Madisa MINISTRY OF AGRICULTURE BOTSWANA Gabarone, Botswana July 2005 INTRODUCTION The Ministry of Agriculture of Botswana is currently coordinating Urban and Peri- urban Agriculture initiatives, in line with its main policy objective of food security. As the country is faced with various challenges of rapid urbanization, declining economy, growing urban poverty and HIV/AIDS, urban agriculture has become increasingly relevant for the country. So far few studies have been carried out on urban agriculture. Mosha (2001) and Byerley (1996) indicate that urban agriculture is not employed in Botswana in a scale comparable to other developing countries. However, there are indications that urban agriculture is growing and is contributing considerably to income generation, employment creation and poverty alleviation (Hovorka 2004). ‘ The policy interest on urban agriculture was necessitated by the following: Rapid urbanization. The recent Population and Housing Census Report indicate that the urban population now stands at 52% (CSO, 2001). Growing urban unemployment that stands at 21 % (GoB/UNDP, 2002) Growing urban poverty. The current national situation with respect to poverty is that about 36.6% of the population is living below the poverty datum line (UNDP, 2002). Whist the 1997 Botswana Institute for Development and Policy Analysis Poverty report showed urban poverty to be lower than rural poverty, a recent report by UNDP on poverty indicated that urban poverty was now on the increase (ibid.) HIV/AIDS. The HIV/AIDS pandemic poses a huge challenge for the nation at large.

David J. Brown i ABSTRACT The Republic of South Africa has the largest number of people living with HIV/AIDS in the world; the disease is classified as “hyper-epidemic” here. It is estimated that almost half of the deaths in the country are now from AIDS-related causes, and life- expectancy over the past 15 years has dropped from 64 to 49.3 years. As a millions of parents die from the disease, there is corresponding surge in the number of maternal, paternal, and double orphans, increasing by more than 2000 children per week and now believed to exceed 4 million of South Africa’s 18.7 million children. These bereaved children are battling grief, loneliness, hunger, poor diet, poor health, stigma, discrimination, molestation, abuse, the risk of disease, and the loss of education and property. The pandemic has exacerbated the already difficult situation faced by many of South Africa’s children due to poverty, fragmented families, poor service delivery, and moral decay.

    Wilkinson’s Dream for Africa is Shattered Prof. Johan Malan, University of Limpopo, South Africa (Copyright 12/22/2005) arly in July 2005, after three years based in Johannesburg, South Africa, E well-known American author and theologian, Dr. Bruce Wilkinson, moved to the land-locked kingdom of Swaziland, a former British colony, to give practical expression to his “Dream for Africa.” During his extensive travels on the subcontinent he was captivated by the plight of millions of unemployed, poor, sick and undernourished Africans who have very little hope on a better future without assistance from outside. He was particularly concerned about the more than one million children left orphaned by the AIDS epidemic – more than a hundred thousand of them in Swaziland. As a very able, influential and wealthy man, Bruce decided to lend a helping hand and soon devised a grand scheme for the upliftment of destitute communities and individuals on the underdeveloped continent. He had a dream, a vision, an ambitious plan, to channel vast humanitarian aid from the US to communities in Africa where it is most needed. He selected the poverty-stricken, former British colony, Swaziland, as a role model for the rest of Africa on how to successfully change lifestyles and eradicate poverty and suffering. Swaziland has one of the highest infection rates of HIV in the world. Bruce secured an extensive support-base among private companies and churches, and also received a large grant from the US government to combat AIDS in Africa. Many US and local volunteers also engaged in projects like Never Ending Gardens, to teach locals how to have two gardens per family to sustain them with nutritious vegetables.
