Bosnia and Herzegovina This study was done with an aim to determine the level of the actual costs, which must have each small and medium business company when start their operations in the Federation of Bosnia and Herzegovina. It contains the defined costs for the business registration itself, and for construction of a facility where the registered activity will be performed. The data published in this study were collected through the survey conducted in all municipalities in the Federation of Bosnia and Herzegovina in July 2001. After summarizing all collected data, it was determined that there are few identical forms and approaches to the same category of the costs that a small and medium size business company can have as a precondition for starting its normal work.

  • The Situation in Canton 10
    The Situation in Canton 10 Today representatives of the international community, namely OHR, OSCE, UNMIBH, UNHCR, EU and SFOR held a meeting in Livno and discussed issues related to Canton 10. With concern they noted the very critical situation in this Canton and can no longer tolerate a continuation of the present condition. They also noted that officials of this Canton have so far refuted such conclusions and appealed to the IC to talk with “language of argumentation”. Four and a half years of the IC discussions with the local officials on the implementation of Dayton have failed. The IC hereby points out the most blatant violations of agreements and Human Rights which exist Canton 10. Absence of Rule of Law In Canton 10, there has been no single satisfactory prosecution of a violent crime against a minority. The total disregard for the Rule of Law – a cornerstone in any civilised democracy dedicated to the principle of separation of Powers among the Legislative, the Executive and the Judiciary – is a major concern. Basic aspects of this concept do not function or do not exist. The audit of the Livno Prosecutor’s Office in 1999 by UNMIBH’s Judical Systems Assistance Program (JSAP) revealed that, “the criminal justice system has consistently failed to apply fundamental judicial principles”. There is no effective prosecutorial service in the Canton. The hand of politics is very actively apparent in judicial processes in Canton 10. Moreover, the police have consistently failed to conduct professional investigations in the cases of: Series of attacks on minority properties in Livno and Tomislavgrad in 1997; Arson at the Serb Orthodox Monastery in Glamoc in 1998; Riot and double murder in Drvar in April 1998; Destruction of UNHCR reconstructed home in Kablici in 1999; Violent attacks on elderly Serbs in Drvar in 1999; Alleged rape in Drvar in 1999; Explosion at Bosniak-owned café in Livno in 2000.

The situation of the system before the 1992-1995 war 1.0. Historical overview 1.1. Beginnings of public education system: the Austro- Hungarian period The tradition of public education under the auspices of government (i.e. state-controlled) in Bosnia and Herzegovina has had its origin in the times of the Austro-Hungarian rule in these parts, in the period commencing after 1878 and ending in 1918. In the previous time, the education was almost exclusively restricted to the religious communities and the types of schools they had offered included a rather limited number of pupils. Certain attempts towards modernization of education by the failing Ottoman government in Bosnia in 1860s by the Governor (vali) Topal Osman Pasha could not be seen as the systematic introduction to the system of public education. Nevertheless, the process of growing self- identification of the four major religious communities in Bosnia and Herzegovina (Islamic, Roman Catholic, Eastern Orthodox and Jewish) in the course of 19th century affected their self-awareness as future nations-in- making (Bosniaks /Bosnian Moslems/, /Bosnian/ Serbs, /Bosnian/ Croats and Jews, respectively). The call for religious, cultural and educational autonomy in all these communities was equalized with their different political ambitions and goals.
