    The Contribution of Dry Forests to Rural Poverty Reduction and to the National Economy: Zambia Technical Report Samuel Mulenga Bwalya Department of Economics, University of Zambia, Box 32379, Lusaka Tel# 260 1 290475, [email protected] The Contribution of Dry Forests to Rural Poverty Reduction and to the National Economy: Zambia Draft summary We have shown that forests and woodland resources contribute, on average, 21% to total production and income of rural households. Aggregating forest production and income to a national levels based on sample information is challenging task and by no means likely to be very precise and accurate. But scaling up sample estimates to the national level facilitates inter-sectoral comparisons and would sharpen our insights about the importance of forests and woodland resources in rural development and poverty reduction. Sample estimates and national statistics on the number of rural households is used to scale up and estimate the contribution of forest and woodland resources to the national rural household sector. We multiply the proportion of households harvesting a particular forest product by the total number of rural households in Zambia. This gives us an estimate of the number of rural household across the country that harvest forest a given forest product both for consumption within the household and for sell to obtain cash income. This estimate is then multiplied by the average value of each forest product harvested to obtain the total contribution of the forests sector to rural household economy. Because we ignore value addition along the supply chain and other forms of income and services households derive from forests, this estimate should be seen to represent the minimum contribution of forest resources to rural household sector.

    Managing inequality: the political ecology of a small-scale fishery, Mweru-Luapula, Zambia Bram Verelst1 University of Ghent, Belgium 1. Introduction Many scholars assume that most small-scale inland fishery communities represent the poorest sections of rural societies (Béné 2003). This claim is often argued through what Béné calls the "old paradigm" on poverty in inland fisheries: poverty is associated with natural factors including the ecological effects of high catch rates and exploitation levels. The view of inland fishing communities as the "poorest of the poorest" does not imply directly that fishing automatically lead to poverty, but it is linked to the nature of many inland fishing areas as a common-pool resources (CPRs) (Gordon 2005). According to this paradigm, a common and open-access property resource is incapable of sustaining increasing exploitation levels caused by horizontal effects (e.g. population pressure) and vertical intensification (e.g. technological improvement) (Brox 1990 in Jul-Larsen et al. 2003; Kapasa, Malasha and Wilson 2005). The gradual exhaustion of fisheries due to "Malthusian" overfishing was identified by H. Scott Gordon (1954) and called the "tragedy of the commons" by Hardin (1968). This influential model explains that whenever individuals use a resource in common – without any form of regulation or restriction – this will inevitably lead to its environmental degradation. This link is exemplified by the prisoner's dilemma game where individual actors, by rationally following their self-interest, will eventually deplete a shared resource, which is ultimately against the interest of each actor involved (Haller and Merten 2008; Ostrom 1990). Summarized, the model argues that the open-access nature of a fisheries resource will unavoidably lead to its overexploitation (Kraan 2011).

Beyond the Last Frontier: Major Trollope and the Eastern Caprivi Zipfel One night as he lay sleeping on the veranda of his residence in Katima Mulilo Major L.F.W. Trollope, the Native Commissioner and Resident Magistrate for the Eastern Caprivi Zipfel, was attacked by a nineteen year old wielding an axe. Major Trollope survived the attack and the assailant was soon arrested, but in the subsequent trial the “plum posting” that Trollope had created on the furthermost frontier of South African rule came crashing down. The trial brought to the fore that Trollope lived beyond the control of the South African administration to which he was formally subject, and that instead he had become enmeshed in the administrations of Northern Rhodesia and the Bechuanaland Protectorate. Originally appointed to Katima Mulilo to enforce South African rule in the Eastern Caprivi Zipfel, Trollope increasingly established his own fiefdom on the outer fringes of South African rule, and became evermore integrated in the administrations of countries beyond the borders of South Africa. By the time of his demise, Trollope ruled the Eastern Caprivi Zipfel in a manner that had more in keeping with the academically schooled coterie of District Commissioners of Northern Rhodesia and the Bechuanaland Protectorate, than that it bore relation to the apartheid securocrats of the South African Bantu Affairs Department to which he was nominally subject. Beyond the frontier Even amongst the arbitrarily drawn borders of Africa, the borders of the Namibian Caprivi strip are a striking anomaly jutting 500 kilometres into the African continent.
