La Rivolta Capriaschese Del 1802
La rivolta capriaschese del 1802 Una volta il Ticino non faceva parte della Confederazione Svizzera. Vi è poi entrato verso il 1500, ma come baliaggio (cioè territorio sottomesso ai cantoni della Svizzera interna). I ticinesi a quei tempi erano molto attaccati alle tradizioni e pagavano pochissime tasse. Nel 1798 arrivò Napoleone, conquistò la Svizzera, cambiò le leggi e alzò le tasse. Era una grande novità, era una rivoluzione! La gente, soprattutto nelle campagne, era scontenta delle nuove idee e si rifiutava di pagare le nuove tasse, perché non aveva abbastanza soldi. A quei tempi il prefetto di Lugano era un tale Franzoni, che il 25 gennaio 1802 decise di mandare trenta soldati armati in Capriasca per obbligare la gente a pagare. Quella sera stessa molti capriaschesi si riunirono in assemblee per decidere cosa fare. Il mattino seguente le campane della chiesa di santo Stefano di Tesserete suonarono per molto tempo: era un segnale d'allarme. Subito la gente si riunì presso la chiesa per vedere cosa stava succedendo. Alcuni uomini si spiegarono: volevano rivoltarsi contro il prefetto perché il nuovo governo faceva troppe spese e loro non erano d'accordo di pagare delle tasse così alte. Molti presero delle armi: attrezzi agricoli, fucili, pistole, schioppi. Nel frattempo però qualcuno era già andato a Lugano ad avvisare il prefetto. Mentre scendevano vi fu un rinforzo da parte di varie persone di Sonvico, in totale erano circa in duecentocinquanta. Arrivati a Lugano trovarono le porte delle mura chiuse, con dei soldati di guardia. Ci fu una discussione, e il prefetto Franzoni fece loro la proposta di lasciare entrare sei rappresentanti disarmati, e cercare di arrivare ad un compromesso. -

ANNEX IV - WASTE MANAGEMENT IN SWITZERLAND AND TICINO SWITZERLAND The Swiss Confederation, commonly known as Switzerland, is a federal republic made up of 26 cantons. Its capital is Bern and its population is about 8 million people. It is situated in Western Europe, bordered by Germany, Austria, Italy, France and Lichtenstein. Four official languages are spoken in Switzerland: German, French, Italian and Romansh. Other demographic characteristics of Switzerland are presented schematically in figure 1 and table 2. Politically, the Swiss Confederation is composed as follows. The federal constitution adopted in 1848 established the legal foundations of the country. This is one of the oldest constitutions in the world (Federal Chancellery, 2013). The federal constitution established the country as a direct democracy; therefore, citizens have the right to intervene in parliamentary decisions. Three levels of government exist: federal, cantonal and municipal. At the federal level, the parliament has the legislative power, the Federal Council is the executive and the Federal Court has judicial power. The parliament is composed of both the Council of States and the National Council, with 200 representatives in total. The Council of States has 46 representatives - two for each canton and 1 for half-canton. The National Council’s representatives are elected proportionally to the population of each canton. Modalities of election of the representatives vary within each canton. Switzerland is a very economically active and rich country. It has the fifth highest GDP per capita in the world (World Bank, 2013), and the majority of its businesses are from the tertiary sector. The most developed sectors in Switzerland are pharmaceutical and financial (with Zurich, Geneva and Lugano being the three biggest financial centres). -

Nevertheless, reflecting the bottom-up process of Swiss nation building, local governments play an important role in the Swiss federal system. Like the cantons, municipalities enjoy considerable autonomy. This leads to important differences between the municipalities of different cantons and sometimes even between mu- nicipalities within a canton. Municipalities differ not only in their political organization but also in their services, facilities, and financial capacities. Recent reforms of local government – very much like the reform of Swiss federalism with regard to the role of the cantons – have tried to strengthen the municipalities in line with the principle of subsidiarity. At the same time, however, there are claims for more efficiency, economies of scale, and fiscal equivalence. The ongoing reforms point toward a disentangle- ment of tasks, increased intermunicipal cooperation, and even amalgama- tions of municipalities. Special challenges have to be met by the cities. Although they are the motors of economic development, they lack an effective political struc- ture. Vertically, they find it difficult to place their concerns directly on the agenda of national politics. There is no direct link between the national and municipal governments. Horizontally, their facilities and services are used by a significant number of citizens living in municipal- ities surrounding a city, and many problems, such as regional traffic, planning, and environmental issues, cannot be solved independently. Quite a few adjacent municipalities have considerably lower tax bur- dens. -

Stadler and Ferrovie Luganesi SA (FLP) signed a contract for the delivery of nine tram-trains. Roberto Ferroni, the Director of Ferrovie Luganesi SA, and Dr. Thomas Ahlburg, Group CEO of Stadler, signed a contract for the supply of nine seven-car metre-gauge TRAMLINK tram-trains. The order is linked to an option for three additional vehicles. Negotiations for a twenty-year maintenance contract for the vehicles are well under way. Thomas Ahlburg commented on Stadler’s latest sales success in Switzerland: “We are proud to be able to supply a TRAMLINK rail vehicle to Switzerland for the first time. It meets the highest passenger demands in terms of local transport as well as being designed for extremely economic operation, both now and in the future following the expansion of the network.” Roberto Ferroni, the Director of FLP, also expressed his views on the contract signature: “These new trains represent a huge step forwards. Up to 300 passengers can now experience a journey in air-conditioned vehicles with a low-floor design throughout that makes it easy for everyone, including those with limited mobility, to board and alight.” For Stadler, this collaboration is a welcome reunion with the FLP: In 2002 Stadler had already supplied the FLP with five low-floor intermediate cars produced in Altenrhein. -
