My name is Kevin Young and I’m an Assistant Professor of History at UMass Amherst. This is the second event of the History department’s 2018 Feinberg Family Distinguished Lecture Series, which is organized around the theme Another World Is Possible: Revolutionary Visions, Past and Present. The series is possible through the generosity of an alumnus of the History department, Kenneth R. Feinberg, and through the support of more than three dozen community and university partners. Before introducing our first speaker, I’d like to give a few basic facts about the Salvadoran Civil War. The war began officially in 1981 and ended with the 1992 Peace Accords. Around 75,000 people died, the vast majority of whom were killed by the Salvadoran government and a network of right-wing death squads, funded and trained by the U.S. government. According to the 1993 UN Truth Commission report, the regime and the right-wing paramilitaries committed 85% of the violence, against 5% committed by the leftist guerrillas. -

LADB Article Id: 063960 ISSN: 1089-1560 El Salvador: Update On Fighting & Rebel Sabotage, November 6 - 21 by Deborah Tyroler Category/Department: General Published: Friday, November 22, 1991 Nov. 6: The armed forces press office (COPREFA) reported two Farabundo Marti Liberation Front (FMLN) rebels killed, and nine rebels and two soldiers wounded at Rosario, Cuscatlan department. Next, one national police officer was killed and four wounded at Apopa, San Salvador department. Five rebels were wounded at Tejuteque, Cabanas department. In addition, one rebel and one soldier were killed, and three soldiers wounded at Santiago de Maria, Usulutan department. Rebels attacked a power substation in Nuevo Cuscatlan, La Libertad department, causing severe material damage and wounding two soldiers. One soldier was wounded at Villa Victoria, Cabanas. In addition, one civilian was injured at Osicala, Morazan. Radio Farabundo Marti reported 20 troop casualties at Santiago de Maria, Usulutan department. Nov. 7: According to COPREFA, one soldier was killed and six wounded during clashes in Cuscatlan, San Vicente, and La Union departments. -

The Unfinished Sentences Testimony Archive Teaching the Salvadoran Civil War Using Oral Histories The Unfinished Sentences Testimony Archive Teaching the Salvadoran Civil War using oral histories http://unfinishedsentences.org/archive/ The Unfinished Sentences Testimony Archive is a public online library of oral histories by survivors of El Salvador’s armed conflict (1980-1992). Developed through a partnership between the University of Washington Center for Human Rights and the Human Rights Institute of the Universidad Centroamericana (IDHUCA) in El Salvador, the Testimony Archive presents more than 7 hours of interviews with 48 residents of the community of Arcatao, Chalatenango, along with a growing collection of supplementary information including historical context and resources for students and educators. The mountainous countryside around Arcatao, in the north-central department of Chalatenango, was a flashpoint of organizing for workers’ rights and, eventually, revolutionary change in El Salvador. Brutal repression by government forces escalated into a U.S.-backed counterinsurgency campaign against guerrilla groups during the 1980s. Residents of Arcatao, and communities like it across the country, were subjected to indiscriminate violence during military operations targeting unarmed civilians and insurgents alike. In the Unfinished Sentences Testimony Archive, survivors relate eyewitness accounts of these atrocities, as well as their experiences of daily life before, during, and after the war. Eligibility Guidelines for Assessing the International Protection Needs of Asylum-Seekers from El Salvador United Nations High Commissioner for Refugees (UNHCR) March 2016 HCR/EG/SLV/16/01 NOTE UNHCR Eligibility Guidelines are issued by the Office to assist decision-makers, including UNHCR staff, Governments and private practitioners, in assessing the international protection needs of asylum-seekers. They are legal interpretations of the refugee criteria in respect of specific profiles on the basis of social, economic, security, human rights and humanitarian conditions in the country/territory of origin concerned. The pertinent international protection needs are analysed in detail, and recommendations made as to how the applications in question relate to the relevant principles and criteria of international refugee law as per, notably, the UNHCR Statute, the 1951 Refugee Convention and its 1967 Protocol, and relevant regional instruments such as the Cartagena Declaration, the 1969 OAU Convention and the EU Qualification Directive. The recommendations may also touch upon, as relevant, complementary or subsidiary protection regimes. UNHCR issues Eligibility Guidelines to promote the accurate interpretation and application of the abovementioned refugee criteria in line with its supervisory responsibility as contained in paragraph 8 of its Statute in conjunction with Article 35 of the 1951 Convention and Article II of its 1967 Protocol and based on the expertise it has developed over the years in matters related to eligibility and refugee status determination. It is hoped that the guidance and information contained in the Guidelines will be considered carefully by the authorities and the judiciary in reaching decisions on asylum applications. The Guidelines are based on in-depth research, information provided by UNHCR’s global network of field offices and material from independent country specialists, researchers and other sources, rigorously reviewed for reliability. -

Rural Territories in Motion Rural Territorial Dynamics Program – Final Report 2007-2012 Latin American Center for Rural Development Letter from the Executive Director The Rural Territorial Dynamics (RTD) Program is coming to an end. Its contributions have been many during these five years of work. The most significant of these contributions has been introducing the idea that territory matters into the Latin American development agenda, both because there are persistent territorial inequalities that remain obscured by averages, as well as the ongoing disregard to the fact that the territorial dimension generates economic inefficiencies that miss territorially based opportunities. The Program offers a more comprehensive and complex approach to rural development, and represents a contribution to rural territorial development public policies in Latin America. This contribution comes as a result of a wide group of nearly 50 organizations belonging to the Program’s partner network. Territorial Policy is a concept that emerges from research carried out within the RTD Program framework. This concept is understood as the design of interventions that focus on the territory as a social construct and in which natural-resource and productive structures, actors and institutions coexist and sustain one another. Territories have a development potential, but inequality dynamics prevent or hinder the deployment of value-added production chains because poverty and inequality traps are imposed, restricting the social distribution of opportunities. Proving the existence of these exclusionary dynamics allowed the Program, through its various components, to create agendas, strategies and recommendations on institutional policies and measures for both national and regional governments. It also allowed the generation of tools that support territorial management in specific territories. -

One soldier and one rebel were killed at Yoloaiquin, Morazan department. Next, one civilian was wounded at San Antonio Los Ranchos, Chalatenango department. In addition, one soldier was killed and two others wounded during fighting at Potonico, Chalatenango. Dec. 23: According to local press reports, rebels captured four trucks carrying foodstuffs in San Ramon, San Salvador department. The goods were subsequently distributed to residents of the community as a "Christmas present." COPREFA reported one soldier killed and one rebel wounded at San Fernando, Morazan department. One soldier was killed at San Francisco Javier, Usulutan department.
