THE MUNICIPALITY PROFILE WAS DEVELOPED THANKS TO THE FINANCIAL ASSISTANCE FROM THE KINGDOM OF THE NETHERLANDS AND TECHNICAL ASSISTANCE FROM THE INTERNATIONAL AGENCY OF THE ASSOCIATION OF DUTCH MUNICIPALITIES VNG INTERNATIONAL. TOMISLAVGRAD municipality profile

Dear reader, As of this moment, you have the opportunity to get ac- quainted with our municipality through the brochure we named „Municipality Tomislavgrad Profile“. Of course, this refers to those of you who did not have a chance to get acquainted with our town or only knew little about it, but I am sure that even our local person can find useful information he/she did not now before. The Munici- pality Profile was developed by a Working Group consisting of mu- nicipality staff under the supervision of the Municipality Mayor, in cooperation with the Association of Cities and Municipalities of the Federation BiH and VNG Interna- tional, hence I would like to take this opportunity and thank them all, especially Mr. Jim Budds, representative of the VNG International Office in . This brochure is the result of endeavors by the municipal administration to provide basic informa- tion to all persons interested but especially you, future investors and entrepreneurs whom this will have an impact on your decision to choose Tomislavgrad for future business engagements and achievements. With a brief “story”, we tried to go through Tomislavgrad and its surroundings, from a historical point of view to the present and future moments, providing you with an opportunity to influence all ‘tomorrows’ that will come and to create them together - certainly, as much as it is in our power. I know that many of you will have lots of objections to the written material and will most likely find some inaccurate informa- tion. Every comment and advice can only be good and therefore please feel free to say and suggest anything that should be changed, added or corrected. Finally, my dear fellow citizens, I would like to invite all of you and others, no matter where you come from, to carry out your plans and projects here, in Tomislavgrad. Municipal of- fices and the Mayor are at your disposal. We accept and we will approve every in- vestment that must contain two conditions and goals: the first goal is that each busi- ness project is based on joint interest (the Municipality on one hand, where unem- ployment will be reduced and income will be increased, and on the other hand the entrepreneur with generated income); the second condition is that each project meets the highest ecological standards that predominate in western countries. Let’s be fair and honest to each other, give us a reason to help both you and our Municipality. Be the pillars of the future of royal Tomislavgrad! I wish you plenty of success in business and all the best in life!

1. General Information

Tomislavgrad, city, municipal center and municipality is located in the south- ern part of the Herzeg-Bosnian Canton (), right next to the border with the Republic of and Dalmatian hinterland (four border crossings). That is the geographical and historical con- nection between Bosnia, and , and at the same time the joint of the roads –Bihac-, and Split–Sarajevo. In a little over a half an hour and across the border crossing time of Croatian and Bosnian rulers it used to be called „Zupanjac“ (according to the place of residence of the gover- nor of the Duvno parish); in the time of the Turkish reign it used to be called „Zupanj“ – river stream; in the time of the Austro-Hungarian reign – „Zupanjac“; in 1928 it was named Tomislavgrad (in honor of king Tomislav) and it lasted until 1945; from 1945 until 1990 it was named Duvno, after which its citizens declared by ref- erendum on renaming it Tomislavgrad (even though citizens of this municipal- ity are still called „Duvno people“). The municipality day is celebrated on 8. „Kamensko”, one arrives at the Adriatic July. highway, which is the direct connec- tion with Europe. The surface of Municipality Tomislavgrad is 965,771,139 m2, i.e. 966 km2! It contains 47 cadastre municipalities and 59 populated towns. Historical facts indicate that in year 925, in Duvanjsko , the first Croatian king was crowned - king Tomislav! Tomislavgrad kept changing its name throughout vari- ous time periods. In the Roman pe- riod, it used to be called , and the root of the name is in the Illyric word “D'lmno” – pasture, or “dalma” (“delma”) – sheep. In the

3. Entrepreneurship – cost and possibilities concluded that financial resources are not suf- ficient and not critical, but they represent dead capital trapped in foreign banks. Dis- organized political opportuni- ties, lack of organization, ideas and advice, lack of knowledge in legal regulations often adapt to new technologies, skills and permanent learning. Preparations for the Regional Info-Center (RIC) are underway, which will function at the level of the Regional Development Agency brings the investors in a situation that their work is obstructed before they even started it. Certainly, these oc- currences reflect and create rejection towards those that Municipality Tomislavgrad has been going through significant changes in the past years, those being developmental as well as organizational. Considering that this mu- nicipality was in 1999 next to the last place according to economic development in BiH, we can justifiably conclude that develop- ment processes are in place in all areas, such as economic and social, and espe- cially in light of structure and organization of public services in the municipality. Look- ing at the realistic potentials of Tomislav- grad, including powerful individuals, we

might eventually invest their money. Due to the reasons stated above, the municipality is speedily working on the establish- ment of a better and more organized structure, since the municipality is the place closest to entrepre- neurs and all other citi- zens. As demonstrated in the graph and table below, we can see the number of staff in private companies as well as the structure of registered activi- ties. If we look closely, we may conclude that a large number has 1-5 employees. Perhaps this is partially a problem of the business inspection, but at the same time it is largely the consequence of lack of knowledge in regulations and laws, lack of information (possibly a certain number of them does not know the total financial obligations towards the net income), etc. I am sure that a certain number of exist- must become the place and source of new, rational and RELATION BETWEEN THE NUMBER OF STAFF AND realistic ideas and projects REGISTERED ENTITIES that will be of service to the 900 existing and new investors. 781 In that aim, activities in the 800 past couple of years have 700 been increased in light of 600 introducing changes to the 500 methods of work of municipal 400 services and staff. The problem occurs when the founder of a company does not have complete necessary documenta- tion even though it is evident, as per the table below that these are the ba- sic documents. In optimal conditions, that deadline is 15 days. Within the Info-Center, the Municipality Tomislav- grad plans to offer the founders com- plete registration services which in turn, will be simpler and cheaper for them (at least they will be spared of walking door to door). The cost of work is variable and depends on a 10 TOMISLAVGRAD municipality profile few factors: type of activity, edu- cational background of staff, proven skills and other, ranging from 600 – 2000 KM, and spe- cial experts are paid even more. Turnover (sales) of real estate in the past 3 years was intensive. This especially refers to purchase of construction land in the area of the entire municipality showing that there is an interest in invest- ments. In the next couple of years, we expect greater investments in agricul- ture, trade and especially tourism/ hotel/restaurants projects on Busko Lake. Turnover of real estate in the too high in some cases, the cost of privately owned land is up to 50% higher. Nevertheless, we have thought about these objections and analyzing certain investment projects, we concluded that the cost of land in the majority of cases is insignificantly affecting the total investment. Experi- ences show that under-priced land sales usually have a negative effect: on one hand no one appreciates what they get cheap and free of charge, on the other hand possibilities for ma- nipulation are open, as well as re- selling and irrational usage of land surfaces. 4. Infrastructure BUSNIESS ZONE

Taking into consideration that the developed and built infrastructure is a pre-condition for economic and every other development, Municipality Tomislavgrad has been investing great efforts and financial resources in the past years in infrastructure projects, and in great part from its own budget (minding the well known saying: no one can help you but yourself”) That can best be seen from the graph shown with a note that Tomislavgrad just recently belonged among exceptionally undevel- (middle of the brochure) the road, water, telephone (classic and lighting cable) and electrical network of the Municipal- ity Tomislavgrad can be clearly seen, with additional information – rivers, streams, lakes, characteristic spots, mountains as well as populated areas in the municipality. The geographical posi- tion of municipality Tomislavgrad is very convenient out of the following reasons: connection to the Adriatic highway is less than 30 km away, two airports are relatively close (Mostar and Split are 80 km away) as well as

In the area of the Mu- nicipality Tomislavgrad, 4 border cross- ings are in function, out of which “Kamensko” is organized according to EU standards and has been made func- tional for fast flow of persons and goods, and it is 30 km away from the Adriatic highway. We believe we can make those borders (who no one likes and wants) our advantage. We want to be- lieve that BiH will in due time be a mem- ber of the European Union, and Tomislavgrad will certainly give its con- tribution in that respect.

We do not want to do this project because of someone from ‘outside’, but we have to show risen awareness and the need and spend time in a useful and accept- able manner. Water supply for citizens is partly resolved and activities are tak- ing place on completing it which is not the case for the sewage system. sons kept leaving to countries of Western Europe, first of all to Germany. Another big migration (which was probably of political character!) occurred in the be- ginning of the 70s after the construction of Busko Lake and immersion of all ar- able surfaces in this part of the munici- pality. It is well known that there is no place in West Europe, Croatia or other continents where there are no immi- grants from Tomislavgrad who are known to be diligent, skillful and hard- working people. Aside from those who migrated, it is assessed that there are over 5.000 of our citizens who are not in Tomislavgrad but are still attached to their 18 TOMISLAVGRAD municipality profile

municipality. It is important to highlight the fact that amongst them, there is a large num- ber of financially powerful people and suc- cessful businessmen who will certainly find a way to invest in their home town. This way migration from Tomislavgrad would probably be slowed down or stopped. The orientation towards agriculture is probably conditioned by the fact that it is no longer the solution to initiate the above activities because of the market that is saturated and agriculture and first of all milk production (generally food), pro- vides a certain perspective and self- employment with minimum investments. certifies that. Aside from trade, ho- tel/restaurant businesses and craft activities make up for a great part in the total economy of the mu- nicipality. Businessmen working in the stated areas are most fre- quently linked to a relatively small market and many are exclusively attached to the municipality so it is understandable why these commer- cial branches represent only a small fraction in the development of the municipality. The foundation of economy is production, i.e. creating veals that there is a certain risk, as in every job, but the interest is greater each day. Getting closer to the European Union, which we be- lieve is the aim of this country, re- quires an increase in standards and agriculture which requires greater investments and achieving them be- cause they will not be able to adapt themselves to the new market con- ditions. New work oppor- tunities are created with the wood in- dustry that is also represented and currently offers production of cut frames without a significant final production (except for a few devices for furniture construction). What should also be noted here is the chemical industry – produc- tion of artificial leather, plastic pipes, pro- duction of construction material (blocks, gravel, sand, concrete goods,

Business potentials

There are great investment po- tentials in several areas:

of possibilities, such as: dairy processing, crop and fruit growing, medicinal and aro- matic herbs, apiculture. The dazzling panorama of the clear and nuanced water crowned by small heights with color effects of the sun shifting during the day (especially sunrises and sunsets), gives an unusual sight attractive for tourists and nature lovers. The lake has and offers a series of supposi-

We can rightfully claim that Busko Lake, with all of its values and particulars, is really one of the main qualities of the long-term tourism development of Tomislavgrad and that is why a more seri- ous approach is followed in planning as well as in carrying out necessary projects investors are interested in. One of the first objects that launched an ‘avalanche’ of interest is the monastery – spiritual center “Karmel St. Ilija”; also preparations are in place for con- struction of a weekend-area Korito, and a few business-tourism zones for construction of ho- tels, eco-areas, sport objects, health center, golf grounds, etc. The stated monastery – spiritual center “Karmel st. According to some research (Institute for Biology in Sarajevo 1985), the fish selection of Busko Lake amounted to cca. 675,000 kg of various fish kind out of which the most common are minnow nase, chub fish and heckel. there is potential. Among sport clubs the main ones are soccer, men's and women's basketball, rugby and tae kwon do club. The first known record on a played game of a sports club „Tomislav“ and sports in gen- eral in Tomislavgrad dates back to 1931, pub- lished in "Narodna Sloboda" (Mostar, year XIII, number 16, 30 May 1931). The given table shows clubs with the number of members, and soon a few new clubs should be formed. Culture, as a significant part of social life can be seen as expression of emotions, way of life, tradition, behavior, historical industry worker, locksmith, salesman, laboratory technician and hairstylist. We have already launched an initiative to jointly, with the Cantonal Ministry and mar- ket demands, come up with occupations necessary in this territory. Another social activity important espe- cially for the youth, related to schooling is sport. Our primary goals at this moment are not sport clubs at high levels but in- volvement of many children of various age in sport clubs in order to, aside from build- ing the sports infrastructure, by gradual and balanced steps towards sport, ensure a mission that belongs to it by nature - events and tracks, achieved level of de- velopment and one of the most important characteristics of an area and people; in Tomislavgrad it has a long way ahead in terms of development. Many historical events that in these areas often left empti- ness and destructions had an impact on that development. Culture cannot be bought nor ordered and paid for com- pleted work but with assertive, clever and well-planned work, create and transfer knowledge to the next generations. Here we can remain at the segment we can call tradition, habits, expressions, dancing and singing, all organized through different cultural and artistic societies and events during the year. Europe. All of these societies are (or should be) sponsored by the Cultural and Information Center (KIC), where the following are located and recently renovated: cinema, city gallery and library. Radio Tomislavgrad is also one of the most significant facilities in Tomislavgrad that has been operating for nearly 15 years. The most signifi- cant cultural events in Tomislavgrad are first of all the „First Croatian As- sembly and days of St. Nikola Tavelic“, established in 1995, and are being held in the beginning of July (9 days include folklore, theatre plays, promo- tions of books, exhibitions, etc) and ties, lately there has been a special type of „welcoming Christmas“ being held since year musical/artistic expression rapidly developing, 2000 prior to Christmas (including a Christ-

Involved in all of this in some way, is the diaspora of Duvno that regularly visit their home town, but at the same time they mark their traditional sociali- zations in areas where they live and work (Duvno night in Switzerland, Du- vno night-silo and Suica night in Za- greb...). When we discuss quality of life, then we must not forget the most endangered population, those being persons who need social assistance and who are most frequently in the third age. They are partly taken care of by the cantonal ministry in light of fi- nancial aid, and the municipality pays 44 TOMISLAVGRAD municipality profile for accommodation in the old people's home and accom- modation in specialized facili- ties. The humanitarian asso- ciation „Kap ljubavi“ (a drop of love), lead by father Jozo Rados-Djoka should also be emphasized as it gathers young people full of emotions and love towards another human being. For years they have been helping all per- sons who need help, in an
