Environmental Safety in the Framework of Sustainable Development of the Region (On the Example of the Siberian Federal District)

A statistical analysis of public opinion on environmental safety issues was carried out. The Siberian Federal District was chosen as the object of the study. Special attention is paid to the development of environmental safety in the Krasnoyarsk Territory and the Kemerovo Region (Kuzbass). The main criterion for determining the coordinates of "critical" points was the results of a social survey conducted by the Special Communications and Information Service of the Federal Security Service of Russia. The reasons for the negative impact on the state of the environment of the Siberian Federal District are revealed. It is established that when preventive measures are not so effective to maintain a high level of environmental safety, the compensation of environmental damage can pass through the organization of the institute of environmental insurance. 1 Introduction Theory and practice of sustainable development in Russia is associated with indicators of economic growth. Sustainable development is interpreted in a broader aspect at the international level and is associated not only with the economic phenomena implementation, but also with environmental and social processes. Currently, due to the ongoing scientific and technological breakthroughs, there is a limit to the use of the Russian raw-materials export model of development. On the one hand, there is a decrease in resources of producing fields, leading to a decline in economic growth, and, on the other hand, the expansion of exploration and extraction of minerals causes damage to the environment, reducing environmental safety level. -

Many regions of Russian Federation have serious problems with water supply. Despite the significant water resource potential, including ground, surface and mineral waters, not all the population of the Kemerovo region is provided with clean drinking water. Besides the location of heavy industry enterprises, especially coal mines and pits, within the boundaries of river basins affects the condition and quality of water from different water sources. The purpose of this paper is to provide a research of clean drinking water providing the population of the Kemerovo region-Kuzbass, formulate the main problems and identify possible areas of activity in the field of increasing the availability of clean drinking water for the population of Kemerovo region-Kuzbass. 1 Introduction Safe and accessible water is an important factor in human health, regardless of the purposes for which it is used (drinking, domestic needs, cooking, etc.). An improved water supply and sanitation system and more efficient water use can contribute to economic growth in countries and make a significant contribution to poverty reduction. Kemerovo Region, with the city of Kemerovo as the seat of regional government, is also known as Kuzbass, which in Russian stands for Kuznetsk [Coal] Basin (Kuznetsky ugolny bassein) – one of the world’s largest coalfields. Kemerovo Region and Kuzbass are mostly interchangeable in Russian, and are used so throughout this report. In some official references or documents cited in this report both names are used. Given that coal mining and washing is the principal industry of Kuzbass, the term extractable resources, meant to refer to any mineral, ore, rock, or fossil fuel extracted for commercial purposes and used to some extent in official documents or other texts focusing on Kemerovo Region, will in the context of Kuzbass almost exclusively imply coal (some clarifying details on this interpretation are provided in Footnote 102 in the section titled “Mining Waste”). -

Situation of the Shor people The Russian Federation’s follow-up report contains information about the situation of the Shor people that is largely inaccurate. Shor people originally from the destroyed village of Kazas do not agree with the information presented in the report, and the Russian Federation has not implemented the recommendations made by the Committee in its Concluding Observations in August 2017. Since these Concluding Observations were adopted, the Russian Federation has not restored the rights of Shor people originally from Kazas whose homes were burned down between November 2013 and March 2014. It has also not adopted a resettlement program or provided compensation for loss of land or houses, including in the form of land exchange.
