- Organized the "Petroleum Finance and Economics Program" in Cairo, Egypt for U.S. Agency for International Development/Institute of International Education. Several faculty members from Texas universities taught in the Program.

- Organized the "Petroleum Management Program" in Austin, Texas for U.S. Agency for International Development/Institute of International Education. A large number of faculty members from Texas universities taught in the Program which was attended by senior managers from oil companies in developing countries and government officials dealing with petroleum issues in foreign nations.
