    CB(1)1012/04-05(04) Legislative Council Panel on Transport Subcommittee on matters relating to railways Performance of Ma On Shan Rail after commissioning Purpose This paper informs Members about the performance of Ma On Shan (MOS) Rail after its commissioning on 21 December 2004, and the progress of noise monitoring of MOS Rail. Performance 2. MOS Rail has attracted an average daily patronage of 80 000 to 90 000 passenger trips since opening and achieved a single-day record of 125 000 passenger trips on 24 December 2004. All MOS Rail stations are operating smoothly and MOS Rail passengers are now generally accustomed to the interchange arrangement with East Rail at Tai Wai Station. Both Tai Wai Station and East Rail have enough capacity to handle the additional passengers resulting from the commissioning of MOS Rail. Even during the morning peak hours, most MOS Rail passengers can board the first East Rail train that arrives. 3. MOS Rail operates more than 500 trains a day. The train service delivery and punctuality rates for January 2005 were 99.92% and 99.74% respectively. These rates are above KCRC’s performance requirements as laid down in the service agreement with the Government. Improvement measures 4. Over the past two months, passengers have made a number of suggestions on MOS Rail services. As for Members’ request for follow-up actions on the noise monitoring of MOS Rail, an update on the subject is detailed in paragraphs 14 to 17. 5. To familiarise passengers with the operation of MOS Rail and the interchange arrangement at Tai Wai Station, KCRC has employed 130 temporary service ambassadors and, during the first week of operation, set up information - 1 - counters at the concourse of all MOS Rail stations to provide assistance to passengers.

Introduction 1.1 On 3.11.2017, the draft Kwun Tong (South) Outline Zoning Plan No. S/K14S/21 (the Plan) was exhibited for public inspection under section 5 of the Town Planning Ordinance (the Ordinance). The amendments mainly involve rezoning of a site at Ting On Street, Ngau Tau Kok (the Site) from “Government, Institution or Community” to “Residential (Group A)3” and stipulation of building height restriction (Item A), as well as amendments to the Notes of the Plan. The amendment is to facilitate a proposed public housing development at the Site by the Hong Kong Housing Society (HKHS), which will serve as a decanting site for redevelopment of the adjacent Kwun Tong Garden Estate Phase II (Garden Estate II). The Schedule of Amendments setting out the amendments incorporated into the Plan is at Annex I and the location of the amendment item is shown on Plan P-1. 1.2 During the two-month exhibition period, a total of 104 representations were received. On 26.1.2018, the representations were published for three weeks for public comments. Upon expiry of the public inspection period on 20.2.2018, five comments were received. The list of representers and commenters and the summaries of representations and comments are shown in Annexes II, III, IV and V respectively for Members’ reference.     PR028/19 22 May 2019 Forty Weeks of 3.3% Rebate from 30 June 2019 when New MTR Fares Take Effect No Actual Fare Increase for Octopus Passengers in the Same Period Increase “Early Bird Discount Promotion” Discount to 35% and Include More Stations from October 2019 The MTR Corporation announced its 2019/20 fare promotions package today (22 May 2019) as it published new MTR fares for 2019/20. To celebrate MTR Corporation’s 40th Anniversary this year, on top of on-going fare concessions, the overall fare savings to customers under the new promotions package will be over $800 million as compared to over $500 million in the previous year. The major fare promotions include (See Appendix 1 for details): From 30 June 2019 to 4 April 2020, a 40-week “3.3% Rebate for Every Trip” will be offered to Octopus passengers. MTR Corporation will provide a total of over $400 million with resources set aside under the “Profitability-Linked Arrangement”, “Service Performance- Linked Arrangement” and additional top-up resources. No price adjustment for “MTR City Saver” and “Tuen Mun – Nam Cheong Day Pass” for 40 weeks. The prices will be adjusted on 5 April 2020. No price adjustment for “Monthly Pass Extras” until April 2020. The new price will be implemented starting from May 2020. The extension of the “Early Bird Discount Promotion” for one year to 31 May 2020. The discount rate will be increased to 35% starting from October 2019 and the number of stations covered under the promotion scheme will also be increased to 44.
