; (c) the substitution of the figure "4J" for the figure "It?" ap• pearing in paragraph (ii)(b) of Article 25 thereof; (d) the deletion of the word "and" appearing between the words "Company" and "which cannot be settled" in para• graph (1) of Article 35 thereof. Commencement. 3. This Ordinance shall be deemed to have come into force on the 19th day of August, 1937. OBJECTS AND REASONS. This Ordinance rectifies one or two minor errors which appear in the text of the Concession for the extraction of salts and minerals in the Dead Sea, as it is set out in the Schedule to the principal Ordinance, which validates the Concession. The errors appeared in the first reprint of the Concession published in the Gazette No. 260 of 1st January, 1930, but they did not appear in the actual original agree• ment signed by the parties. W. The bus crawled uphill, shuddering as it took each corner, and stones flew out like bullet shots from under its tires. Through the rear window there was nothing to be seen but a cloud of dust and rocks. From her seat on the back row she looked over the heads of the other passengers and took in the hats, frayed collars, and the cases in the luggage nets that were pasted with labels from Rotterdam, Marseille, Valparaiso, and Hamburg.     Chapter Six: Dialogic Creation A.Melting Pot When Rachel and Jeremiah Shapirah were chosen to found and direct Hadassim by the heads of WIZO, their first step was to span the whole of the country for the teachers that would fit in with the spirit of Schwabe’s Teacher-Scout group. More specifically, they were looking for young, inexperienced instructors free of influences that could compromise the educational fountainhead which Hadassim would become. It was for the best that Rachel and Jeremiah weren’t philosophers. There have been many new ideas in the realm of education, but philosophical originators have a bad track record when it comes to implementing such ideas. It was precisely the Shapirahs’ accomplishment to synthesize and implement Schwabe’s philosophy in the practical arena of educational design. Schwabe was there, in person, to consult them throughout the process (until his death in the fifties). The result of this division of labor was a wholly new creation: we, the students, were the end and purpose of it; we were there to “see the voices” – just as the Jewish people had once “seen the voice” of God at Mount Sinai. Ultimately, life in the village rested on a triumvirate of sorts: Schwabe, Shapirah and Spira, with Buber and Margolin adding their own voices. These interwoven dimensions reached their climactic expression in Micha’s dancing – in public, during the Shavuout holiday, and in private, in his Jerusalem apartment. The course followed by Rachel and Jeremiah during Hadassim’s first decade, from the moment they were given direction over the village until the mid-fifties, was a model of optimal policy formulation and execution.
