It's not a shotgun wedding, but the news of the nuptials stunned pretty much everybody (including CBS staffers who expected to hear a Jacor -CBS deal announced in Seattle). The merger values Jacor at $4.4 billion and positions Jacor as a separate unit inside Clear Channel. So Jacor's Randy Michaels gets to keep the brash corporate culture he's built, and Clear Channel's Lowry Mays adds a raft of radio stations to his carefully - constructed conglomerate. Some eye -popping numbers to report: the combined Clear Channel -Jacor will operate 454 radio stations in mòre than 101 U.S. markets. It will be #2 in total number of stations (behind Chancellor /Capstar). And #3 in total radio revenue (behind Chancellor /Capstar and CBS /Infinity). Clear Channel will have radio, TV, and /or outdoor operations in 40 of the top 50 markets, and 70 of the top 100. And that's not even counting Heftel, the Spanish radio specialist in which Clear Chaimel has a 29% interest and Clear Channel international stations. This mega- merger has M Street's head spinning over the future divestitures (in at least six markets) and potential growth opportunities. We'll explore the future inside this week's M Street Journal. BUT UNCLE SAM'S IN A GROUCHY MOOD. And he may feel grumpy about the Clear Channel -Jacor marriage. This merger hits just as FCC Chairman Bill Kennard and Commissioners Susan Ness and Gloria Tristani are raising public questions about over -concentration in both local radio ownership and radio -TV cross -ownership.

Political advertising data from Kantar Media/CMAG indicates presidential candidate Ted Cruz and his PACs have allocated virtually all of their fourth-quarter broadcast dollars to radio, a move that is being seen as an encouraging sign that the industry may cash in on 2016 campaign spending sooner than in past elections. “I think they see an opportunity,” says Elizabeth Wilner, senior VP/political for Kantar Media Intelligence, leader of Kantar’s hugely influential Campaign Media Analysis (CMAG) and contributing editor to the influential Cook Political Report. “Cruz is hitting very hard at the party’s conservative base and has more than doubled down on radio to reach them. It’s a smart strategy because it’s kind of under the radar. He’s skating that conservative radio lane pretty much to himself these days.” Calling conservative talk radio “a no-brainer in a Republican primary,” Wilner says she’s surprised that more candidates aren’t using it. Westwood One president Steve Shaw sees the influx of money into radio from Cruz backers as a positive sign this far out in the 2016 election cycle. “It’s a really good sign to be a year away from the election and have candidates engaging in radio,” he says. Radio has been viewed by campaigns as “a reminder medium,” Wilner says, often resulting in time-buys being placed much closer to when voters flock to the polls.
