Pursuant to clause 52.03 of the Ballarat, Buloke, Central Goldfields, Golden Plains, Hepburn, Loddon, Mildura, Moorabool, Northern Grampians and Yarriambiack Planning Schemes the land identified in this incorporated document may be developed and used in accordance with the specific controls contained in this document. If there is any inconsistency between the specific controls in this document and the general provisions of the Scheme, the specific controls in this document will prevail. 2.0 Purpose The purpose of the specific control is to allow the use and development of land along the railway corridor between Gheringhap and Mildura for the purpose of upgrading and maintaining the railway, including drainage works and the replacement of sleepers and ballast (Mildura Project). 3.0 The land The land that is the subject of the specific controls in this document is land owned by the Victorian Rail Track Corporation or Crown Land vested in Victorian Rail Track Corporation along the railway corridor between Gheringhap and Mildura, which includes the following statutory railway lines: • Geelong and Ballarat line; • Ballarat and Maryborough line; • Castlemaine and Dunolly line; • Dunolly and St Arnaud line; • St Arnaud and Donald line; • Donald and Birchip line; • Birchip to Cronomby line; • Mildura and Yelta line, (collectively, the Mildura Project Land). 4.0 What does this document allow? This incorporated document allows the use and development of the Mildura Project Land for the Mildura Project. The Mildura Project Land is shown on the plans titled Mildura – Geelong Rail Freight Upgrade Project incorporated into each Planning Scheme. The attached incorporated plan forms part of this document. Before commencing the use and development of the Mildura Project Land in accordance with the specific controls in this incorporated document, a Vegetation Management Protocol which sets out the method by which laydown areas will be identified and marked must be endorsed by the the Secretary, Department of Sustainability and Environment. The endorsed protocol must be complied with when carrying out the Mildura Project on the Mildura Project Land. The following provisions of the Ballarat, Buloke, Central Goldfields, Golden Plains, Hepburn, Loddon, Mildura, Moorabool, Northern Grampians and Yarriambiack Planning Schemes do not apply to the use or development of the Mildura Project Land for purposes related to the Mildura Project: Clause 42.01 Environment Significance Overlay Clause 42.02 Vegetation Protection Overlay September 2007 Page 3 of 4 Clause 44.01 Erosion Management Overlay Clause 44.02 Salinity Management Overlay Clause 36.03 Public Conservation and Resources Zone Clause 52.17 Native Vegetation 5.0 Expiry of Specific Control The specific controls in this incorporated document expire if the development is not completed within 3 years of the date of commencement of works. However, the responsible authority may extend this period if a request is made in writing before these provisions expire, or within three months after the expiry.     NORTH WEST VICTORIA HISTORIC MINING PLOTS (MARYBOROUGH) 1850-1980 Historic Notes David Bannear Heritage Victoria MARYBOROUGH HISTORICAL NOTES (1) 1899: Maryborough gives its name to the largest of the Victorian mining districts. The only part of the Maryborough mining district, which has proved to be auriferous, is its southern portion. All the large mallee countries of Weeah, Tatchera, Karkarooc, and Mellewa, which are also included within its boundaries are, so far as is known, absolutely non-auriferous, although as these large plains are generally held to be the floor of an ancient sea it is possible that borings may yet prove the existence of alluvial deposits at certain depths. Gold-bearing wash has been found in the rich agricultural land about Swanwater, and loaming and trenching in the early days about Mount Jeffcott have shown the existence of gold in these districts approaching the mallee. There is no doubt that the long range of the Pyrenees, with its branching spurs more or less intersected with reefs, runs out in many lines into these widely extending plains. MARYBOROUGH PROPER. A Great Alluvial Field: As Bendigo furnishes the best illustration of a great reefing field, so Maryborough stands foremost as a great alluvial field. Of deep alluvial leads it may be said that they conform roughly to the course of the rivers of today, and were without a doubt the ancient waterways. As the rivers took their course through the valleys they acted like giant sluices, and where they passed through the auriferous gravels, concentrated the gold, bearing off the lighter material once more, to eventually form the great tertiary plains which are so conspicuous a feature of the northern area of the colony.
